With the pay as you go scheme currently implemented, the APBN's fiscal burden is even higher. For this reason, the government plans to change the civil servant pension system to a fully funded system. The purpose of this research is to look at the challenges in implementing a fully funded scheme for civil servant pensions in Indonesia. The research method uses a postpositivist approach with primary data obtained from interviews with informants from members of the DPR RI legislature in the field of finance, experts from Commission XI DPR RI and public policy researchers. Secondary data were obtained from literature studies, documents and relevant government reports for analysis. Data processing techniques with open coding, axial coding and selecting coding with illustrative analysis assisted by NVivo12 plus software. The results of the study show that the government must reform pension fund management institutions, pay close attention to the investment climate, transition data on new schemes that need to be regulated by the ministry for the utilization of the state apparatus, the national staffing agency, the ministry of finance and local governments. In addition, this fully funded policy requires consistency over a long period of time to have an impact on the state budget and education for civil servants. In anticipating a new pension scheme, the government needs to prepare a roadmap for the weaknesses of the fully funded scheme, especially aspects of investment risk and civil servant pension insurance.","PeriodicalId":34501,"journal":{"name":"Jurnal Public Policy","volume":"32 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-01-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"88198713","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

POS is an employee's perception of how the organization contributes and cares about their well-being. In this study, researchers identified a number of factors thought to play a role in employee perceptions of the organization, namely organizational justice (four model justice), supervisor support, organizational rewards, and job conditions. This research is descriptive qualitative with data collection techniques carried out by conducting structured and in-depth interviews with key informants. The results showed that employees perceive the organization to treat them fairly (in terms of procedural, interpersonal, informational, and distributive). Employees also perceive getting good support from supervisors, the organization has implemented a good reward system (intrinsic and extrinsic) and conducive working conditions. This research is important to reveal how the people of Simeulue can realize food security during the COVID-19 pandemic during a global community experiencing a crisis in various aspects. The author uses Max Weber's theory of social action to explain why the people of Simeulue have the motivation to achieve food security. In contrast, the Joined-up Government concept explains the synergy between stakeholders in realizing food security. This study uses qualitative research methods with data collection techniques through interviews with research informants. The study results indicate that the motivation for realizing food security for the Simeulue community is common. There are three social actions in realizing food security, namely traditional actions, value rationality actions and instrumental actions, while synergy between institutions is built through horizontal communication and coordination without elite domination by reproducing the local wisdom \"Humasa Sebbel/Khumaha Heba\" (planting rice at the same time).","PeriodicalId":34501,"journal":{"name":"Jurnal Public Policy","volume":"133 7 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-10-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"79623830","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

And what causes obstacles to the implementation of inclusive education. This study uses a literature review through reading media from several national and international journals in the last 10 years that meet the criteria. The results show that the implementation of inclusive education in Indonesia has been quite successful in several big cities. This success is due to several supporting factors such as the existence of special educators, class management, and curriculum. However, there are still many small cities in Indonesia that are still not successful due to the unavailability of adequate facilities and lack of information about the inclusive education system. The government should not only pay attention to big cities but also pay attention to the problem of implementing inclusive education in small cities and make it easier to see data on the number of students with disabilities each year.","PeriodicalId":34501,"journal":{"name":"Jurnal Public Policy","volume":"101 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-10-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"77519702","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This research uses mixed methods, with a combination of qualitative and quantitative methods to be able to provide results and descriptions related to the influence of labor regulations on workforce creation. This study underscores three important things. First, the understanding of business actors towards labor regulations is still low, and some do not yet know it. Second, the limited capacity of business actors (funds, time, and experts) to conduct intensive and unique training in obtaining skilled workers. Third, the government's attention to labor regulations is still relatively low. So far, the routine is the determination of the UMK every year. Overall, this study observes that no derivative regulations are applied at the local level in creating skilled workers, which causes employers to seek to provide skilled workers with available resources.","PeriodicalId":34501,"journal":{"name":"Jurnal Public Policy","volume":"71 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-10-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"77930861","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The implementation of e-government through the development of an Education Management Information System is a policy taken by the Malang City Government to solve educational management problems and provide optimal educational services. This research is qualitative research with a case study approach. The research location is in the Department of Education and Culture of Malang City and the Department of Communication and Information Technology of Malang City. The findings of researchers in the field indicate uncertainty in the implementation of e-government through the development of an education management information system (SIMDIK) in Malang City. The massive commitment of the institution is inversely proportional to the support of the state civil apparatus. It impacts uncertainty in the implementation of e-government through the development of education management information systems in the city of Malang. This inconsistency is motivated by inadequate resources. In the end, the implementation of e-government through the development of education management information systems in Malang City failed. The existence of these failures impacts the non-fulfilment of the dimensions of smart governance, which at the same time hinders the realization of good governance.","PeriodicalId":34501,"journal":{"name":"Jurnal Public Policy","volume":"64 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-07-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"74182713","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
