COVID-19 has had an impact on society and government, so that the government, especially the city of Pekanbaru, has carried out various policy strategies to carry out countermeasures in the spread of Covid-19, but the number of spread of covid-19 still has not decreased significantly. This research aims to develop a policy narrative framework that functions in advocating for the media as well as providing influence in the decision/policy making process. This research used qualitative analysis using the Policy Narrative Framework (NPF) approach. This study found that narratives by government actors and the general public in online news media had an influence on the policy of handling Covid-19. The policy narrative framework approach (NPF) contributes to this research such as elements of the storyline of policy development and the role of actors who are directly involved in policy. The implementation of the COVID-19 vaccine program through social media support can be seen from the existence of four indicators, namely Communication, Resources, Disposition, and Bureaucratic Structure and looking at the message sender’s, recipient and quality of message via social media.","PeriodicalId":34501,"journal":{"name":"Jurnal Public Policy","volume":"4 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"82401187","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The rent-seeking phenomenon in sugar imports involves many actors interested in importing sugar for business purposes. This study is intriguing because interest actors conduct rent-seeking through regulatory loopholes controlled by the bureaucracy on the border of the two countries. Therefore, this study focused on the actor's strategy to realise sugar imports through rent-seeking practices. This article applied the Rational Choice Institutionalism (RCI) theory as an analytical framework. Using a qualitative phenomenological approach in data collection, this article found that sugar imports for business purposes involve two networks of interest groups, namely communal networks and associational networks. These interest group networks import sugar for business purposes through rent-seeking practices. As a form of actor's choice of action, rent-seeking is a strategy in responding to obstacles and incentives from formal institutions to maximise profits from the reality of the gap in the sugar trade at the border. The variations in the strategies of interest actors in the two sugar import periods (2011-2014 and 2015-2018) have shown that rent-seeking is a form of a rational choice institution created within an institutional framework. This investigation suggests a review of the formal institutional structure, which is the rule of the game in sugar imports because reality demonstrates that formal institutional structures can become an arena of rent-seeking that interest actors exploit","PeriodicalId":34501,"journal":{"name":"Jurnal Public Policy","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"89435764","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This result provides new suggestions to interest actors to emphasize the dissemination of information through one of their social media. Measuring the effectiveness of communication is carried out by the recipient of the message, the source of the message, and the content of the message. Mixed methods research with the help of NVIVO 12+ analysis was conducted to give actual results. Sources of data obtained from community activities using Facebook and Twitter. The study's results showed a significant difference in the age of users on Facebook and Twitter; Facebook users were dominated by users less than 18 years and more than 50 years which affected the message delivery and message content for the vaccine campaign. Information changes often occur on Facebook because many users change information and make requests not to vaccinate. This call was also followed by bad news which assumed that vaccination would have a bad impact in the long term. Twitter users are more open and understand the information that circulates on social media, thus there are less opportunities to change information and spread falsehoods. Twitter users' favorable attitudes and actions when communicating on social media demonstrate that information distribution is more about a sense of security and comfort. The two platforms have been the most popular tools for public evaluation since individuals use social media more than they do traditional kinds of media.","PeriodicalId":34501,"journal":{"name":"Jurnal Public Policy","volume":"93 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"89087129","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Whereas in the contemporary era, many institutions were formed and were hybrid. Empirical facts in the field identify other forms outside the two entities that the researchers call hybrid actors, namely actors who act inside and outside the state system. One of the actors showing these characteristics in a collaborative forum is the Padang City Children's Forum (FORANDANG) in the Padang City Child-Friendly City Task Force (KLA). The Children's Forum is a children's organization formed and fostered by the government to bridge communication and interaction between the government and children. This makes the Children's Forum a top-down institution. However, on the other hand, this organization demands active participation and initiation from its members, who are more bottom-up in nature. This study aims to determine hybrid actors' capacity to carry out joint actions in the Padang City KLA Task Force collaborative forum. To find out this, this research was designed using descriptive qualitative research methods with informant selection techniques using purposive sampling. Data collection techniques were collected through interviews, observation, and documentation review. The results showed that FORANDANG's capacity as a hybrid actor in the KLA Task Force for the City of Padang needed to run optimally, as indicated by the four main components: procedures and institutional structure, leadership, knowledge, and resources.","PeriodicalId":34501,"journal":{"name":"Jurnal Public Policy","volume":"25 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"81644725","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

State regulations function at least to provide legal certainty, guidelines/instructions, frameworks, and limitations of program/policy implementation. The special allocation fund is an intergovernmental transfer for financing road infrastructure under the local government authority and aligned with national priorities. This study aims to analyze the regulatory framework that governs the implementation of this capital grant for the road sector by taking the 2015-2019 timeframe. The research is qualitative and uses a normative juridical method through a statute approach using primary material in the form of laws and regulations related to the 2015-2019 capital grants for the road sector. The results showed several regulatory incompleteness, discrepancies in content both horizontally and vertically, and weaknesses in legal blanket for monitoring and evaluation. This study recommends strengthening the harmonization of regulations to ensure no inconsistencies or contradictions. Furthermore, the study also emphasizes the importance of conducting regulatory review considering that the long-term development planning (RPJPN) of 2025-2045 is being drafted so that such precedents of disharmonization do not occur anymore.","PeriodicalId":34501,"journal":{"name":"Jurnal Public Policy","volume":"165 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"85657026","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
