Kurdish tribes that didn’t recognize the central authority acted according to the changing balance of power in the region. The main reason for the disputes between the two countries used to be those attitudes of the tribes. This kind of uncontrolled behavior of the Kurdish tribes which continued in the early years of the Republic not only presented a threat to the internal security of both Iran and Turkey but also prevented the Turkish-Iranian relations from being on a solid foundation. A comprehensive report on the Kurdish tribes threatening the internal security on the other side of the border was drawn up by Turkish General Staff in 1927. Another objective of the study is to reveal the relationship between trading transactions on the river of Bartın and development of the Bartın city. Bartın is one of the youngest provinces of Turkey. But it is a settlement that has not been adequately researched in terms of historic and cultural view. From the commercial activities point of view one of the most mobile areas of the North-West Anatolia region. Osmanli Devleti’nin dogdugu, kultur ve medeniyetinin olustugu ve gelistigi yer de bu eski dunyanin harikalarinin, yeralti ve yerustu zenginlikleri halinde geride birakildigi topraklardir. Gozle gorulup, elle tutulamayan, ancak eski kulturlerden bir sonraki topluluga geleneksel yollarla yasatilarak aktarilan manevi kultur ve geride birakilan sekillenmis her turlu eserle butun ya da parca parca gunumuze kadar ulasmis olan maddi kultur kalintilari artik yasayan toplumun ve dunyanin da sahip cikmasi gereken ortak degerler olmustur. Osmanli Devleti’nin kuruldugu ve gelistigi caglarda, bu degerlerin ne kadar farkinda olup olmadigi konusu tartismali olmakla birlikte, Osmanli, karsilastigi yeni kulturlerin baska milletlerin urunu olup olmamasini gunumuz asiri milliyetci bakis acilarindan cok farkli degerlendirmistir. Ele gecirilen yerlerde ayakta kalan yapilarin yikilmasi yerine, ise yarayacak halde restore edilerek kullanilmalari sayesinde bu yapilar, bakim ve onarim gorebilmis ve varligini devam ettirmistir. Ancak bu eserlerin ayni zamanda birer sanat, kultur ve tarihi degerinin oldugunun farkina varilmasinin, Osmanli’nin gec donemlerine rastladigi belgelerden anlasilmaktadir. Belgelere gore Osmanli Devleti yetkilileri, 18. yuzyil sonlari-19. yuzyil baslarindan itibaren topraklari uzerinde baslatilmis olan hummali tarihi eser arastirmalarinin sebebini ancak 20. yuzyil baslarinda anlamlandirmaya baslamistir. Bati dillerine tercume edilen antik kaynaklarin Avrupa’da cesitli sebeplerle ilgi ve merak uyandirmasi ve istah kabartmasi, pekcok gezginin Osmanli topraklarinda belirmesine yol acmistir. Gezgin ve seyyahlarin bir kismi ozellikle kendi kulturlerine temel olusturmak icin Hellen, Roma ve Hiristiyanlik kulturune ya da daha eskiye ait olan eserleri gormek, kesfetmek ve hatta ulkelerine goturmek icin yeni bir caba icerisine girmislerdir. Bu, Avrupa dunyasinda yeni bir hareketin baslamasina sebep olmustur.
