Kurdish tribes that didn’t recognize the central authority acted according to the changing balance of power in the region. The main reason for the disputes between the two countries used to be those attitudes of the tribes. This kind of uncontrolled behavior of the Kurdish tribes which continued in the early years of the Republic not only presented a threat to the internal security of both Iran and Turkey but also prevented the Turkish-Iranian relations from being on a solid foundation. A comprehensive report on the Kurdish tribes threatening the internal security on the other side of the border was drawn up by Turkish General Staff in 1927.
