One of the topics much discussed lately is related to the electrical energy that Paraguay does not use, due to the demand of its electricity market, and is transferred to the neighboring country, Brazil, due to the conditions of the Binational Treaty. Currently, Brazil pays Paraguay a compensation for said energy cession and has an approximate value of 9.96 USD/MWh. However, in the following years the debt of the binational power plant is expected to be repaid, which would mean a decrease of approximately 63% in the Electricity Service Costs. In this context, this work analyzes the variables involved in the negotiation process of a possible new Itaipu Electricity Tariff, using the decision tool called Game Theory, in search of the solution of a negotiation problem between both countries. Therefore, a tariff reduction scenario is proposed, from 43.8 USD/MWh to 16.23 USD/MWh, due to the amortization of the debt. With the proposed methodology, it is possible to express a portfolio of possible rational alternatives, the outcome of which will depend mainly on the risk attitude of the negotiators and also the options external to the 2023 negotiation. Finally, depending on the strategies of both countries, the compensation for energy cession could range from 9.96 USD/MWh (status quo value) to 37.53 USD/MWh. This would mean that the price of Paraguayan energy would range between 26.19 USD/MWh (status quo value) and 53.76 USD/MWh. Around the discussion, it is found that the energy values obtained are competitive in relation to the values of the Brazilian electricity market.","PeriodicalId":340976,"journal":{"name":"2021 IEEE CHILEAN Conference on Electrical, Electronics Engineering, Information and Communication Technologies (CHILECON)","volume":"98 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124968421","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This phase involves the collection and analysis of information to define objectives and strategies for bilateral negotiations. The current structure of the Cost of Electricity Service of the binational power plant includes, besides the production costs, economic benefits that are distributed to various sectors in the partner countries, with a notable impact in the case of Paraguay. This article aims to contribute to formulate strategies for a binational negotiation based on the impact that such benefits have on the fulfillment of national commitments regarding development plans and the SDG. Therefore, it addresses the linkage of the components of the Cost of Electricity Service (CSE) of the ITAIPU with indicators of compliance with the National Development Plan and the Sustainable Development Goals. The purpose of this work is to provide elements to help define the CSE based on a multi-criteria analysis. This approach and its results can be used both for the formulation and evaluation of negotiation strategies. To this end, the Analytical Hierarchical Process (AHP) is proposed as a method. This method will be applied to the components of the current CES to identify and rank the degree of relevance of each component for the fulfillment of the National Development Plan 2030 (PND 2030) and the Sustainable Development Goals (SDGs).","PeriodicalId":340976,"journal":{"name":"2021 IEEE CHILEAN Conference on Electrical, Electronics Engineering, Information and Communication Technologies (CHILECON)","volume":"11 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125224579","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

All these elements and approaches to a diverse and multicultural territory make up the systemic and binding methodological framework between qualitative elements (Intangible Cultural Heritage) and quantitative elements (environmental and climatic conditions), all of which make up AraucanAI elements. Thus, the strategic design of the methodology integrates several variables, resulting in a proposal for intelligent rural planning. The elements studied from the patterns of the Mapuche native people collaborate in decision making with respect to both practical and conceptual issues regarding the valuation of the territory and its components, patterns, limits and boundaries. This holistic proposal underlies the intention of developing a territorial regenerative design tool. This new tool represents a basis for the future recovery of a rural territory highly degraded by industrial forestry and home to more than 2,000 native Mapuche communities.","PeriodicalId":340976,"journal":{"name":"2021 IEEE CHILEAN Conference on Electrical, Electronics Engineering, Information and Communication Technologies (CHILECON)","volume":"35 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134295140","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Due to the above, the low voltage distribution system of a rural area located in Cuncumén in the Coquimbo region was modelled in ETAP to analyse the impacts on voltage, short circuit currents and power flows that occur due to high photovoltaic penetration. The results shows that the voltage amplitude can be greatly affected under the abovementioned circumstances.","PeriodicalId":340976,"journal":{"name":"2021 IEEE CHILEAN Conference on Electrical, Electronics Engineering, Information and Communication Technologies (CHILECON)","volume":"87 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134507198","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A fault record was analyzed with data from January 1, 2014 to December 31, 2019 in the feeders of the electric station in San Antonio (ES-SAN), where said record was compiled and standardized according to the origin of the fault by the Administración Nacional de Electricidad (ANDE) Distribution Department. ANDE is the entity that regulates electricity in Paraguay. Said fault record was examined, discriminating taking into account, which damage the power transformer, and, in addition, simultaneous faults were removed from that record, which basically refers to faults that occur at the same time in two or more feeders originated mainly by atmospheric factors. Likewise, two protection functions were simulated that guarantee or prevent the clearing of the fault as quickly as possible; in order to extend the life time of the power transformer, also to reduce interruptions of the electrical service in the feeders, which translates into economic benefits for the service provider. The protection functions proposed were the Automatic Disturbance Recorder (RAP) system against faults standardized by the distribution engineers and a connection scheme between the IEDs against simultaneous faults. It was possible to demonstrate through simulations that both protection functions promise interesting figures regarding economic benefits to ANDE.","PeriodicalId":340976,"journal":{"name":"2021 IEEE CHILEAN Conference on Electrical, Electronics Engineering, Information and Communication Technologies (CHILECON)","volume":"35 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131656197","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The likelihood function of the noisy nonlinear output signal given the system state is approximated by a Gaussian-Legendre quadrature rule. This approximation produces an explicit model of this likelihood function with a Gaussian Sum structure. Based on the general Bayesian filtering framework, we develop a Gaussian Sum Filter algorithm to obtain the a posteriori probability density function of the state given the current and past nonlinear output. With the characterization of the a posteriori probability function, we can obtain the associated statistics of the state. Finally, we present numerical examples to illustrate the benefits of our proposal.","PeriodicalId":340976,"journal":{"name":"2021 IEEE CHILEAN Conference on Electrical, Electronics Engineering, Information and Communication Technologies (CHILECON)","volume":"21 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114141713","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The main advantage of RL is that it can optimize the generation even when there are changes in the wave and in the WEC characteristics. Q-learning and SARSA RL-based approaches are presented in this work, in order to optimize a reactive and a resistive control applied to a laboratory-scale point absorber WEC. The proposed approaches are evaluated on three regular wave conditions using a model based on a one-degree of freedom system, where the power take off forces include the variable damping and stiffness that are regulated by the control and optimized by the RL. Results shown a correct behavior of the RL algorithms optimizing both control techniques. Nevertheless, Reactive control achieve up to 239% higher energy than the Resistive control for the same conditions. In relation with the comparison between the two RL algorithms, Q-learing present a faster convergence than SARSA, but the results from both algorithms are practically the same.","PeriodicalId":340976,"journal":{"name":"2021 IEEE CHILEAN Conference on Electrical, Electronics Engineering, Information and Communication Technologies (CHILECON)","volume":"10 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115180194","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
