The concept of the information and communication competence is defined as a special quality, which requires future specialists to have relevant knowledge, abilities and skills to navigate in information space with the aim to obtain and apply information sources and information and communication technologies in future professional activities. It is found that vocational training of future lecturers of professional education (occupational safety and health) should be aimed at shaping information and communication competence. Therefore, it is important that innovative information and communication technologies should be incorporated in the educational process. It is clarified that the process of shaping information and communication competence of future lecturers of professional education (occupational safety and health) should be understood as a professional ability to navigate in information space in order to obtain (search, select and analyze) information sources and effectively apply information and communication technologies in future professional activities. It is specified that there are some effective ways to shape information and communication competence of future lecturers of professional education (occupational safety and health) through the course on pedagogy of higher education during professional training in higher education institutions. Thus, master students in professional education (015 Occupational safety and health) from Pereiaslav-Khmelnytskyi Hryhorii Skovoroda State Pedagogical University were involved in the research. It is proved that the effective method of shaping information and communication competence of future lecturers of professional education (occupational safety and health) is the project method, which combines theoretical knowledge and their practical application when solving professional problems. The main models of inclusive education in the world and specifically the Czech Republic are considered. The basic laws concerning the training of teachers, special teachers, assistants are analyzed. The basic teachers’ competences are determined according to the Czech standard of the teacher’s profession quality; the necessary conditions for conferring the qualification of primary and secondary school teachers are defined. The system of higher education in the Czech Republic and the educational programs of leading higher educational institutions for the preparation of primary school teachers and special teachers are considered. The Charles University and the Masaryk University were selected for the research as leading, because these institutions ranked the highest in world rankings. The article acquaints readers with the activity of pedagogical faculties of both universities. The particular attention was paid to the activities of the departments of pedagogy and special pedagogy. The curricula of training teachers, assistant teachers for a work in inclusive education were analyzed. This made it possible to state that bachelor/master’s programs were designed to provide graduates with the necessary knowledge, ethical values and practical skills necessary for constructing a pedagogical career. The contents of the bachelor/master’s program provides an extensive and deep knowledge in the fields of inclusive education, including the theory of special pedagogy, the necessary skills and abilities in providing medical services, knowledge of the behavior of a child with different pathologies or abnormalities. It is found that a theoretical training is given to most of the study time, the courses of in-depth specialization are offered. It is determined that in the process of special teachers’ professional training in the Czech Republic, three main components can be distinguished: general pedagogical, special pedagogical, specialization with a choice in two main types of A and B. The bachelor training is carried out in two models: simultaneous (parallel, integrative) and sequential. During the study, it was emphasized that an adherence to the unified structure of training bachelors/masters of special education for all institutions of higher education in the Czech Republic contributes to improving their theoretical, methodological and practical basis, facilitates the students’ transition from one educational institution to another, an admission to a magistracy in another institution of higher education, gives a few specializations. The current state of higher professional education and its tasks are defined; the principles of modern European education are highlighted. Moreover, the components and functions of the organization of the educational process in higher education institutions are identified. The emphasis is placed on the development of pedagogical workers’ professional and pedagogical excellence, the raise of the level of their readiness to use personal development and information and communication technologies, electronic learning tools, information and analytical systems for managing the development of vocational education and students’ training. The recommendations of the European Higher Education Area regarding the development of higher education in the EU countries are substantiated. The author stresses that today one of the main principles of modern European education, which is responsible for the qualitative aspect of training and acquisition of professional competencies, is the mobility of students and teachers. It is noted that the influence of integration processes and the growing role of globalization cause the need to use the international educational standards in the field of education. The influence of reforming the system of higher education onto the creation of favorable conditions for the professional growth of a future specialist is substantiated. \u0000Over the last years the improving of the higher education quality have occupied the dominating place in the issues of ensuring the competitiveness of Ukraine’s educational system and training a personnel of a particullar qualification. The author also noted that the influence of integration processes, the growing role of globalization сause the need to use the international educational standards in the field of education. The pedagogical conditions under which their implementation is possible in the preparation of future Physical Education teachers are determined by the authors. They note that the results of the long-term scientific and pedagogical research during the pre-diploma practice of graduate students convincingly testify that the professional development of future teachers and scientific and pedagogical workers are linked inseparably. There are situations that stimulate the teachers of psychological and pedagogical disciplines for a self-development during the introduction of psychological and pedagogical conditions: the self-improvement of their own competence, the methodically competent selection of professional-practical tasks, and the work on research projects. The pedagogical conditions and other aspects of this article concern both the main subjects of education, although they are aimed, viewing the goal and objectives, mainly for the training of future Physical Education teachers. The effective professional development of students requires taking into account the social, individual and characterological characteristics of each individual. The learning system should develop the students’ ability to comprehend, study, analyze, make informed decisions, take into account different options for solving practical problems. The stimulation of the professional teachers’ activity involves the creation of such circumstances and the psychological atmosphere, when their active creative activity achieves high results, satisfies their personal and social needs, which leads to the formation of positive motives in their professional and pedagogical activity. In this article, the essence of the following notions has been analyzed: educational environment in higher educational establishments, teaching environment, educational space. The notions of «educational space» and «teaching environment» have been given detailed description; the notion of «educational environment» is regarded in contemporary scientific literature from the point of view of institutional approach (social environment) and substantial approach (personal environment). The author of the article notes that the educational environment of a higher educational establishment is viewed as the system of different impacts and conditions for creating personality with the help of modern technologies and educational content. Also it is regarded as complex phenomenon of requirements and modes of behavior which are used for professional and personal growth of future teachers. The author claims that the notions of «educational environment» and «educational space» are closely connected: an educational space is defined as a special sphere of sociocultural practices that includes educational environment as the total of social and educational conditions which influence the personality of a student and its future professional orientation. While analyzing the structure of educational environment the author examined its components taking into consideration the peculiarities of professional growth of the future teachers of foreign languages: resourse-technological, intrapersonal, strategic-technological, sociocultural and communicative. These structural elements of analyzed phenomenon have been given detailed observation. The educational system has the task of developing competencies from the first steps to the university level: research, education, and entrepreneurship. In order to achieve this goal, it is necessary to develop evolutionary strategies from traditional to innovative education, with the application of developed products in different fields, in order to generate performant and ergonomic technologies. \u0000It is important for the scientific study to have relevant goals by applying the obtained results in order to solve real problems in everyday life, agriculture, material science, etc. As a model, it is proposed to study the synthesis process of coordinating compounds, analysis of composition, structure and determination of the practical application domains based on the manifested biological and physical properties. \u0000For the university level, as an exercise in the research competence, it is proposed to obtain and analyze some coordinating compounds based on transition metals. In order to achieve multi-level interdisciplinary studies, the starting point is the interaction of simple salts and organic ligands that lead to highly complex chemical compounds, composition study, molecular structure, and practical implementation based on useful properties. \u0000An important role in the manifestation of the properties of metallo-complexes is also played by the ligands in their composition which, due to the large set of donor atoms, create stable complexes different in composition, structure and properties with transition metal ions. Biologically active substances included in the complexes of metals as ligands substantially increase their effectiveness. \u0000After developing the research competence which results in the students synthesizing to assemble new coordinating compounds, it is necessary to move from the oriented, guided synthesis stage to that of creating new molecular models based on their own ideas. The benefit of the study is that the authors have proved that the technology of «flipped learning» is based on the ideas of active learning, involving students in joint activities and combined teaching system. This technology helps to optimize studying at higher educational institutions. The essence of this technology is that students learn the new material which is based on video lectures, presentations, or other media technologies on their own at home and the next classroom work involves discussing problem issues, consolidating theoretical knowledge and developing practical skills, assessing the absorption of new material. Moreover, this allows students to determine their own learning pace and develop individual teaching strategies. Another advantage of «flipped learning» technology is the ability to use more class time for group activities, where students can discuss the content of the lecture, check their knowledge and interact with each other in an interactive mode that promotes the development of their practical skills. It is proved that as any educational technology «inverted learning» technology is characterized by algorithmicity and a certain order of educational actions of teachers and students. For effective implementation of «flipped learning» technology, the certain cycles (phases) are used, such as a phase of viewing the educational video, a phase of interactive work; a phase of the result awareness; a feedback phase and more. Each stage requires not only student`s but also teacher`s activity, who have to develop additional training or control materials for classes. The authors have analyzed the advantages and difficulties of applying «flipped learning» technology in higher education institutions. In these conditions, the renewal of the content of the Master of Education training is of particular importance, it will equip a future teacher with the skills to integrate special psychological-pedagogical, methodological and didactic knowledge in the conditions of professional activity. A guideline on this issue is that European standards and recommendations for graduate students are formulated in the Dublin Descriptors and the European Qualification Framework. These European benchmarks, as well as the expansion of academic freedoms, changing educational paradigms require a fundamentally new content, methods and forms of the Master of Education training, the purpose of which is to shape the personality of a student as a teacher and professional of an institution of higher education who is able to independently and \u0000creatively think and act. \u0000The staff of the department of pedagogics of Pereiaslav- Khmelnytskyi Hryhorii Skovoroda State Pedagogical University developed the concept of educational activities in the specialty 011 Educational, pedagogical sciences, fields of knowledge 01 Education / Pedagogy. \u0000The concept provides for the formation of masters of education integrated competence, general and professional competencies. The development of these competencies will be facilitated by the introduction of a dual form of higher education. The relevance of the tendency of professional education’s orientation onto the modern labor market is defined in the article. \u0000The purpose of the article is to investigate the peculiarities of the professional activity of teachers of modern vocational education and their influence on decision-making processes. The authors of the article have made an attempt to substantiate the analysis of the peculiarities of introducing a competence-oriented approach into education as one of the effective ways of its reformation and improvement. \u0000It is identified the cause-effect character of the necessity of designing a common methodology for the formation of the specialist’s competence and the urgent solution of the problem of professional education standardization. The authors have also defined the main contradiction of this process, which is seen in the lack of involving business entities, those are the customers of the future specialists’ training, in the process of creating qualification standards. \u0000The authors have noted that nowadays the activity of teachers on standardization of professional education on a competence basis becomes the main direction of the implementation of modernization reforms in education. Therefore, in order to achieve objectivity in the professional training teachers’ decision-making, the authors of the article have proposed to apply ideas and methods of information- extreme intellectual technology. Analysing the problem, it was found that the term «educational technologies» is very common in science and education, and there are different approaches to its determination. The author of the article defines that «educational technologies» can be represented in three aspects, namely: scientific-methodological and descriptive, processual effective. It is noted in the article that, determining the structure of the category of «educational technologies», the scientists refer to its conceptual part, substantive, procedural and methodological and software support; they have singled out the basic methodological principles and criteria to be met by educational technologies. It is also noted in the article that the technical information technologies develop the idea of a programmed instruction associated with the unique capabilities of modern computers and telecommunications. The main goal of modern information technologies study is to prepare students for a full life in the informational society. The leading principles, as the basis for educational technologies introduction to higher educational institutions, are: the principle of orientation clearly and thoroughly defined goals; the principle of chosen training; the principle of subjectivity training; the principle of variability study; the pedagogical competence principle; the principle of professional similarities and borrowings; the principle of corresponding human nature. The author of the article defined that the methods of NIT training suppose: a traditional learning model; an alternative learning model. The modern educational technologies are discussed in the article and it gives the reason to believe that now they develop the idea of programmed study, which is associated with the unique capabilities of modern computers and telecommunications. The author of the article makes a conclusion that studies of many authors suggest that the main goal of modern information technology education is to prepare students for a full life in the information society.
