The favorable geographical position in the very center of the Balkan Peninsula allowed the Serbs to remain a key link between East and West. But today Belgrade is facing unprecedented pressure from the US and its allies in Europe. Washington and Brussels are striving to implement the scenarios of other states of the former Yugoslavia and fi nally deprive Serbia of the opportunity to pursue an independent foreign and domestic policy. Such an outcome threatens not only the state interests of Serbia, as well as Belgrade's ties with Moscow. However, in the conditions of diametrically opposed positions with the West on a number of key issues, Belgrade is developing successful and effective economic cooperation with the United States and the European Union, combining it with close and mutually benefi cial partnership with Russia and China. The multi-vector approach is dictated primarily by the strategic importance of each of the Serbian foreign policy partners in the fi elds of economy, energy, science, infrastructure or security. It assesses and forecasts the development of Russia-Turkey relations in the context of growing tensions between Russia and NATO. An analysis of Turkish projects aimed at manipulating the Crimean Tatar aspect is conducted. In particular, it is shown that Turkey, acting in the \"Crimean issue\" out of its own long-term interests, objectively becomes an opponent of Russia, which can subsequently lead to an aggravation of confl icts with our country. At the same time, Crimea is increasingly becoming one of the stumbling blocks for the positive long-term development of healthy Russian-Turkish relations. The article deals with the BRICS group as a global governance institution, which could to respond to the mounting challenges of the new time. BRICS is the acronym desired to associate fi ve major emerging economies: Brazil, Russia, India, China and South Africa. Additionally Argentina and Iran has formally applied for membership. The BRICS members are known for their significant influence on world affairs. In addition, the possibility of joining is officially considered by the representatives of Nigeria, Egypt, Saudi Arabia and Turkey; it can significantly consolidate the joint eff orts of the BRICS to a form a new, more just, secure and stable world order. It is important to understand that the BRICS is not only the economy of the future, but also an extensive set of social projects that carry a healthy creative potential freed from colonial prejudices. Aleshkina","doi":"10.33920/vne-01-2206-02","DOIUrl":"https://doi.org/10.33920/vne-01-2206-02","url":null,"abstract":"Relations between our country and Israel have generally developed in a positive way throughout the modern history of Russia: both parties got used to take into consideration each other's positions, observe so-called “red lines” and the interests of the partner. Today, against the background of the events in the Ukraine and the anti-Russian campaign launched by the West, to which the Israeli leaders have partly joined, the Russian-Israeli relations have entered a period of crisis, which threatens the future of multi-format bilateral cooperation. Several factors aff ect the state of the Russian-Israeli relations: the Iranian nuclear program and the situation in Syria, the Middle East settlement, as well as issues of Russian property in Israel, above all the status of the Alexander Compound. Washington's desire to draw Israel into the confrontation with Russia by all means including the problems that have arisen due to the events in the Ukraine, has become a catalyst for the process of degradation of bilateral relations. This situation can be reversed if Israel shows greater political fl exibility and will in resisting the pressure by American administration, which is interested in undermining the established ties between Tel Aviv and Moscow, and trust between the leaders of the countries. The Israeli establishment should make a revision of the current policy towards Russia, work out in advance all the consequences of the deterioration of bilateral relations, as it will cause a negative effect for the whole Middle East considering the weight of Russia in the region as also in a global dimension. {"title":"The Italian model of humanitarian diplomacy","authors":"K. Already, various states and international organizations are investing in it with diff erent content. In this article, we will look at how Italy, the ancestor of the modern diplomatic system, puts into practice humanitarian diplomacy in the broad sense of the term. If initially the concept of \"humanitarian diplomacy\" meant only \"providing humanitarian assistance to vulnerable segments of the population during a confl ict and victims of natural or man-made disasters\", today it is already a whole umbrella concept that includes a wide palette of humanitarian cooperation on an ongoing basis in such areas such as: culture, science, education, youth, tourism. Particular attention is paid to the institutionalization of humanitarian diplomacy in the process of \"transformation\" of the foreign policy system of the Italian Republic. In addition, the author studies the cultural and scientific component of the international activities of the state on the example of cooperation with such \"vulnerable\" regions as: Africa and the Mediterranean. As the analysis of plans and reports of the relevant Italian structures, namely: the Ministry of Foreign Aff airs and International Cooperation, the Italian Cooperation Agency, showed, the main areas for cooperation in the humanitarian sphere are: education, fundamental research on environmental issues, agriculture, clean water and gender policy. In fact, activities in the fi eld of humanitarian diplomacy cover most areas of a universal, comprehensive nature. Grishaeva","doi":"10.33920/vne-01-2205-01","DOIUrl":"https://doi.org/10.33920/vne-01-2205-01","url":null,"abstract":"The author conducts a comparative analysis of international institutions that emerged as a result of two world wars in the twentieth century — the League of Nations and the United Nations, and shows their fundamental diff erence. The author rightly believes that the League of Nations was unable to prevent the Second World War due to the imperfection of its Charter and the lack of universal principles embodied in it. These shortcomings, according to the author, were due to the instability of the Versailles-Washington system, which failed to overcome the contradictions that later led to a new world war. Unlike the League of Nations, the United Nations, established after the Second World War, was able to take into account the systemic shortcomings that were originally embedded in the statutory principles of the former organization. The author focuses on the \"veto\" rule, which is the fundamental principle of the UN Charter, and shows its fundamental diff erence from the principle of \"liberum veto\" of the Statute of the League of Nations, which allowed any dissenting state to block a decision regarding the defi nition of a threat to peace and condone aggressor countries to freely exercise their expansionist plans. The author takes into account that the UN is an organization of the “nuclear age”, since the Yalta system determined the status of permanent members of the Security Council as victors in World War II and leading nuclear powers in the UN Charter. The author argues that complex international confl ict situations can only be resolved through the joint eff orts of the world community. With the help of various international mechanisms, regional confl icts must be resolved by political and diplomatic methods, and they must not be allowed to develop into a global confl ict, since a new world confl ict in the context of globalization can only be at the nuclear level. The UN Charter lays down the principles for resolving international regional problems and their settlement by political means. The author comes to the conclusion, that the United Nations is a stable international institution to prevent a new world war and maintain international security. It is determined that cardinal changes in the system of international relations occur due to the destructive policy of the collective West led by the United States, aimed at maintaining a unipolar world and dominance in the world political process. Under these conditions, the new centers of world development, to which the authors include Russia, China and India, tend to pursue an independent and uncontrolled foreign policy, which is not supported by Washington. It is noted that the confrontation between the leading centers of regional and world development for global leadership is accompanied by the destruction of the architecture of international security and the unleashing of a new arms race. It is stated that during the presidency of D. Trump, the United States, trying to stop the economic development of China, unleashed world sanctions wars, which resumed with the greatest force after the arrival of the new US President D. Biden and the start of a special military operation in Ukraine. It is determined that the sanctions wars gave rise to global risks, to which the authors include the destruction of the institutions of international law, the support of the West for organized transnational criminal groups in the areas of drug traffi cking and the organization of illegal migration, the fi nancing and support of the United States and its allies of terrorist and extremist organizations, radicals and Nazis. Numerous examples of numerous sanctions imposed against the Russian Federation in the political, economic, military, social, legal and other spheres of public life are given, which required the states to coordinate their actions to ensure the national security of the Russian Federation, and the federal executive authorities to develop and apply numerous countermeasures against them. The modern activities of the military-political leadership of the Russian Federation are analyzed, which made it possible to neutralize the main challenges and threats to the Russian state, increase the level of the country's defense capability, and protect the main spheres of public life of Russian society from the destructive impact of foreign policy factors.
