Este artigo apresenta um estudo desenvolvido junto a estudantes de uma escola pública, com idades entre 10 e 12 anos, o qual aprimora uma ferramenta de avaliação da caminhabilidade sob a ótica do público infantojuvenil, integrando a percepção dos pedestres como fator determinante do cálculo da análise do grau de importância dos indicadores, através do uso de uma metodologia participativa. Free public transport is not enough to provide greater inclusion for this age group. This article aims to present reflections on the effectiveness of free public transport for the inclusion of older people in the city of São Paulo. Qualitative, exploratory research and a documentary survey were carried out. As a result, complementary items are suggested for the implementation of free public transport for older people, relating to public policies, infrastructure, transport systems, education, and incorporation of technologies. Contudo, as cidades de pequeno porte possuem especificidades que dificultam o desenvolvimento desse instrumento. Nesse contexto, esta pesquisa teve como objetivo analisar as iniciativas de mobilidade implementadas no município de Conde-PB, visando à sua replicação em cidades de contexto socioeconômico semelhantes. Para isso, foi realizado um estudo de caso através de pesquisa documental, no intuito de compreender o contexto de elaboração e os resultados alcançados. However, little has been discussed about the role of participation in mobility justice in the Global South, where mobilities are not always fair and inclusive. Against this backdrop, this paper adopts an innovative theoretical and methodological framework to investigate the practices, dynamics, and significance of participation within and outside state-led mobility planning in Brazil. Based on this axiom, the objective is to investigate the involvement of infrastructure planning in such incompatibilities. Methodologically, the analysis is based on theoretical schools that relate infrastructure and the city and uses studies on new infrastructures or interventions in existing infrastructures. The text provides a brief review of historical infrastructural patterns, addresses priorities in their conceptions, and studies their operational cycles. From this framework, it was possible to formulate the argument that, in Brazil, infrastructure is designed to (re)structure sectors, and when implemented, it (de)structures places. O planejamento de transportes, contudo, ainda não reconhece seu papel na promoção de desigualdades. Este trabalho busca discutir os conceitos de centralização e acessibilidade e apresentar um paradigma de desenho de redes de transporte coletivo, baseado na compreensão de que sua demanda contém um componente endógeno: ao promover acessibilidade, os sistemas de transporte coletivo incentivam parte da demanda que buscam atender, levando a um ciclo de causação circular. Although population growth in all sub-regions has decreased compared to previous periods, the so-called periphery still grows more than the hub. The urban structure is highly segregated, with part of the poor population living in favelas. In 2019, the metropolis had 1,703 favelas, with a population of more than 2 million inhabitants, occupying 12.26% of metropolitan households. We seek to outline a theoretical and analytical framework consistent with this possibility, understanding that Brazilian cities can function as vectors for the reconstruction of the nation after the recent period of successive crises, especially the urban crisis. We propose adopting broad horizons for investigating “urban issues”, arguing that they should be considered in the light of the contemporary historical form of dependency and in view of the circumstances emerging from the 2016 parliamentary coup d'état, which imposed an ultra-liberal inflection on the country. However, it is not uncommon to perceive, in current analyses, the Chinese process as just another case of successful catching-up, a latecomer of Asian matrix like Japan and South Korea. In fact, Chinese development is not trivial given its history and starting point: in 1949 China was the country with the lowest per capita income in the world and today it is competing with the United States for the technological frontier. A primeira, como progressismo neoliberal e a segunda, como gestão autoritária, austera e militarizada do colapso social. Na primeira parte, dialogo com os trabalhos de Dardot e Laval (2009 e 2016) e de Dardot et al. (2021), para inscrever o debate proposto na transição entre duas expressões do neoliberalismo, primeiro, como razão mundo ou racionalidade política e segundo, como estratégia de guerra.
