The development of theories, methods, and algorithms for the discovery and formation of new knowledge has always occupied one of the central places for any researcher, especially if he is actively working on the creation of new scientific publications. It is known that there is no universal language for the formal description of concepts (knowledge) and systemology of transdisciplinary scientific research. And therefore, scientists face a number of priority problems, including the problem of significantly accelerating the receipt by a researcher of the cognitively structured information he needs from his sources. The tool complex for processing databases of scientific publications is oriented in this way to a researcher who has published from several tens to hundreds of scientific papers. We are not aware of search engines that could provide such information to a researcher in the shortest possible time. The toolkit implements Information Retrieval and Knowledge Discovery in Databases technologies with an emphasis on Semantic Web and cognitive graphics technologies and tools. The development of such a tool complex involves three stages: at the first stage, tools for implementing the complex, methods and algorithms for the interaction of the “User – Knowledge Engineer – Remote Endpoint” system and filling it with data are created; the second stage, the tasks of multimedia representation of figurative-conceptual structures are solved, which are described in scientific documents, and at the third stage — the solution of the problem of extracting new knowledge. Purpose. The purpose of our research was to further develop a tool complex for processing databases of scientific publications, which allows a scientist to significantly speed up the receipt of the necessary cognitively structured information from his sources. Methods. The methods and models used in the work are based on the information technologies of the Semantic Web and ontological engineering. Results. A tool complex for processing databases of scientific publications based on a remote endpoint based on the Apachi Jena Fuseki server, basic UML diagrams of functioning and examples of executing user requests have been developed. Conclusion. Currently, the paradigm of cloud computing has become widespread in many areas of human life. Particular attention is paid to the use of cloud technologies in emergency response management systems. In Ukraine, such systems are multi-level, mainly with state administration. The use of cloud technologies also opens up new opportunities for the processes of information integration in these systems. Therefore, the problem of building cloud computing models for data integration in multilevel emergency response management systems is quite relevant. Purpose of the article. The purpose of the article is to build a model for integrating data coming to different levels of a 3-level emergency response management model using cloud computing technology. Three main levels of government carried out by public authorities – strategic (state), operational (regional) and tactical (direct executors) are involved in responding to crisis and emergency situations and are the object of research work in terms of data integration using cloud computing. Results. The analysis of a 3-level emergency response management system was carried out for the purpose of transformation, integration and storage in cloud structures of data coming from different sources. A study was made of the process of converting primary data to a state that allows them to be used as input in analytical systems. A hybrid cloud infrastructure for processing and storing data at various levels of management is proposed. It is proposed to use a role-oriented user interface for accessing a catalog of services that are publicly available in a hybrid cloud. The advantages of using cloud technologies in creating a joint information environment and situational awareness for a 3-level emergency response management model are shown. Conclusions. As a result of the research, it can be concluded that the use of cloud technologies in multi-level emergency response management systems can provide an opportunity to solve the problem of processing and storing a large amount of incoming data and provide an advantage in the processes of creating a joint information environment and awareness of the situation. We study the problem of constructing a locally optimal directed graph when each edge is assigned a fixed numerical weight. Due to the broad interpretation of the numerical weights of edges, the problem of finding the least-cost paths has many applications and is one of the most common and studied problems in the applied theory of algorithms. In various modifications, it can be found in algorithms for constructing optimal routes for flying and other moving objects, in pattern recognition, optimization of communication networks and integrated circuits. The property of local optimality is defined through a dynamic process that at every round assigns to each vertex the minimal value depending on its current value and sums of values stored in neighborhood vertices with weights of incoming edges. The graph is locally optimal when any vertex cannot allow further minimizations. Purpose. The purpose of the article is to investigate the problem of constructing a locally-optimal graph, establish properties of such graphs, and derive new applications. Methods. We consider the problem of finding the shortest paths in a broader context as a general computational problem of local graph optimization. This model of computations on a graph is studied. Each local vertex, regardless of the other vertices, performs the same iterative procedure of minimizing some non-negative numerical value assigned to that vertex. The operation of such minimization depends on the current value obtained in this vertex when applying the previous minimization and sums of the current numerical data located in the vertices from which the input edges lead to the selected local vertex and weights of the seedges. After several stages of such an operation, the graph always comes into a stable state: further minimization of vertices does not change the values assigned to the vertices. In this state, we call the graph locally optimal. Results. The conditions under which the graph reaches the state of local optimization are investigated. With different choices of interpretation of the function that determines the influence of neighboring vertices on the vertex minimization value, we obtain a variety of applications. For example, the gradient descent method from the local optimization state makes it easy to obtain the minimum weight (cost) paths from the given starting vertex to all vertices. If the graph is interpreted as a semantic network in the space of natural language words, it is shown how the problem of finding the minimum path among words or phrases is interpreted as solving a known problem in computational linguistics: find the word most associated with a given input set words or sentences (images). Finally, by calculating the weights of the paths in randomized (uniformly distributed) graphs, a fast-authentication protocol is proposed for the two coalition entities acting in a malicious environment. Video recordings of lectures are no longer a rarity in the conditions of distance learning. Videos may be in an inconvenient format for students or contain different artifacts due to compression, camera quality, and other factors. It is useful to have a presentation of the study material, which contains only the text from the board because such a view of the material is most like the compendium. Purpose. The item of our work is creating an algorithm for obtaining panorama slides without a teacher from video lecture. To develop this algorithm, we use the Boykov-Kolmogorov Max-flow algorithm for obtaining a mask of moving objects. In some video lectures, the camera is moved so that the teacher is in sight, so some of the recordings are not visible. To do this, we make frames stitching to get a panorama. To reduce duplication of slides due to camera shaking, we perform video-stabilization as a preprocessing step, then replace the pixels using the mask. Finally, we create slides by comparing changes in the frames, binarizingand denoising. Methods. We used the Boykov-Kolmogorov Max-flow algorithm, SIFT, Laplace operator and Otsu binarization for developing information technology. Results.As a result, we get panorama slides with the extracted text or drawings from the board, which will help to simplify the creation of e-learning materials for both new and existing lecture recordings. Teachers will also be able to quickly provide lecture material to students even if they teach several complex subjects. Conclusion. We have developed an algorithm and implemented information technology for obtaining slides from video-lecture. Now, a teacher can give students short content of video material. The ubiquitous penetration of digital systems into all spheres of human activity has made obvious the desire to reduce hardware costs. If for the implementation of combinational circuits there are standard solutions used in various CAD systems, then for many types of accumulating blocks, which include control devices (CU), there are no standard library solutions. CU circuits, which are a sequential circuit, must be designed first each time because, as a rule, these circuits differ in an irregular structure and a complex interconnection system. The characteristics of the control device have a significant impact on the quality of the digital system, and therefore the issue of designing a control device is a responsible process that, as a rule, requires solving the problem of reducing hardware costs. Methods for solving this problem depend on the features of both the architecture of the control device and the elemental basis. Purpose. The main goal of this work is to reduce hardware costs and power consumption of control devices of digital systems by taking into account features of an element base of the control device and rational organization of micro-command addressing. FPGA (field-programmable logic array) microcircuits, widely used for the implementation of modern digital systems, were chosen as an elementary basis. Methods. To evaluate the effectiveness of solving the problem, we used the methods of set theory, synthesis of automata, and software simulation using Xilinx Vivado CAD. Results. The paper proposes a method for reducing hardware costs in the microprogram Mealy automaton (MPA) scheme implemented on an EMB and LUT basis. The method is based on the use of EMB to implement the logical condition replacement block. It is proposed to implement a part of the output signals (micro-operations) on EMB. The applicability conditions for this approach are shown. An example of the synthesis of MPA using the proposed method is given. All stages of the synthesis are analyzed in detail. Some alternative solutions are proposed and the conditions for their use are shown. Conclusion. Studies have shown that when using one EMB block, our method gives a gain in the number of LUT elements. Sailing is a sport that places high demands on the physical fitness of an athlete. Despite the fact that this sport has been practiced for a very long time, experts have not paid due attention to assessing the impact of the athlete’s load during training on his physical fatigue. The use of mathematical modeling methods at the stage of training athletes to select the optimal load will make training more effective. In order to determine the modeling method, which will allow quite simply and easily to find the dependence of the optimal physical load on the physiological indicators of athletes, a review of the most popular modeling methods in sports was carried out. The purpose of this article is to study the problem of modeling the optimal training load in sailing in order to find an effective method for building models of the dependence of the athlete’s fatigue indicators on the indicators characterizing the athlete’s condition. Results. A number of indicators characterizing the choice of optimal physical activity in sailing are given. An approach to the construction of a mathematical model for choosing the optimal physical load for yachtsmen during training is proposed. Conclusions. The article explores approaches to modeling the processes that occur during the selection of a training load in sports. Based on a review of existing methods, an inductive approach was chosen to build models for choosing the optimal load in sailing. The technology is implemented by two modifications of 4-channel programmed myostimulators, “TrenKorSyntez-4” and “MioAktyvSyntez-4”. In contrast to existing devices, the developed ones use a flexible structure of muscles involvement in cyclical movements, which is aimed at successful performance of a motor task. Displaying the movement program (model) on the front panels is an additional tool for its adjustment and making changes to the planned model. The results of clinical tests of operating model of “TrenKorSyntez-4” device are considered. An important area of modern information technology application is medical diagnostics, which is based on computer processing of biomedical signals The purpose of the article is to provide information on the results of basic and applied research that has ensured the practical implementation of the ECG method (fasegraphy method) in various fields of application and to outline further prospects for these studies. Methods. The technology is based on a stochastic model of generating an artificial signal of complex shape in terms of internal and external distortions. Results. It is shown that the efficiency in extracting diagnostic information from biomedical signals in conditions of the real distortions, which are not always additive in nature, can be increased by switching from a scalar signal in the time domain to a cognitive image in the phase plane. Original algorithms of adaptive filtering and smoothing have been developed, which made it possible to obtain a numerical estimate of the first derivative of the distorted signal. Recovery of the useful signal (reference cycle) for distorted implementations is carried out by averaging the phase trajectories with the subsequent return to the time domain. To increase the reliability of additional diagnostic features of the ECG in the phase space is proposed and clinical data have proven their usefulness in terms of reducing the risk of misdiagnosis. The practical results of the implementation of the diagnostic complex FASEGRAF® have confirmed the effectiveness of fasegraphy in various fields of application. Plans for further prospective research are presented. Conclusions.
