Collisions first appeared in the Russian legal literature at the turn of the XIX–XX centuries. They were described as a clash or conflict of laws within the framework of private international law. Scientists developed a typology of legal collisions and linked them to living conditions in an attempt to consider the problem from sociological perspectives. Soviet researches studied legal collisions as part of private international and domestic law. In the 1960s, they declared the objective inevitability of legal collisions. Some major works on legal collisions were published in the 1970–1980s. Their authors chose legal positivism and considered a legal collision to be a divergence of legal or legislative norms. The authors described the psychological and pedagogical aspects of developing independence in young schoolchildren via academic and extracurricular activities. They also designed a set of criteria and indicators for assessing the competence of information search. The new methodology uses the primary school course of local history to teach children the skill of unfacilitated information search. The experimental part of the research took place in comprehensive school No. 60 in the city of Novokuznetsk. The first stage included ascertaining, while the second stage concentrated on skill development. Books on popular science, art, and local history were applied in the classroom and during extracurricular activities. The results obtained at the control stage underwent quantitative and qualitative processing. The research featured legislative documents, also official and unofficial manuals for judges with torture rules and practice analysis. Tang lü shu yi, or Criminal Regulations of the Tan with Explanations, was a criminal code of the Tang dynasty which dated back to 653 AD. Its standards of extreme interrogation were applied without fundamental changes until the collapse of the Qing Empire in 1912. The author refutes the popular opinion that the method of enhanced interrogation prevailed in the system of evidence in criminal cases in imperial China. In fact, confession under torture was never the regina probationum of the Chinese criminal law. Torture was a legal means of obtaining a confession, but it was always considered a last resort. Moreover, extreme interrogation was undesirable from the standpoint of Confucian ideas about humanity and generosity. Chinese criminal proceedings have similar features to the inquisition proceedings might have had a lot in common with Spanish inquisitional processes, although it cannot be considered as such, since preference has always been given to voluntary confession, and the sentence could be passed without confession, based only on the testimony of witnesses and a set of other evidence. {"title":"Concept of Grandmother : Developing Cognitive Signs from Motivating Ones","authors":"G. This concept received almost no comprehensive studies in modern linguistic literature. The research objective was to structure its motivating signs in their correlation with Russian myths and symbols. The research relied on eleven Etymological Dictionaries of the Contemporary and Old Russian Language. The obtained material was generalized and illustrated based on etymological, descriptive, interpretive, and conceptual analyses. The author revealed 46 motivating signs represented by 14 subgroups: 1. Ancient sacred symbols (seven signs): (water) spirit, (female) mythological character, stone idol / idol on ancient mounds, Pleiades (constellation), ancestor, sheaf, block / post / stump. 2. Woman (five signs): (female) sex, woman / wife, nurse, to assist in childbirth, to give birth. 3. Social status (five signs): witch, sorceress, healer, midwife, matriarch. 4. Relationship (five signs): to be pregnant, to be married, grandfather's wife, mother's / father's mother, relationship. 5. Game (three signs): playing blind man's bluff, dice, children's toy. 6. Inner world (one sign): soul. 7. Object of the natural world (eight signs): atmospheric object, butterfly / moth / insect, bud, cornflower, (unfolded) flower, bird (pelican), muddler / goby fish, oak-apple. 8. Age (two signs): elderly, old / old woman. 9. Status (two signs): headdress (married women), plait (around the head of a married woman). 10. Subject (three signs): tool for driving in piles; stand; bench. 11. Assessment (two signs): pet form, of low birth. 12. Part of animal's body (one sign): hoof bone. 13. Bread (one sign): bakery product. 14. Illness (one sign): smallpox. All signs in subgroups woman, game, age, assessment, animal body part, bread, and illness proved to be cognitive. Tourism is an alternative to traditional industries in an old industrial region. It can rebrand the territory and make an industrial region generate tourist flows. Each old industrial region of the Russian Federation has its own strategies for the development of the tourism industry. Usually, they aim at a total rebranding of their territory, thus rejecting their traditional industrial image. As a result, strategic documents often ignore the touristic potential of old industrial regions. However, industrial tourism can encourage the development of the tourism industry in such regions. The present article introduces some possibilities for the development of industrial tourism in the Kemerovo Region based on consumer preferences. The research methodology relied on an integrated approach to the local touristic resources and involved 160 students of the Kemerovo State University who were asked to assess the attractiveness of the local industrial tourism. The purpose of the study was to determine the state of human resource management as a business process and identify its elements that require development for prospective digital transformation. The author employed the systematic approach, as well as various methods of digital maturity assessment to interpret the maturity indicators of personnel management in various industries. The author studied the assessment methodology for risks that develop as a result of unreliable or incomplete information, violation of state subsidies, their repayment, etc. The analysis of Novosibirsk clusters involved the Kontur. The proposed methods included defining key parameters of the control model, procedures for input reliability check, a diagnostic methodology for project members, and integrating the effectiveness of the cluster control system. The authors described the advantages and disadvantages of the new fiscal regime of additional income tax and calculated it for the oil producing company Udmurtneft JSC. They also assessed the operation efficiency for the Arkhangelsk oil field under two fiscal regimes and concluded that the transition could eventually reduce the tax burden for the company. The article introduces a new model for efficient mineral extraction during transition to the additional income tax regime. The model provides economic efficiency through such indicators as taxable profit, net profit, capital investments, net cash flow, and new present value. A stress analysis revealed various factors that affect the tax value, i.e., the dependence of the new present value on the production level under two fiscal regimes, the management system complex, unit costs per 1 well and 1 ton of oil, the production level and specific costs for 1 well and 1 ton of oil, etc. The efficiency calculations and stress tests showed that the proposed model can be used to control the value of various indicators to achieve optimal new present values. This article features the impact of large-scale transport projects on economic growth. The author determined the relationship between investments in major transport projects and the consequences of their implementation. The study relied on such methods as generalization, classification, comparison, description, and mathematical statistics. One and the same large-scale transport projects are admired as beneficial and criticized as inefficient. Traditional views on investment usually provide only negative coverage. Therefore, large-scale transport projects need to be analyzed from different perspectives that meet regional and national interests. The original hypothesis was the dependence between the gross regional product and the fixed assets of transport organizations in the regions. The comprehensive analysis of this relationship in various regions of the Russian Federation proved the dependence between these parameters. A poor infrastructure was a deterrent to the regional economic growth. The author believes that the critique of large-scale infrastructure projects is unfounded. These technologies should be regularly tested for effectiveness. The area of personnel training is currently undergoing active digitalization, which raises the matter of its assessment. The authors tested several models for assessing the effectiveness of staff training in the context of digitalization, as well as reviewed available scientific publications on the matter. As a result, they built a theoretical apparatus for understanding the research topic and described the existing models for evaluating the effectiveness of staff training. The analysis of the best practices was illustrated by specific examples.
