As for investment risk assessment, municipal bonds are considered the safest securities, resulting from the public-law status of a local government unit. An essential attribute of a municipal issuer is that a local government unit cannot go bankrupt. The research was conducted in 2017, and the primary research tool was a questionnaire sent to 606 rural communes that are members of the Union of Rural Municipalities (Polish abbrev. ZGW). One hundred thirty-two questionnaires were received in response from rural communes located in all voivodships. The conducted survey showed that the essential source of extra-budgetary financing for municipalities is EU subsidies as well as loans and credits. Over 60% of the surveyed do not use municipal bonds because they do not know such a financial instrument and are afraid of the municipality’s excessive debt. Based on the analysis of the literature and their own reflections, they characterise scouting organisations in Poland, explain the concept of leadership and describe its main concepts. In the context of the broadly understood meaning of leadership in the uniformed services, they put forward a thesis: scouting organisations are the real place for shaping leadership qualities of their activists. Proving its validity, they reveal forms and methods of scouting activity that are a measurable carrier of leadership predispositions in their charges. {"title":"Territorial defense forces in hybrid warfare in the light of experience of the conflict in Ukraine","authors":"Wojciech Horyń, Robert Tomasik","doi":"10.5604/01.3001.0015.8028","DOIUrl":"https://doi.org/10.5604/01.3001.0015.8028","url":null,"abstract":"One of the experiences of the initial stages of the development of the eastern Ukraine conflict was the decision of the authorities in Kyiv to establish the so-called volunteer battalions (BTRO) and, among them, the territorial defense battalions. This article presents synthetically the tasks set for the above military formations. The authors consider which of the BTRO designed capabilities can be useful and effective against an aggressor using hybrid combat methods. They refer primarily to the course of events taking place during the conflict in Eastern Ukraine and the annexation of the Crimean Peninsula.\u0000The authors discuss the capabilities of territorial defense subunits of the Armed Forces of Ukraine that can effectively defend against hybrid warfare. While looking to answer the question presented, materials and articles on current Russian war preparation and warfare concepts were analyzed. Attention was primarily paid to their practical application during the ongoing conflict in eastern Ukraine and the annexation of Crimea. Subsequently, documents and publications related to the creation and tasks posed to the Territorial Defense Battalions of the Ukrainian Armed Forces were examined. Assumptions concerning their organization and functioning were considered in the context of achieving the designed operational capabilities.\u0000The summary presents the conclusions of the compilation of the above work. A detailed description of the analyses carried out, and the results of the research on the N10 group vehicle are contained in the article: “The Problem and Analysis of Vibrations Appearing in an N10 Group Military Vehicle Fitted with a Manually-Operated Armament Module” published in the quarterly Problems of Mechatronics Armament, Aviation, Safety Engineering. This study thoroughly presents the test results and their analysis for the N11 group vehicle and only recalls the results of similar tests and analyses for the N10 group vehicle for comparison. The research aimed to get acquainted with the characteristics of vibrations occurring in stabilized turret systems (weapon system) and devices supplying turret systems in terms of amplitudes, practical values, and their energy for various operating conditions. Statistics show an increase in the number of terrorist operations, in which the intended effect is the bomber’s suicide, and the number of victims is also growing. The research problem posed in the article is: “How does the need to make sense of the surrounding reality foster the motivation of suicide terrorists?”. The hypothesis formulated for the analysis is as follows: “Suicide is the sense-making factor around which most potential terrorist-suicides organize their lives. The factors conducive to forming an attitude of readiness to commit suicide are part of a culture that glorifies suicide, giving it new meanings, attractive to the individual’s personal and social identity”. The statistics and literature concerning the issue of suicides, especially those of a terrorist nature, are subject to analysis. According to the authors of the article, suicide committed by a terrorist is not an effect of loss of will to live, helplessness, or depression, but it is a factor that generates important existential senses motivating to act. It concerns doctrines developed in both the Polish Armed Forces and NATO. These processes differ in phases and stages implemented by command authorities and in tasks they perform and methods used, for example, in the decision-making process. Based on modern theories of managing hierarchical organizations such as the armed forces, the authors of this article propose their solutions to standardize the process of command of troops at the tactical level, from battalion upwards. The process should follow four phases: planning, organizing, controlling, evaluating. In contrast to the command process functioning in NATO, there is no execution phase, which, in the authors’ opinion, refers to the stage (sequence) of actions and not to the command function. The study involved players from the youngster (U16) and junior (U21) age group from provincial teams. The International Physical Fitness Test was used to measure comprehensive fitness, and the Special Judo Fitness Test was applied to assess special fitness. The research has shown that juniors exhibit a higher level of all-round (excluding flexibility) and special fitness than youngsters. More relationships between comprehensive physical fitness and special fitness were demonstrated in the youngster group. Leg muscle strength, endurance, agility, and abdominal strength were found to have the most significant impact on the overall level of all-round fitness in the youngster age group, while in the age group under 21, endurance, hand strength, and arm strength had the most significant impact. It has been shown that the combination of individual components of versatile fitness in a given training cycle may bring positive effects in shaping those features in both age groups. Polish post-partition emigres, especially after the major national uprisings, was concentrated mainly in France, England and Belgium. Polish emigration in Belgium, similar to some extent to emigration in France – albeit smaller in number – was constituted by the Polish colony, represented, among others, by soldiers seeking refuge after the November Uprising (including several dozen officers, e.g. Ignacy Kruszewski, Feliks Prot de Pruszyński, Jan Zygmunt Skrzynecki, Władysław Zamoyski) and representatives of culture and science, Joachim Lelewel (an outstanding Polish historian, spiritual guide in an exile democratic camp), Stanisław Worcell (thinker and social activist of the Great Emigration) and many other outstanding Poles.\u0000The aim of this article is to present the role of Polish emigration in Belgium, its contribution to the struggle for Poland’s independence, and to draw attention to the scholarly dispute surrounding the Great Emigration between Polish and Belgian historians regarding the effects of “politics in exile” and the question of the heroism of Polish patriots in exile.
