The women's empowerment community is one of the organizations that provides a platform for women who want to help improve the economy of their families. So this study aims to find out how big the role of a Muslim community in Indonesia is and its impact on empowering women in home-based industrial businesses which experienced a drastic decline during the COVID-19 pandemic. This research uses a qualitative research type. Data was collected through observation, interviews and documentation. Based on the research that the author conducted at the Indonesian Muslim Entrepreneurs Association, it shows that Indonesian Muslim Entrepreneurs Association has various major programs that aim to be able to advance and help enlighten Muslim entrepreneurs. They have played an active role in empowering women in which in carrying out their activities good morals are the main focus in attracting members. Because in entrepreneurship besides having to be good at looking for relationships and opportunities, of course it also requires good ethics. For a robustness check, the policy is analyzed using the augmented trade balance and magnitude of import substitution approaches. The study utilizes quarterly data from 1990Q1 to 2021Q1 and applies the Johansen cointegration test and vector error correction model to estimate the dynamics of the policy impact. The results show that the import substitution policy boosts the capacity of domestic production and improves the trade balance. Also, the study reveals that both the augmented trade balance and magnitude of import substitution and international reserves have a symmetric negative impact on the exchange rate at a statistically significant level of 1%, ceteris paribus. Fabrication exports account for 37.1% of total low-middle-income average exports and 9.6% of low income. As a result, this article's main objective is to discover why manufacturing has historically played such a minor role in these economies. It has also looked into the influencing factors. Literature review was conducted. The study used national and multi-country panel data. There were multiple comparative descriptive analyses using tables and figures. The study used one-step system generalized-method of moments (GMM) model for longitudinal panel data. The study identified key factors limiting MVA share. MVA and the economic complexity index were positive and growing trends. Income growth correlates with manufacturing growth. The MVA share of low-income countries has fallen. Some factors affecting MVA share performance in low-income countries include credit availability and net foreign direct investment (FDI) performance. Regulatory quality, political stability and other factors directly impact MVA share. Export and GDP per capita have a positive significant impact on MVA in both the long and short run. While private credit has a negative impact.
