They typically pass through five stages beginning with casually running away at the age of ten until eventually serving a second prison term at the age of 18. The age of 14 is an important turning point at which young people make crucial decisions, which either take them out of this path or fix them more firmly in it. The fact that 14 is a critical age has implications for labor laws, for the educational system and for the provision of social services. {"title":"PERSPECTIVES ON SOCIAL PROTECTION IN WELFARE POLICY AND EXPERIENCE FROM FINLAND","authors":"G. The focus is on the West and East in a narrow sense; West from a European Nordic and East from an East Asian cultural perspective. Undoubtedly, modernization and globalization have brought about economic, technological and social progress and therefore, favorable effects on the development of postmodern society. However, progress is also followed by new risks and uncertainties which are not only found in the daily lives of individuals and families, but also the need to redesign social protection systems. Of course, risks always exist and are as old as industrial society, but in modern times, life is more complex than ever and the increase in complexity has probably been the most rapid in parts of the world where the economic, technological and social changes have escalated. In economically and technologically advanced societies, individuals and families are exposed to multiple risks and this can be disturbing to their social reality. In Finland, where the principles of the Nordic welfare model have been adopted, many people are still without work and financial resources of their own in maintaining an adequate standard of living. Young families with children have been affected the most. A welfare policy question is: ''How can the social protection system succeed in handling all new and changing problems in modern living?'' In order to minimize risks in the future and provide a fair standard of living for individuals and families, social investment in children seems to be an important challenge for social policies and social work. Both in the West and in the East, there is a growing call for a joint responsibility that addresses an appropriate social protection against risks and uncertainties. People in modern times have more diverse and specific welfare needs than previously. The fulfillment of new and changed needs by welfare providers is becoming more difficult due to slowness in paradigm and policy renewals. It is a challenge for researchers to generate new knowledge from the study of different welfare systems. Scenario modeling and fuzzy logic may be good planning tools for future visions. A factor analysis reveals five underlying dimensions: learning as perception, learning as a dynamic process that transcends time and space; the significant others in learning, the instrumental functions of learning; and learning as a rational and emotive process. Non-parametric tests reveal significant differences between i) those with and without social work experience and ii) the diploma and non-diploma holders. Nonetheless, political and business elites around the world never question the neoliberal agenda, despite economic crises happening every now and then. The year 2007 may mark the turning point of neoliberal globalisation. As the global financial tsunami kicked off from the burst of the subprime mortgage bubble in the United States in 2007, the global economy is facing an economic hardship never heard of since the Great Depression in the 1930s. Hong Kong as a highly open economy is also severely hurt by the financial tsunami. In every economic recession, all Hong Kong people suffer, but lower classes suffer most. This raises a serious question about whether the current social protection system adequately protects people against an increasingly risky global economic environment. By examining the social policy package adopted by the HK government in fighting against the financial tsunami, we show the lack of long-term strategies and commitments of the government in protecting HK people against globalisation risks and economic insecurity. These scales were based on English versions of the scales but adapted to fit the local cultural context. Results showed that the 11-item Marital Communication Scale and the 8-item Chinese Ineffective Arguing Scale produced scores that were internally consistent. Their correlations with the Kansas Marital Satisfaction Scale were high and significant. {"title":"Domestic Violence: A Global Perspective","authors":"Barbara Fawcett","doi":"10.1142/S0219246207000046","DOIUrl":"https://doi.org/10.1142/S0219246207000046","url":null,"abstract":"Domestic Violence defined as intimate partner violence is differentially understood and responded to within and between countries and it frequently falls short of being seen as a human rights issue which requires government, community and professional responses. This article explores definitions and explanations of domestic violence that have been put forward and considers the associations that have been made between violence and abuse. It also reviews multi-country links between women's health and domestic violence and examines controversial issues surrounding fathers who have been domestically violent. As part of the discussion, professional responsibility and responses are also appraised. It is argued that domestic violence is intrinsically related to gendered power imbalances which have different manifestations in different social and cultural contexts. However the view that violence is inevitable in certain situations is challenged. She traces and analyses the characteristics of each period, and critiques on their trials, outcome achievements and challenges. She focuses on community care and restrains from other major educational, health and housing policies. With regard to future development, the author shares the thoughts of Dr. Butler and ideas from the IFA 2012 Prague Conference so as to stimulate collective thinking for future possible formulation of policy direction. {"title":"THE SARS CRISIS IN HONG KONG: A FEMINIST CHALLENGE TO SOCIAL POLICY","authors":"L. Leung","doi":"10.1142/S0219246209000035","DOIUrl":"https://doi.org/10.1142/S0219246209000035","url":null,"abstract":"This paper concerns the risk that women faced during the outbreak of Severe Acute Respiratory Syndrome (SARS) in Hong Kong in 2003. The concept of a \"risk society\", which is developed by Ulrich Beck, has made a major contribution to our understanding of the SARS crisis. He points out that risk is not equally distributed among all people in society, but adheres to patterns that are based on class and gender. He also suggests that the increasing trend of individualization has created a set of obligations and responsibilities to people, any individuals who failed to avoid risk are seen as personal failure and to be blamed. During the SARS crisis, women were more likely to be infected by the virus, as the primary care takers of the family, in the community, and being health care workers in hospitals. However, women were at risk not only due to their role as carers, but the dominant and authoritative discourses that undermined their claims for protection. The job satisfaction and staff retention of workers in District Youth Outreaching Social Work Teams (YOTs) in Hong Kong are the themes of the present study. Through a literature review, eight facets of job satisfaction, namely Coworker Relationships, Job Complexity and Nature, Promotional Opportunity, Pay and Benefits, Work Environment, Supervision and Leadership, Role and Responsibility, and Recognition, are identified and measured among the frontline staff of the YOTs through pre-set self-administered mailed questionnaires. In relation to these facets, their intention to leave the service is also explored. The findings reveal that these workers are generally satisfied with their job (the service).
