{"title":"COMBATING VIOLENCE AGAINST WOMEN: HINDSIGHT FROM A DECADE OF NEWS REPORTS ON FAMILY VIOLENCE IN HONG KONG","authors":"C. Chung","doi":"10.1142/S0219246297000077","DOIUrl":"https://doi.org/10.1142/S0219246297000077","url":null,"abstract":"This paper is based on a research project entitled A Documentation of Newspaper Reports on Family Violence in Hong Kong in the Past Decade carried out between 1992 and 1994. Based on a content analysis of news coverage of domestic violence in a local Chinese newspaper between 1 January 1981 and 31 December 1990, the author identified a number of findings in this study. First, it was found that 80% (N=91) of the victims of spousal abuse were women. Second, news coverage on violence against women in conjugal relationships were skewed with reports of violence that are of a physical nature (94%). Third, the reports represented only the most serious cases and, therefore represents only the tip of the iceberg insofar as violence against women is concerned. This is because: (i) a large number of these cases involved the use of deadly weapons such as choppers and knives. (ii) all the cases required police intervention; and (iii) 93% of non-fatal cases required immediate medical attention. Lastly, the present study found that the discourse on tended to view violence against women in the newspaper under study to view it as a private, rather than public, issue. It argues that these reforms share suggestions raised by the World Bank, and that these reforms are not effective in strengthening the capacity of pension schemes in giving older people a secure retirement life. To increase the effectiveness of these schemes, the three Governments should appreciate that the main purpose of the pension reforms is to provide older people with secure retirement rather than to promote investors' interests. {"title":"THE ADVENT OF MANAGERIALISM IN SOCIAL WELFARE: THE CASE OF HONG KONG","authors":"Joe C. B. Facing an economic downturn, the Hong Kong government decides to enhance cost-effectiveness and accountability in social service through the introduction of market values and business management practices. Market-oriented practices include contracting out, competitive bidding, performance monitoring and lump-sum grant. The appeal of these practices lies in the possibility of lowering costs, but their long-term effect on quality and stability of services is largely uncertain. With the emergence of competition and deregulation in social welfare, NGOs have to face formidable challenges to change their traditional philosophies and mode of operations. The reform implicates the redefinition of the relationship between the government and NGOs, and between social workers and their NGO employers. A cross-sectional telephone survey was conducted with a representative sample of 504 older adults aged 55 years and older. Mental health was measured by a revised Chinese version of the Geriatric Depression Scale and the Mental Component Summary (MCS) of a Chinese version of SF-36. Mental health differences between men and women were not identified, but gender was found to have an effect on mental health in the 54 to 64 age group, when being a female predicted a poorer status of mental health. The poorer financial status of women was the reason for the gender effect. Mental health predictors for men and women were also compared. In this article, domestic violence is referred to as violence against women by their male partners and the complexity of domestic violence is seen to be influenced by socio-cultural, economic, psychological, and environmental factors. Community responses to domestic violence are largely led by the \"residents' committees\" under the Ministry of Civil Affairs, and the All Women's Federation in China. However, literature has documented the inadequacy of these community responses to prevent and intervene on domestic violence.
