Safely shields on hot sticks were subjected to power arcs with fault current of 15.4 kA for 22 to 30 cycles. The test results show that the safety shield provides protection from the electric arc to the user and will limit injuries caused by radiant bursts of heat energies and by arc blast shock wave explosions that contain flying fragmentation particles. In addition to test results, the paper also covers safety issues dealing with protection of workers from electric arcs and field experience in using the safety shield.","PeriodicalId":328713,"journal":{"name":"ESMO '98 - 1998 IEEE 8th International Conference on Transmission and Distribution Construction, Operation and Live-Line Maintenance Proceedings ESMO '98 Proceedings. Section 1910.269 (commonly known as the \"maintenance standard\" in the electric utility industry) addresses the maintenance and operation of electric power generation, transmission and distribution installations. These two standards were published in the Federal Register on January 31, 1994. This paper presents an update of recent activities relating to those standards. It also gives a status report on related standards projects with a view towards what the future might bring.","PeriodicalId":328713,"journal":{"name":"ESMO '98 - 1998 IEEE 8th International Conference on Transmission and Distribution Construction, Operation and Live-Line Maintenance Proceedings ESMO '98 Proceedings. Above or below groundline decay is measured using an instrumented drill and mapped using a customised computer program. Pole structures that contain localised mapped decay are analysed using either deterministic or probabilistic finite element approaches to establish a factor of safety regarding strength and/or probability of survival of the structure. If the poles are involved in an uprating/upgrading/life extension project, additional data is obtained to determine the number of survived years, the acceptable level of reliability, and appropriate inspection intervals. The uniqueness and the benefits of the new methodologies are discussed through examples and a case study.","PeriodicalId":328713,"journal":{"name":"ESMO '98 - 1998 IEEE 8th International Conference on Transmission and Distribution Construction, Operation and Live-Line Maintenance Proceedings ESMO '98 Proceedings. Maximum switching overvoltages on systems of 115 kV and above 115千伏及以上系统的最大开关过电压

These distances are based on maximum overvoltage experienced on systems as reported in the literature. There are provisions in both documents permitting a reduction in the minimum approach distance that is based on the \"maximum magnitude of the transient overvoltage that can appear at the work site\". That maximum depends upon the type of switching equipment installed working conditions and the surge \"control or limits\" utilized. This paper reviews the maximum transient switching overvoltage that can occur, when re-energizing a line with no control of the switching device and without any voltage limiting devices installed as well as the more \"normal\" work condition utilizing a \"hold\" or reclosing blocked. Finally current methods used to \"control\" switching impulse overvoltages are discussed.","PeriodicalId":328713,"journal":{"name":"ESMO '98 - 1998 IEEE 8th International Conference on Transmission and Distribution Construction, Operation and Live-Line Maintenance Proceedings ESMO '98 Proceedings. The load balanced arm work method (Super-Arm II WorkMethod) is inexpensive but effective in saving labor. It offers the convenience of a manipulator and the maneuverability of hot sticks. The load balanced arm featuring this work method is a single insulated multi-joint arm installed on the bucket of an aerial work platform. This multi-purpose arm, having eight joints, gives workers the feeling of the direct handling of weightless tools. This work method has wide applications other than live line working.","PeriodicalId":328713,"journal":{"name":"ESMO '98 - 1998 IEEE 8th International Conference on Transmission and Distribution Construction, Operation and Live-Line Maintenance Proceedings ESMO '98 Proceedings. Testing personal protective grounds 检测个人防护场地

Energization can occur from numerous sources including lightning, falling conductors and operational errors such as closing the wrong switch or breaker. Generally 50 volts is the accepted level (although some organizations may allow 75 volts) that must not be exceeded across the worker and thus the protective ground set during such conditions. In an effort to assure themselves of a ground sets integrity it is becoming common place for companies to test personal protective ground sets. Since many organizations do not have high current test facilities that can be used to test at such elevated currents, low current testing and extrapolation of low current test results may be desirable, especially if numerous ground sets are to be tested. This paper points out that in and of itself low current testing of protective grounds is not a sufficient method to qualify grounds as safe, adequate or good.","PeriodicalId":328713,"journal":{"name":"ESMO '98 - 1998 IEEE 8th International Conference on Transmission and Distribution Construction, Operation and Live-Line Maintenance Proceedings ESMO '98 Proceedings. Working standards are established to assure that no flashover will occur at the work site with workers present. To obtain the minimum approach distance required, it is first necessary to determine the maximum electrical stress (transient overvoltage-TOV) that can reach the work site and then to determine the minimum distance that must be maintained to withstand that electrical stress. This paper reviews the factors that affect the determination of the withstand voltage of air gaps at the work site, and the factors that determine the accuracy of the electrical characteristics of air gaps as measured in the laboratory.","PeriodicalId":328713,"journal":{"name":"ESMO '98 - 1998 IEEE 8th International Conference on Transmission and Distribution Construction, Operation and Live-Line Maintenance Proceedings ESMO '98 Proceedings. Tree-related power outages represent significant expense and lost revenue for utility companies and their customers. Tree pruning has been the only viable option, and bears significant maintenance costs. A new technology, tree-growth regulators, reduces tree maintenance costs when used in conjunction with pruning. This paper's purpose is to introduce tree-growth regulators (TGRs) and demonstrate how they allow utilities to better manage tree growth and extend pruning cycles, while reducing costs.","PeriodicalId":328713,"journal":{"name":"ESMO '98 - 1998 IEEE 8th International Conference on Transmission and Distribution Construction, Operation and Live-Line Maintenance Proceedings ESMO '98 Proceedings.
