One of the deals in the Helsinki MoU is to provide farming land to former combatants, amnestied political prisoners, and conflict victims as a form of reintegration and livelihood restoration. However, this activity did not run effectively for a dozen years after the peace deal due to the absence of regulations and authorities in its implementation. Based on this background, this paper examines the role of Agrarian Reform on the policy of agricultural land provision to the people related to the Aceh conflict. This research used a qualitative approach, and relied on observational data and literature review. Agrarian Reform can be an alternative strategy for post-conflict peacebuilding. The concept of asset reform and access reform offered in the Agrarian Reform can be adopted to realize the allocation of agricultural land by the mandate of the Helsinki MoU. The main problems found so far are that there is no regulation regarding the granting of land rights in the law, authority, and several obstacles in its implementation. This paper also provides a crucial lesson that proper agrarian policy contributes to the prevention of recurring conflicts that have the potential to cause national disintegration.\u0000Keywords: Agrarian Reform, Free Aceh Movement, Helsinki MoU, Land Redistribution, Peacebuilding\u0000 \u0000Intisari : Penandatanganan Momerandum of Understanding (MoU) Helsinki pada tahun 2005 menandai berakhirnya konflik pemerintah Indonesia dengan Gerakan Aceh Merdeka selama beberapa dekade. Salah satu kesepakatan di dalam MoU Helsinki adalah menyediakan tanah pertanian kepada mantan kombatan, tahanan politik yang memperoleh amnesti, dan korban konflik sebagai bentuk reintegrasi dan pemulihan penghidupan. Namun, kegiatan ini tidak berjalan secara efektif selama belasan tahun setelah perjanjian damai karena belum adanya regulasi dan kewenangan dalam pelaksanaannya. Berdasarkan latar belakang tersebut, tulisan ini mengkaji peran Reforma Agraria terhadap kebijakan penyediaan tanah pertanian untuk masyarakat yang berkaitan dengan konflik Aceh. Penelitian ini menggunakan pendekatan kualitatif, serta mengandalkan data observasi dan tinjauan literatur. Reforma Agraria dapat menjadi strategi alternatif pembangunan perdamaian pasca-konflik. Konsep penataan aset dan penataan akses yang ditawarkan di dalam Reforma Agraria dapat diadopsi untuk merealisasikan alokasi tanah pertanian sesuai amanah MoU Helsinki. Permasalahan-permasalahan utama yang ditemukan selama ini adalah belum adanya pengaturan mengenai pemberian hak atas tanah tersebut di dalam peraturan perundang-undangan, kewenangan, dan sejumlah hambatan dalam pelaksanaannya. Namun ketersediaan lahan kosong sangat terbatas karena adanya kenaikan jumlah penduduk di Indonesia, sehingga berdampak pula terhadap harga tanah. Tujuan penelitian ini adalah memberikan gambaran kondisi transaksi penjualan tanah dan menganalisis faktor-faktor yang memengaruhi harga tanah di Indonesia. Metode penelitian menggunakan regresi linear berganda yang dipadukan dengan big data. Hasil penelitian menunjukkan faktor-faktor yang signifikan berpengaruh terhadap harga tanah di Indonesia yaitu luas tanah dan posisi tanah (strategis atau tidak strategis). Harga tanah yang semakin mahal dan tidak sebanding dengan pendapatan masyarakat mengakibatkan masyarakat kesulitan untuk membeli rumah karena harga semakin tinggi. Oleh karenanya, diperlukan payung hukum guna mengawasi harga tanah di Indonesia.Kata kunci : harga tanah, big data, regresi linear berganda\u0000ABSTRACTCommunity life is related to land, so it requires land for shelter and activity. But the availability of vacant land today is very limited because of the increase of the number of people in Indonesia, so that it also has an impact on land prices. The purpose sof this study are to provide an overview of the condition of land sales transactions and analyze the factors that affect land prices in Indonesia. The research method uses multiple linear regression combined with big data. The results showed the significant factors affect land prices in Indonesia, are land area and land position (strategic or not strategic). The higher land prices are not comparable to the community income, so that people difficult to buy a house. However, the pro and cons of the YIA developmentremain. Some argue the YIA brought economic development for locals, while others argue the YIA made the locals worse-off.This paper describes the author’s view on this opposite perspective by reviewing several scientific articles regarding the YIA.The author supports the idea that the new airport of Yogyakarta has the potential to boost local economic development dueto some conditions, they are sufficient compensation, productive use of compensation, the high number of flight destinations,and government intervention to involve the local sources. In addition, further research to estimate the average effect of YIAland acquisition compensation and the YIA existence on local economic development by using causal inference techniques isrequired to ensure the most objective study result.Keywords : large-scale land acquisition, economic development, Yogyakarta International Airport.\u0000ABSTRAKPembangunan Bandara Internasional Yogyakarta (YIA) telah selesai dan saat ini telah beroperasi melayani penerbangan daridan menuju Provinsi Daerah Istimewa Yogyakarta (DIY), namun masih ada pendapat pro dan kontra mengenai pembangunanYIA. Beberapa pihak berpandangan bahwa YIA membawa pembangunan ekonomi bagi penduduk setempat, sedangkanbeberapa pihak lain berpendapat bahwa YIA malah memperburuk kondisi perekonomian warga lokal. Artikel ini menyajikanpandangan penulis terhadap perbedaan perspektif tentang YIA ini dengan mengulas beberapa tulisan ilmiah tentangpembangunan YIA. Tujuan penelitian ini untuk mengetahui proses pembangunan basis data pertanahan yang valid dalam rangkapengembangan smart city. Metode penelitian dilakukan secara kualitatif deskriptif, perolehan data dilakukan melalui surveilapang, pengumpulan data sekunder serta desk study terhadap kajian literatur maupun peraturan perundang-undangan.Analisis data dilakukan secara spasial terhadap data utama dan data pendukung pembangunan basis data pertanahanvalid. Pembangunan basis data pertanahan melalui sinergitas stakeholder memberi kebermanfaatan bagi masing-masingpemangku kepentingan sebagai pendukung pembuat kebijakan pada stakeholder. Antar stakeholder menggunakan basisdata yang valid untuk digunakan berbagi pakai sebagai salah satu pendukung terciptanya smart city di Kota Pontianak dalammewujudkan terciptanya smart governance. The Pontianak City Land Office synergizes with stakeholders,namely with the Tengah Village Government and the Pontianak City Government. The purpose of this study is to determine theprocess of building a valid land database to assist in the process of developing a smart city. The research method is descriptivequalitative, data acquisition is carried out through field surveys, secondary data collection, and desk studies on literaturestudies and legislation. Data analysis was carried out spatially on the main data and supporting data for the construction of avalid land database. The development of a land database through the resulting stakeholder synergy provides benefits for eachstakeholder in supporting data for policy makers to stakeholders. Pendaftaran tanah memiliki urgensi tinggi dikarenakan merupakan salah satu unsur dalam menunjang kesejahteraan rakyat. Kesejahteraan tersebut berkaitan dengan kepastian hukum dan pemenuhan kebutuhan tata kelola yang diwujudkan dalam jaminan perlindungan hukum terhadap pengelolaan tanah. Namun, masih terdapat ragam permasalahan berkaitan dengan pendaftaran tanah terutama kasus sertipikat ganda serta kelemahan publikasi negatif yang menimbulkan ketidakpastian hukum. Ragam permasalahan tersebut menuntut perubahan sistem publikasi sehingga menjadi lebih menjamin kepastian hukum dalam hal pendaftaran tanah. Metode yang digunakan adalah hukum normatif yang menggunakan bahan hukum primer dan sekunder yang dianalisis secara deduktif dengan pendekatan perundangan, kasus serta konseptual malalui studi pustaka. Hasil penelitian menunjukkan 1) urgensi diperlukannya terobosan mewujudkan kepastian hukum dalam pendaftaran tanah dilihat dari banyaknya kasus sertipikat ganda dan publikasi tanah negatif rawan kesalahan; 2) bentuk pendaftaran tanah yang berkepastian hukum melalui sistem publikasi positif diwujudkan dengan revitalisasi substansi peraturan pertanahan dengan publikasi positif dan perbaikan database sistem pendaftaran tanah.Kata kunci : pendaftaran tanah, publikasi positif\u0000ABSTRACTThis article aims to answer 1) why a breakthrough is needed to realize legal certainty in land registration; and 2) how a positive publication system can achieve legal certainty in land registration. Land registration has a high urgency because it is one of the elements in supporting the welfare of the people. This welfare is related to legal certainty and the fulfillment of governance needs which is manifested in guaranteeing legal protection for land management. However, there are still various problems related to land registration, especially the case of double certificates and the weakness of negative publications that create legal uncertainty. These various problems require changes in the publication system so that it becomes more secure in terms of legal certainty in terms of land registration. This article is normative using statutory, case and conceptual approach. Oleh karena itu, penggunaan lahan diarahkan agar dapatdimanfaatkan dengan optimal secara berkelanjutan bagi kesejahteraan masyarakat. Lingkup studi pada penelitian iniadalah di Kabupaten Pringsewu dengan studi kasus di Kecamatan Pringsewu, Kecamatan Ambarawa, dan KecamatanPagelaran. Penelitian ini bertujuan untuk menggambarkan kondisi penggunaan lahan di Kabupaten Pringsewu terutamaterkait kesesuaian penggunaan lahan saat ini terhadap rencana tata ruang wilayah (RTRW) Kabupaten Pringsewu. Hal iniberguna untuk mengetahui wilayah yang pembangunannya telah sesuai dengan arahan RTRW, wilayah yang berpotensiuntuk dikembangkan pembangunannya sesuai arahan RTRW, serta wilayah yang pembangunannya saat ini tidak sesuaidengan RTRW. Metode analisis yang digunakan adalah dengan melakukan analisis spasial yaitu dengan melakukan overlayantara peta penggunaan tanah saat ini dan peta rencana pola ruang RTRW Kabupaten Pringsewu Tahun 2011-2031. Hasilpenelitian menunjukkan bahwa sebesar ± 11.015,21 ha lahan atau 86,95% dari luas wilayah studi pembangunannya telahsesuai dengan arahan kebijakan RTRW, sebesar ± 994,3 ha atau 7,85% dari luas wilayah studi dapat dikembangkan sesuaiarahan, dan ± 659,52 ha atau 5,20% dari luas wilayah studi tidak sesuai dengan arahan RTRW.\u0000Kata kunci : penggunaan lahan, pencana tata ruang wilayah, kesesuaian, Kabupaten Pringsewu\u0000ABSTRACTLand use needs to be regulated in a system that can provide the maximum benefit to the community without destroying thefunction of land as a source of life. For this reason, land needs to be regulated and directed for its development so that itcan be used optimally for the community to obtain sustainable benefits for welfare. The scope of the study in this researchis in Pringsewu Regency with case studies in Pringsewu District, Ambarawa District, and Pagelaran District. This study aimsto describe the condition of land use in Pringsewu Regency, especially related to the existing land use of the Rencana TataRuang Wilayah (RTRW). This study is used for knowing areas whose development is in accordance with the RTRW Directive,areas that may be developed for development in accordance with the RTRW Directive, as well as areas whose currentdevelopment is not in accordance with the RTRW. The analytical method used is to perform a spatial analysis which is doneby overlaying the existing land use map with the spatial plan map of the Pringsewu Regency RTRW 2011-2031. Penelitian ini bertujuan untuk 1) mengidentifikasi dan menginventarisasi proses PLP2B, 2) menjelaskanperan dan interaksi aktor PLP2B, dan 3) menjelaskan tata kelola pelaksanaan kebijakan PLP2B di Kabupaten Hulu SungaiSelatan tahun 2019 agar dapat menjamin keberlanjutan pertanian. Metode yang digunakan adalah metode deskriptif kualitatifdengan pendekatan trend prediksi dan dibantu dengan focus group discussion. Untuk memperoleh data dilakukan denganobservasi, wawancara, dan studi dokumen. Hasil penelitian pelaksanaan PLP2B di Kabupaten Hulu Sungai Selatan masihsebatas tahap persiapan, tahap inventarisasi dan identifikasi data, dan expose hasil pengolahan data. Tata Kelola PLP2Bdi Kabupaten Hulu Sungai Selatan mulai dari perencanaan, perlindungan dan pemberdayaan, serta peran masyarakat yangmasih kurang optimal disebabkan karena tidak ada tim khusus untuk PLP2B, pemerintah belum melakukan sosialisasi kemasyarakat secara menyeluruh, dan pemerintah daerah belum membuat peraturan daerah khusus mengenai PLP2B.\u0000Kata kunci: lumbung padi, PLP2B, tata kelola\u0000 \u0000ABSTRACT\u0000Sustainable food agricultural land protection (PLP2B) is now a must in maintaining food security in Indonesia. This paper aimsto look from the point of view of the implementation of PLP2B in Hulu Sungai Selatan Regency which has agricultural potentialin terms of subject and object. This research aims to 1) identify and inventory the PLP2B process, 2) explain the roles andinteractions of PLP2B actors, and 3) explain the governance of the implementation of PLP2B policies in Hulu Sungai SelatanRegency in 2019 in order to ensure agricultural sustainability. The method used in this study was a descriptive qualitativemethod with a prediction trend approach and was assisted by focus group discussion. Obtaining data was done by observation,interview, and document study. In addition, each plot of land has diverse and interconnected characteristics in the landscape so that the ability of the soil to support life is very diverse and limited. Population growth that continues to increase encourages an increase in the need for land for residential development, agriculture, and other needs. This increase in land demand has an impact on the use and utilization of land that is not by following by under the designation plan, causing irregularities. The need for land is dynamic which is influenced by human needs and development. Therefore, in the development planning, as outlined in the Regional Spatial Plan, it is necessary to identify the use of existing land and its changes so that it can accommodate the need for land for development as a form of land availability. This research aims to provide land availability resulted from scale analysis of possession, use and exploitation of land in any designated spatial planning. This analysis depicts potential use and obstacle for development. In this study, land use and its changes were compared over 10 years (2009 - 2019) and used as the basis for the analysis of land availability. The research method used is the result of analysis of spatial and tabular data sourced from reports in each region (Land Office and BPN Regional Office) in 2009 and 2019. The data is automated and converted into digital data according to the requirements of the application being built. The data is converted into digital and the conversion of data encompasses digitation, scanning, Coordinate Geometry (COGO), generalization, attribute, and tabular data entry.\u0000Keywords: Land, Land Use, Land Use Change\u0000ABSTRAK\u0000Luas tanah pada dasarnya relatif tetap, sehingga ketersediaan tanah terbatas. Di samping itu, setiap bidang tanah mempunyai karakteristik yang beragam dan saling berhubungan pada sebuah lanskap, sehingga kemampuan tanah dalam mendukung kehidupan sangat beragam dan terbatas. Pertumbuhan penduduk yang terus meningkat mendorong peningkatan kebutuhan tanah untuk pembangunan pemukiman, pertanian, dan kebutuhan lainnya. Peningkatan kebutuhan tanah ini berdampak pada penggunaan dan pemanfaatan tanah yang tidak sesuai dengan rencana peruntukannya, sehingga menyebabkan ketidakteraturan. Kebutuhan akan tanah bersifat dinamis yang dipengaruhi oleh kebutuhan manusia dan pembangunan. This type of qualitative descriptive research with a case study approach on the implementation of access reform at the Land Redistribution of Agrarian Reform Objects for the release of forest areas in Barito Kuala Regency. Collecting data by conducting interviews and document studies. Determination of respondents was carried out by purposive sampling of respondents and triangulation techniques were carried out to check the validity of the data. In this study, the implementation of the Agrarian Access Reform Policy includes social mapping, facilitation and collaboration with related parties, counseling, development of empowerment models and empowerment assistance. Meanwhile, based on the SWOT analysis, strategies that should be applied for the sustainability of access reform are building synergistic cooperation with parties related to agrarian reform activities, forming working groups for empowering community land rights, significantly encouraging community empowerment/access reform activities through the provision of various types of facilitation (supply seeds, fertilizers and pest control from the Department of Agriculture), assisting marketing by introducing major regional events and online marketing, bridging access to business capital loans based on subject data by name by address of recipients of land redistribution, facilitating the borrowing of heavy equipment for land processing, socializing the importance of access to reform for community economic development, recruiting field staff to provide business assistance in the community.\u0000Keywords: Acces Reform, Release of Forest Area\u0000ABSTRAK\u0000Kabupaten Barito Kuala memiliki potensi pertanian unggulan yang mendukung keberhasilan reforma agraria di Provinsi Kalimantan Selatan. HR Researcher and Policy Analyst (HR P and AK) as the “pioneer” in providing recommendations for policy development by the Center for Development and Standardization of Agrarian, Spatial, and Land Policy (PPSK-ATP) at the the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (Ministry of ATR/BPN). However, the recommendations could not be able to be carried out efficiently due to the limitations of human resources. The purpose of this study is to describe the importance of human resource availability as a researcher to carry out the task of research and analysis to formulate the suitable policy for the Ministry of ATR/BPN. The methode was conducted to investigate existing documents related to the existence of PPSK-ATP in carrying out their duties and activities as a work unit that develops and evaluates agrarian, spatial planning, and land policies. The findings of this study show that PPSK-ATP has to take various initiatives to strengthen the role of evaluation in policy making, including: conduct out the hiring process in accordance with the required credentials, focused on capacity building in accordance with their fields, establish an environment that is conducive to learning.\u0000Keywords: Research, Human Resources, Policy\u0000ABSTRAK\u0000Peningkatan peranan pengkajian dalam kebijakan agraria, tata ruang dan pertanahan membutuhkan sumber daya manusia yang unggul di bidang pengkajian. SDM Peneliti dan Analis Kebijakan (SDM P dan AK) adalah “ujung-tombak” pada Pusat pengembangan dan Standarisasi Kebijakan Agraria, Tata Ruang dan Pertanahan (PPSK-ATP) dalam menyusun rekomendasi perumusan kebijakan Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional. Namun, hal itu belum dapat diperankan dengan efektif mengingat berbagai keterbatasan yang melekat di dalamnya, seperti sumber daya manusia yang masih sangat terbatas. Tulisan ini bertujuan mendeskripsikan urgensi ketersediaan SDM Pengkajian untuk dapat mengemban tugas pengkajian (penelitian dan kajian) yang berkualitas dalam menghasilkan rekomendasi kebijakan yang efektif di Kementerian ATR/BPN. Metode dilakukan dengan menganalisis dokumen yang pernah ada berkaitan dengan eksistensi PPSK-ATP dalam melaksanakan tugas dan fungsinya sebagai unit kerja yang melakukan pengembangan dan pengkajian kebijakan agraria, tata ruang, dan pertanahan.
