I strømmen av litteratur om populisme er det lite fokus på elitismen. Med et enøyd blikk framstår konflikten som en strid for og mot populisme, en overser lett at mange anti-populister er elitister. En risikerer også å overvurdere utbredelsen av populismen. Cas Muddes definisjoner av tynn populisme og elitisme er utgangspunkt for denne opinionsstudien. Data fra European Values Survey i Norge kaster lys over dette. Motsetningen mellom elitister og populister framstår som en sekundær holdningskonf-likt. Folk flest er verken populister eller elitister. Både tynn populisme og elitisme virker som holdningsforsterkere i forhold til noen stridsspørsmål. the perspective by focusing on a conflict between populism and non-populism, we tend to overlook that many non-populists are elitists. Cas Mudde’s definitions of populism and elitism serve as starting point. Based on data from the European Values Survey collected in Norway in the fall of 2018, we try to respond to these questions. The conflict between populism and elitism seems to be of secondary importance to most Norwegians. The average Norwegian can neither be described as a populist nor an elitist. It activates when states, the primary protectors, manifestly fail to provide protection. The UN World Summit adopted R2P in 2005, with the international dimension anchored in the UN Security Council, a prerequisite to obtain consensus. Yet, it was not a receipt for smooth implementation. The article discusses why implementation through the Security Council is problematic, by focusing on the content of the policy, how the Security Council is composed and how it functions, and on the implementing actors and their relations to the decision makers. Here, we describe an analytic framework for non-hierarchical coordination in the state sector based on an instrumental organizational perspective. The framework has four elements; a) tasks and dependencies, b) organizational distance; as well as mechanisms at c) the level of the organization taking part and d) the interorganizational level. Discussions of an administration’s democratic quality sometimes take place within a stable political order, where each institution has a clear-cut mission and mandate, success criteria, well-defined roles and relevant resources. Yet, at other times, such discussions take place where the legitimacy of the political order is questioned. Institutions and roles are confused and contested. There are struggles over the administration’s power and the power over the administration. Conventional truth regarding organization and organizing is challenged. In an attempt to understand the latter situation I present four competing narratives about the tasks of public administration, how it functions and should function. I argue that none of these narratives alone captures today’s administrative complexity and dynamics. The administration is a meeting place for a variety of competing premises and a political workshop, and I illustrate the argument by the emergence of a deliberate administrative policy in Norway. A conclusion is that in order to understand public administration and administrative policy, we have to relax assumptions regarding clear, consistent and fairly stable tasks, goals, rules, authority-, powerand accountability relationships. Such assumptions are realistic in certain contexts. During a time when ministries for many fields of policy had few resources, the state made use of experts from different institutions. We investigate the contribution from one such expert, Sigval Schmidt-Nielsen (1877-1956), who was professor of chemistry at the Norwegian Institute of Technology (NTH). Schmidt-Nielsen contributed to the development of legislation for food control and to the handling of challenges with food supply during and after the First World War. He executed tasks for several ministries, while practicing as scientist at the technical institute. We draw on texts related to control and supply of food. Through the analysis of such texts, we identify which roles and values were brought from science into the realm of public administration. This expert knowledge was supplied over the course of four decades to the health authorities as well as to authorities within agriculture and trade.
