Here, we describe an analytic framework for non-hierarchical coordination in the state sector based on an instrumental organizational perspective. The framework has four elements; a) tasks and dependencies, b) organizational distance; as well as mechanisms at c) the level of the organization taking part and d) the interorganizational level.
