Waluyo, Asianto Nugroho","doi":"10.20961/JD.V1I1.50201","DOIUrl":"https://doi.org/10.20961/JD.V1I1.50201","url":null,"abstract":"This study aims to determine the implementation of sustainable food agriculture land protection in Sleman Regency based on Regional Regulation No. 12 of 2012 concerning the Sleman Regency Regional Spatial Plan 2011-2031, as well as the obstacles of the Sleman Regency Government in establishing Sustainable Food Agricultural Land Protection Areas. This research is an empirical study. The data source used in this study came from primary data, which were the results of interviews with Civil Servants in the Agriculture and Fisheries Office of the Sleman Regency and the Sleman Regency Regional Development Planning Agency. Supported by secondary data consisting of primary legal materials and secondary legal materials. The results of research related to the implementation of sustainable food agriculture land protection in Sleman Regency shows that the spatial regulation of the Sleman Regency is only limited to efforts to control land conversion as a protection effort, there has been no determination of sustainable food agriculture areas due to various obstacles. This research is empiric legal research which is descriptive. In nature the data used in this research is primary data including primary and secondary legal materials. Data collection techniques used is interview at Labor Office of Temanggung Regency and Labor Supervision Unit of Magelang and also document study or library study used. Technical analysis is qualitative data analysis method with interactive model. The result shows the first one is that the used regulations of legal protection are Law No. 13 of 2003, Act of Indonesian Ministry of Labor and Transmigration No. KEP.224/MEN/2003, and Law No. 1 of 1970, protection done by seeing the rules about night workers in a companies at their Company Regulations and Collective Labor Agreement, as well as supervision is done by preventive and repressive supervision. This legal research is included in normative legal research, which is perspective by using sources of legal materials, both primary and secondary legal materials. The legal material collection technique used is by means of library research in the form of books, regulations, and other research documents as well as for supporting legal materials conducted interviews with the Sea Security Agency. The technical analysis of legal materials used by the writer is deduction technique based on deductive reasoning methods. Based on the results of research and discussion, it can be concluded that Bakamla as a marine security institution replaces the function of the sea security coordination agency which is still considered ineffective. Bakamla has duties in security and safety patrols in the territorial waters and jurisdictions with the authority of one of them in the form of instant pursuit, stopping, capturing and inspecting ships to be handed over to the relevant ministries and agencies. To carry out these duties and authorities, a legal action unit was formed which is representative of ministries and institutions that have authority in the field of law enforcement at sea. The data sources of this research are from primary data sources and secondary data sources. Data collection techniques used is interview at Office of the Regional Financial and Asset Management Revenue Agency (BPPKAD) Surakarta City and also document study or library study used. The analysis technique used in this research is the syllogism method. The results of this research indicate that the implementation of advertisement tax collection in Surakarta City is in accordance with The Mayor Regulation Number 58 of 2019. First, how sosial service take action in put in order homeless and beggars according to government rules number 31 year 1980, about countermeasures homeless and beggars in Surakarta city in put in order homeless and beggars. Second, which hinders factors that made Surakarta Social Services (Dinas Sosial Surakarta) in put in order homeless and beggars. This research is normative legal research with prescriptive character and using statutes approach. Legal material primary source is the legislation rule and legal material secondary source are books, article journals, science article, and interviews. This research using silogisme methods with deductive mind patterns with collection technique materials are using study documents and interviews. The purpose from this research consists of two purpose which are subjective and objective. Based on the results of this study, it can be conclude that the role of the Surakarta Social Service in an effort to put in order homeless and beggars under government regulations number 31 year 1980 , is not yet working effectively. Due to the obstacle factors that affect the effectiveness of the role of the Surakarta City Social Service, namely the absence of a halfway house for homeless people and beggars in order to develop their personalities to be a better person, so can reduce the number of beggars in the city of Surakarta. Lack of cooperation between agencies such as the Social Service and Satpol PP.
