Unlike the existing work which considers prosodic features for automatic emotion recognition, this work proposes the effectiveness of the phonetic features of speech particularly, Mel-Frequency Cepstral Coefficients which improves the accuracy with reduced feature set. The continuous speech emotional utterances used in this work have been taken from the SAVEE emotional corpus. The Hidden Markov Model Toolkit (HTK) version 3.4.1 was utilized for extraction of the acoustic features as well as generation of the models. Optimizing the acoustic and pre-processing parameters along with the number of states and transition probabilities of the Markov Models, the trials give us an average accuracy of 78% and highest accuracy of 91.25% for four emotions sadness, surprise, fear and disgust.","PeriodicalId":319102,"journal":{"name":"2015 7th International Congress on Ultra Modern Telecommunications and Control Systems and Workshops (ICUMT)","volume":"36 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114663948","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

To achieve efficient coding while maintaining the desired level of the visual quality and to combat the distortions that may get introduced while transmission through lossy channels, it is imperative to use the best possible coding methodologies. To this end, it is desirable to ascertain the available implementations of the standard under various conditions of coding and levels of network perturbations. We present here the results of evaluating the behavior of two widely used freely available (JM and x264) and one commercially available (Elecard) H.264/AVC based encoders for encoding of high definition (HD) videos through simulated error-prone networks. For the evaluation, we employed the widely used and well understood peak signal to nois ratio (PSNR). We use the Mann-Whitney test to reveal the differences in objective scores and prove a strong content dependency of results, which prevents us from favoring one implementation above the others. Interestingly, we find that for all implementations, that lossy transmission causes sequences encoded at higher bitrates to give worse scores than low bitrate videos subject to the same distortion.","PeriodicalId":319102,"journal":{"name":"2015 7th International Congress on Ultra Modern Telecommunications and Control Systems and Workshops (ICUMT)","volume":"15 1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123263737","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Although many frameworks have been proposed for this problem, one of the open issues concerns how to realize the desired target behavior at lower cost when several behaviors are available to perform the same actions. This paper provides an answer to this question by proposing a new framework in which values or costs are assigned to transitions of the available behaviors. Furthermore, controllers are synthesized by using two strategies: one suitable for on-line computation and another for off-line computation. Some experiments show how the two strategies perform on typical data.","PeriodicalId":319102,"journal":{"name":"2015 7th International Congress on Ultra Modern Telecommunications and Control Systems and Workshops (ICUMT)","volume":"38 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126471912","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this work left ventricle segmentation is achieved using the combination of fuzzy c-means which is a pixel based classification method and connected component labeling. This strategic combination obviates user intervention and problem of seed point initialization as it automatically segments the LV accurately on all frames in the complete cardiac cycle in multi-frame MRI. The both methods complement each other such that it achieves sub-second fast computational speed of 0.7 seconds on average per frame. Thus this technique's computational time for left ventricle segmentation is much faster than iteration based methods. The accuracy of the automatic segmentation technique was tested against manual segmentation on the basis of correlation coefficient. The value of correlation coefficient between the automatic and manually traced LV boundaries was 0.932 which can be considered clinically significant.","PeriodicalId":319102,"journal":{"name":"2015 7th International Congress on Ultra Modern Telecommunications and Control Systems and Workshops (ICUMT)","volume":"73 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126991266","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We assume that except for arrivals of requests and their service there happen periodic system breakdowns (possibly with very long inter-breakdown periods). The staffing objective is “immediate service of a given percentage of incoming requests”. A natural model for such a time-varying processes is an innhomogeneous birth-death process for which we propose some general theoretical results concerning its ergodicity conditions and limiting behaviour. As an example we show that if the service system is modelled by multiserver queue Mt/Mt/S with state-dependent periodic arrivals, services and breakdown rates, then using obtained results one can calculate the quantities needed for the solution of optimization problem. Accuracy of approximation is briefly discussed.","PeriodicalId":319102,"journal":{"name":"2015 7th International Congress on Ultra Modern Telecommunications and Control Systems and Workshops (ICUMT)","volume":"35 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134051746","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Calibration of multisensors requires extra temporal, financial or energy resources. In order to enhance an accuracy of the multisensor measurements, we propose an approach based on interval voting in form of preference aggregation. The approach allows to determine a corrected value of a measured parameter, lying within narrow uncertainty bounds, on the basis of inaccurate measurement data, obtained from neighboring multisensors. Simulation results have shown that the proposed approach allows to achieve considerably better accuracy comparatively to other known interval voting techniques.","PeriodicalId":319102,"journal":{"name":"2015 7th International Congress on Ultra Modern Telecommunications and Control Systems and Workshops (ICUMT)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129902037","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Exudates are one of the most common earliest signs of diabetic retinopathy. Automatic and accurate detection of exudates in fundus images is an important step in early diagnosis of DR. In the proposed method detection of exudates, two independent approaches based on intensity thresholding and morphological processing are strategically combined to detect any small exudates present while removing all possible types of false positives. This strategic combination removes the noise sources from blood vessels and reflections during image capture making the detection of exudates accurate. Experimental results indicate that the proposed method has good accuracy in exudates detection without compromising the computational time and hence can be considered for screening purpose of DR.","PeriodicalId":319102,"journal":{"name":"2015 7th International Congress on Ultra Modern Telecommunications and Control Systems and Workshops (ICUMT)","volume":"112 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132225192","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
