Higher education institutions that carry out a joint international specialist training program are also an exception. Thus, a joint educational project is being prepared between the Black Sea National University named after Petro Mohyla and the Yancheni Polytechnic Institute under the name \"3 + 1\".The use of modern software accelerates the process of managing a complex project of a specialized bachelor training program \"3 + 1\". The Agile approach - splitting tasks into sprints, building a Kanban board and engaging a student as a \"customer\", has proven itself very successful. The KanbanFlow online tool has never been used before for this task. Its use reduced the time management costs of the project and improved the engagement of an international team of Ukrainian and Chinese specialists.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"14 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128054455","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article discusses the construction of a \"strong connectivity\" matrix for methodological indicators for assessing the success of projects based on a directed graph. Methodological indicators ensure the rational behavior of stakeholders regardless of the nature and objectives of the project. The article argues that all indicators are related. To show the topology and directions of the relationship, a matrix diagram is drawn up, which is often called a matrix of relationships. It shows the degree of dependence of the criteria of one from the other and how strong are the connections between them. The results obtained illustrate the existence of a relationship between all methodological principles and indicate that, relying only on one of the methodological principles for assessing the success of projects, we can conclude about the success of the project's mission as a whole.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"10 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121343848","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A modern tool for efficiency is the informatization of all processes, including introducing information systems to support decision-making. The paper presents a Conceptual Research Model for developing the Decision Support System for Agricultural. This model includes four components: goal-setting, principles, functionality, and diagnostic. The considered elements form an integral system providing a process in the development of the information system. The model considers uncertainty in decision-making caused by environmental and economic factors. The objects and subjects of the environment in which the information system operates are determined. Two mathematical models of the description of the decision-making problem in the conditions of uncertainty are offered. Criteria for evaluating the effectiveness of decisions are defined.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"16 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126757509","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The development of a conceptual model is based on DELOS DLRM and OAIS RM models. The main entities used in the model, as well as their classes and subclasses, metadata and relation types, are highlighted and discussed in detail. The model is based on the concept of a document as the main essence of the scientific information space, which includes such classes as competencies, training courses, organizations, data storage facilities, conferences, persons, publications, research projects, grants as well as relationships between them.As the part of distributed information system, access technologies to distributed information resources (collections, databases, etc.) development it is logical to provide access to thesauri within client-server technology using the single standard ANSI/NISO Z39.50.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"33 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129456896","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This allows predicting changes in the electrical parameters of the equivalent circuit of the transformer. At the same time, the problems of studying the connection between the parameters of the transformer mode with a change in its electrical or magnetic parameters have not found an unambiguous solution. The aim of the work is to determine the relationship between the nature of the change in the electrical parameters of the mode with turn windings. The equations of the electric circuit of the transformer windings for one of the phases, as well as the equations of the electromagnetic balance are used. The equations are presented for the case of short circuits of a part of the primary or secondary windings. Experimental studies of a laboratory transformer with obvious damage to the windings have been carried out. Using the Fourier transform, the analysis of the current and voltage of the phases of the transformer in no-load and load mode is carried out. As a result of comparing the obtained time and spectral diagrams with the obtained analytical relationships, it was found that the damage belongs to the primary or secondary winding affects the degree of saturation of the magnetic circuit. The obtained results can be used in the implementation of monitoring systems for power transformers of substations in the SmartGrid structure.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126082662","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The paper develops a mathematical apparatus and algorithms for modeling the electric field in electro-optical systems by the Boundary Element Method (BEM) and the magnetic field of a set of arbitrarily oriented circular solenoids by the new Current Elements Method (CEM). The Boundary Element Method is used to solve the external problem for the double layer potential. Formulas for calculating integrals with singular and quasi-singular kernels are obtained, which ensured the calculations accuracy, limited only by round-off errors. The approximation of each of the loops of the solenoid by current elements has become a prerequisite for a high count rate in the Current Elements Method. The developed methods were integrated into homemade software FOCUS and used to create wide-range physical and analytical equipment, including microfocus X-ray tubes. The software is built as a combination of several modules: a graphical editor, a module for calculating electric field, a module for calculating magnetic field, modules for calculating trajectories of charged particles in an electromagnetic field.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"11 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-05-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122198570","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
