{"title":"Biobibliographical Indexes of Researchers as a Source of Studying the Activities of the OUN-UPA and Determining the Legal Status of Their Participants","authors":"O. Dudnik","doi":"10.32461/2409-9805.3.2023.290977","DOIUrl":"https://doi.org/10.32461/2409-9805.3.2023.290977","url":null,"abstract":"The purpose of the study is to compare the results of the activities of scientists and lawmakers regarding the recognition and definition of the national liberation movement and the legal status of its participants on the example of the activities of the OUN and the UPA. Research methodology: the principles of historicism, objectivity, systematics and comprehensiveness were applied, as well as – general methods of scientific research – analysis, synthesis, and comparison. Scientific novelty: for the first time, an attempt was made to show the conformity of the laws of Ukraine, in particular, “On the legal status and commemoration of fighters for the independence of Ukraine in the 20th century”, to the results of scientific research on the recognition and the definition of the Ukrainian liberation movement of the 1920–1950 years and the legal status of its participants. Conclusions. A complete inconsistency between the results of the scientists' scientific research was revealed, which is reflected in the personal indexes concluded in their honour, and the law of Ukraine “On the legal status and commemoration of the fighters for the independence of Ukraine in the 20th century” regarding recognition and definition of the Ukrainian liberation movement of the 1920–1950 years and of the legal status of its participants. Contrary to the research of scholars, local historians at the legislative level, members of the OUN, soldiers of the UPA and other nationalist organisations of the 1920s-1950s were recognised as fighters not for an independent sovereign and cathedral Ukrainian state, but for the independence of the Ukrainian SSR, against which they waged an uncompromising struggle. After all, in the second half of 1991, the Ukrainian SSR was officially renamed Ukraine, and the independent state – the Republic of Ukraine, according to the Constitution of Ukraine of 1996, was not created. This also explains the absence of a definition of the liberation struggle or resistance movement in the mentioned law of Ukraine. Research methodology. Since the research topic is interdisciplinary, its coverage involves an inclusive combination of a number of methods and approaches integrated from various fields of scientific knowledge – social communications, management, information activities, medieval studies, and others. The establishment of close scientific and integration ties between them made it possible to formulate a systematic understanding of social media as an effective communication tool for the promotion of services in the tourism and hotel spheres. General scientific methods are also used: analysis, synthesis, analogy, comparison, generalisation of results, and more. The scientific novelty of the research consists in drawing attention to the communication possibilities of social media in advertising and attracting new customers. Conclusions. Social media is becoming an important marketing tool in the travel industry, most crucial in advertising, attracting customers and selling services for the hotel and tourism business due to the experiential nature of hospitality products. The significant reduction of the technological barrier to the possibility of searching for information on the Internet for ordinary travellers plays a significant role in this. Mobile devices play the most important role in this today. Therefore, most companies include social media in their strategic plan for advertising and positioning in the market, in particular to monitor customer feedback, respond to comments and communicate more actively with potential and regular customers. Because any information posted on social media instantly becomes publicly available and significantly affects the trust and reputation of the company. Those companies that pay attention to the need for specialised social media management with the introduction of a corresponding position will not only retain customers and attract new ones, but will also improve their business practices and revenue levels. The methodological basis of the research consists of general scientific and special methods of studying the problem, the use of which made it possible to achieve the goal. The applied methods made it possible to outline the problems of protection and rescue of cultural objects, in particular, to determine the role of digitisation of archival funds, museum and library collections. The principle of historicism, which involves considering any phenomenon in its self-development under the influence of various factors, became the main one. The historical-systemic method is aimed at the analysis of society as a whole and transformations within it, caused by changes in the political, cultural and informational and communication space. Quantitative methods were used to process the results of analytical studies, as well as to diagnose the studied phenomena, in particular, to present digitised collections in the network and rank them according to the purpose of digitisation. The scientific novelty of the work consists in the expansion of ideas about the scale of digitisation of archival funds, museum and library collections, its role in the preservation of cultural objects. Thanks to the research carried out by the authors, projects, scientific and popular scientific events are presented, the purpose of which was to discuss the problems of loss, rescue and protection of the national cultural heritage of Ukraine. The authors state that the problems of preservation of cultural values, transfer, promotion and development of cultural heritage in Ukraine are now issues of national security. Conclusions. The research have proved that the implementation of information technologies and large-scale digitization are becoming absolutely necessary for modern archives, libraries and museums, have great significance and are carried out in order to ensure accessibility, preservation and dissemination of knowledge and cultural heritage. Research methodology lies in the application of general scientific and special methods of cognition; in particular, methods of comparative analysis, terminological and other research methods, and also methods of analytical Internet monitoring. The scientific novelty of the study lies in the fact that the trends and modern characteristics of document management information systems and services in the field of public administration at the local level are traced. The importance of solving organisational problems of integrating the entire complex of administrative services to meet the needs of citizens and functional aspects, taking into account the existing structures of executive bodies of the city council, is emphasised. Prospective directions for the development of electronic document management and service based on modern technologies have been identified: smart technologies (social card, electronic ticket, etc.), digital services and the \"Action\" application, development of electronic identification infrastructure in the field of administrative services. Conclusions. Ukraine has sufficient technological and organisational prerequisites for the development of electronic document management and service in the government structure. Implementation of the above systems has many advantages, including: the ability to organise productive work with information resources generated from various sources; to increase the efficiency of interaction between organisations and citizens, the functioning of all components of the local government system, to reduce the time frame for preparing and making management decisions by digitising the processes of collective creation and use of documents, and to increase the efficiency of the work of both individual employees and a specific local government body. Today, the legal and theoretical framework for solving the issue of improving the work of local state authorities in the field of electronic services is considered sufficient for its practical solution and further improvement. Scientific novelty of the work. It was determined that the digital library concept revolutionised the library sector through the use of information and communication technologies. The need for understanding the features of transformational changes of traditional and modern library services in order to improve library services is proved. Conclusions. Transformations of traditional library services into modern ones are shown. Digital libraries use technology and networks to connect people with resources in order to provide universal access to them. When comparing traditional and modern library services, important points were highlighted that are crucial for the creation of a modern library. First, librarians must change to meet today's challenges. The future will require them to re-orient, think creatively, and master new technological skills to create information resources and services. Librarians must be aware of modern trends and adapt to social and technological changes, as they are the only professionals suitable for scholars and citizens to appropriately evaluate online resources and provide accurate information. Second, the improvement of traditional library services is necessary, and the introduction of new methods and equipment becomes vital to bridge the gap between traditional and modern library services through integrated library management software. Information technology is essential for the rapid growth of modern library services, as the Internet and related technologies have opened up an entirely new environment for providing improved information resources and services to users. The research methodology is based on theoretical developments in history and related sciences, as well as the use of basic approaches to cognition and dialectics, the application of the principles of historical science such as objectivity, scientificity, historicism, universality, systematicity, specificity; the principle of a specific historical approach – historicism – the integrity of the source. The organic blending of general scientific and special research methods in the complex makes it possible to carry out a comprehensive analysis of the topic. The methods of generalisation, analogy, synthesis, analysis, formal logic, as well as historical and chronological, historical and comparative, historical and genetic, historical and typological methods were used in the scientific search, which contributed to obtaining new results in the study of this topic. The scientific novelty of the article is to actualise the issue of using the funds of archives of research and educational centres in conducting genealogical research on the history of science and technology. The systematisation of historiographical sources containing information of genealogical nature is proposed, their information potential is characterised. The reliability degree of the identified sources and the need to introduce new components of the source base of genealogical research on the history of science and technology are determined. The methodological foundations for reconstructing the genealogies of Ukrainian scientists on the basis of representative, diverse sources have been further developed. The necessity of digitalisation of the archival collections of scientific and educational centres, the introduction of information technologies as the main factor in improving the quality of scientific research is substantiated. The research methodology is based on the inclusive use of general scientific (analysis, synthesis, comparison, descriptive, generalisation) and special research methods, in particular information science and the science of social communications. The bibliographic method, methods of processing textual information and content analysis of scientific information resources were not least important. The scientific novelty of the study consists in actualising attention to the practical-research possibilities of social networks as a source of basic or auxiliary information. Conclusions. The topics of publications that represent the possibilities of using social networks as a source of information for various purposes are quite broad and interesting for both scientists and marketers and other specialists. In general, we observed two important trends: firstly, despite the fact that the majority of users (for example, 76.6% of Ukrainians) use social networks to obtain information and communicate, their role as a source of information for practical application at work is increasingly growing, conducting various studies, presenting conclusions about various facts and trends that prevail in social life, as well as for the purpose of improving marketing or business projects. Secondly, perhaps due to the actualisation of the first trend, research has recently intensified, which presents the analysis of publications devoted to the use of social networks with different purposes in different areas, for example, in education, tourism, and so on. The latter makes it possible to quickly navigate a large array of publications and decide on those that can be useful for the implementation of research, work or business tasks related to the need to analyse information from social networks. The research methodology consists in the application of general scientific and special research methods: analysis, synthesis, generalisation, systematisation of materials, induction, and deduction. Scientific novelty. The views on the content of the concept of \"information security\" of foreign and domestic specialists were analysed. It was determined that \"fakes\" are only one of the types of information threats. The types of information threats have been established and the role and functions of library specialists have been determined in accordance with each of them in terms of preventing the occurrence and spread of inaccurate information. The main aspects regarding the formation of information security strategies by libraries of higher education institutions of Ukraine are considered. Conclusions. Information security is an important component of library activity. The entire set of measures is important for ensuring the security of information in the library and increasing users' trust in the library as a reliable source of information. To do this, the following practices should be used: protection of the network and library databases (containing not only metadata, but also full-text documents) from unauthorised access: installation of firewalls, anti-virus software, regular software and operating system updates; protection of confidential information: encryption of data, control of access to information, regular updating of passwords and verification of the security of third-party services; data backup: providing regular data backup to restore information in case of data loss or damage; employee training: training employees in the rules of information security, setting out the security policy, organising trainings and seminars. The research methodology is based on the application of interdisciplinary and systemic approaches, as well as a set of methods: analytical, synthetic, cultural, which allow a comprehensive consideration of the given problem and formulate reasonable conclusions. The scientific novelty consists in the systematisation of the consideration of cultural creation and creativity as integral qualities and characteristics of communicative practices and event practices, which are a component of modern creative industries and are aimed at producing a high-quality cultural product. Conclusions. As a result of the research, it was established that new cultural phenomena and artefacts appear at the border of the intersection of the technical-informational and social-cultural environments, which are constantly updated by everyday practical human activity. In this context, one of such phenomena is communication mediated by the Internet network, which is a type of visual works and verbal messages that simultaneously act as means of communication and objects of culture with new meanings and connotations. Modern communicative practices, mediated by the Internet network, have most contributed to the formation of a separate Internet culture, and especially to the formation of its new forms, and are the result of both individual and collective creativity, based on creative ideas and their dissemination among the general public. Accordingly, not only new types of social interactions are formed, but also old ones are preserved / updated, which ensures stability and regularity of everyday life, allowing it to remain one of the fundamental components of social life. Modern communicative practices increasingly affect the socio-cultural environment, the sphere of creative industries and event practices, directly determining the formats of interaction with the audience in the process of retransmission of ideas, meanings and values in cultural and project activities, allowing a person to satisfy the needs for information, communication, and creative activity. To study this problem, general scientific methods (analysis, synthesis, deduction, and induction) were used in relation to the use of marketing tools, social communications, Internet opportunities for the exchange and distribution of the resources bibliographic products in the modern library space of Ukraine. As a result of applying these methods, we have gained a deep understanding and analysis of the problems and opportunities in using marketing tools, social communications, and Internet capabilities for the exchange and dissemination of bibliographic production in modern libraries in Ukraine. The scientific novelty of the study arises from the fact that the subject of bibliographic production popularisation in Ukrainian libraries remains insufficiently developed, particularly in terms of promoting publications by means of the Internet, necessitating a comprehensive approach to studying all possibilities and identifying pathways for the development of library activity. Such a comprehensive approach will allow us to identify optimal pathways and development strategies for libraries in the digital age, which, in turn, will contribute to improving access to cultural heritage and information for the public, increasing information literacy, and supporting libraries as crucial agents of education and cultural development in society.
