The methodological basis of the study is general scientific and special methods for studying the problem, in particular, analysis and synthesis, induction and deduction, generalization and abstraction, survey-analytical and classification methods, as well as description and comparison, which help to achieve the goal. The set of the methods made it possible to determine the role of socio-psychological factors of information activity, attitudes and stereotypes in the preparation and implementation of effective management decisions. The scientific novelty of the work lies in the generalization of the main approaches to the problem of ensuring effective managerial activity, adequate perception of information and making informed decisions in the informational sphere. The authors have stated that effective management activity should be based on the awareness of real socio-psychological phenomena that accompany the economic, political and spiritual-ideological processes of social development, on taking into account the ratio of the management efforts of the authorities and the internal trends of the development of society, on knowledge of the psychological features of individual and group behaviour, psychological foundations of managerial communication and the implementation of managerial influence. Conclusions. The study has proved that the effectiveness of the organization depends on the correctness of decisions. The most likely directions of application of the achievements of personality psychology in the field of information activity have been proposed. Intuitive, rational and judgmental approaches to the decision-making process have been characterized. A certain dependence between the types of decisions and the approaches to their adoption has been determined. The mechanism of group influence on the behaviour of an individual and collective decision-making has been considered and an effective way to overcome this phenomenon has been proposed. The main stages of decision-making have been characterized and the problems that arise at each of the stages have been identified. The main mistakes that managers make in the process of information activities and preparing decisions have been named. It has been noted that the process of effective decision-making is significantly influenced by objective and subjective factors. Conclusions. Monomedia, multimedia, and polymedia publications play an important role in the modern space of children's electronic literature. They contribute to the development of children's attention through the use of a number of interactive and digital technologies. Therefore, the strategic directions of popularisation of children's literature in the context of digital changes should be the development of electronic literature, the use of augmented and virtual reality technologies, the creation of educational applications and special programmes for reading books. It is important to create new, high-quality library environments with free access to information and serving readers in a comfortable space. This should be based on the use of information and communication technologies. Consequently, this study demonstrates that the use of digital technologies can be a productive and positive factor in the popularisation of children's literature. The method of visualization in tabular and graphic form is used to present the resources of information and communication technologies in the promotion of the company in the market of tourist services. The scientific novelty of the work consists in clarifying the trends of deep interpenetration of information, communication, and marketing technologies in the activities of the company in the market of tourist services. Conclusions. The research methodology is based on systemic and value approaches, with the use of general scientific (analysis, synthesis, abstraction, generalisation, and others) and special methods determined by the multidisciplinary informational, communicative and socio-cultural research paradigm, which made it possible to comprehensively consider the specified problem and obtain appropriate results. The scientific novelty consists in understanding the general features of the library industry in the conditions of war. Conclusions. Library activity is one of the most important aspects of the functioning of the information and communication sphere of Ukraine, which intensified its activities during the war in order to improve the interaction between libraries and users. It has been proven that libraries in the information and communication space in wartime have undergone a process of transformation from a traditional environment to a social platform capable of resisting informational, cultural, and psychological influences of the enemy. It is noted that one of the effective strategic directions of its information and communication activities is the expansion of access to information for the audience of users both in Ukraine and abroad, and those who are in the occupied territory. Mass events aimed at supporting young people and pensioners are held; cooperation with volunteer and public organisations; work aimed at helping the Armed Forces of Ukraine and internally displaced persons; provision of information support; participation in charity events. It is emphasised that the information and communication activity of Ukrainian libraries in war conditions acquires special importance and functions on the principle of humanity, which is applied during armed conflicts and is closely related to related fields of international law reflected in national legislation. It is obvious that in wartime, libraries are almost the only social platforms for the promotion of education, legal education and upbringing in territorial communities. The war also activated new forms and methods of educational and explanatory work, the popularisation of library services that reflect the specific requests of users and meet the needs of the local population and the requirements of today. A systematic review of the literature was carried out, which analyzed scientific publications and studies related to the competencies of library specialists and their influence on the formation of innovative media space. An empirical approach was used, which includes surveying library professionals to collect specific data on their competencies and experience in implementing innovations in the media space of the library. Scientific novelty. The research is focused on the integrated analysis of the key competencies of the library specialist and the development of recommendations for improving the efficiency of library practices, taking into account the modern requirements for library work and rapid changes in the information environment. The article reveals an innovative approach to considering competencies as a dynamic tool aimed at actively introducing innovations into the media space of libraries, ensuring their adaptation to the challenges of the digital age. Conclusions. The key competencies required for a librarian in the age of digital transformation are highlighted, such as information literacy, digital media skills, and professional communication. Mastering modern technologies, in particular interactive and multimedia, allows a librarian to provide users with innovative services and meet their information needs. A systematic approach to competence development is proposed, including education, training and continuous professional development to ensure the relevance of skills. It is emphasized that the development of the competences of the library staff contributes to the improvement of the quality of user service and creates a foundation for innovations in the media space. Scientific novelty. This article reviews modern tools, services and instruments, namely OpenAlex, BISON, COKI Open Access Dashboard, Journal Tracker Tool, OPTIMETA Plugins and others to support open scientific communication. It can be argued that development of open, non-commercial and shared infrastructure has the potential to vastly improve open access implementation. Conclusions. This study identified a number of innovative tools for analyzing and monitoring open access that can be used by librarians, researchers, and all interested parties. These tools are important for expanding and democratizing access to knowledge, overcoming territorial, institutional and disciplinary barriers. Improving open, non-profit infrastructure should be a key task on the path to implementing open science practices. The research methodology consists of the study of scientific works that highlight the methods of electronic archives and the storage of electronic documents in them, the analysis of the state of the city council in the implementation of information technologies in the work process of the institution and the selection of the necessary software, studying the economic possibilities of the institution and the prospects of using their electronic products in the field of document management. The scientific novelty consists in expanding the understanding of the need to modernize the document flow in state institutions of Ukraine, in particular in the city council, by analyzing the prospects of such innovations, detailing the internal processes of the electronic archive, and choosing a technological solution to the set goals. Conclusions. The transfer of state institutions to electronic archives will make it possible to speed up the processes of document circulation and save on the provision of physical archives. The implementation of online solutions for document management is becoming an increasingly common phenomenon because Ukraine is digitizing at a rapid pace, but problematic sectors remain, such as institutions in small towns and villages. The process of implementing electronic archives based on professional systems costs a lot of money, however, if the community does not have the necessary funds, it can be implemented completely free of charge with the help of Google Sheets. The research methodology is based on the use of general scientific (analysis, synthesis, generalization, etc.) and special research methods based on the specifics of the scientific task (bibliographic, information analysis, descriptive content analysis, etc.). The scientific novelty of the study consists in highlighting the main directions of dissertation work on the use of information technologies in libraries for children, with an outline of the prospects for further research. Conclusions. The main task of the modern library is the constant expansion of its activities. In the conditions of digitization of society, access to them should be obtained by anyone who has a computer or other technological device connected to the Internet, and accordingly - to the library network. Therefore, in a modern library, in particular, a children's library, a wide variety of digital elements and resources are increasingly offered for use, all that is necessary for adaptation to new technologies and to meet the dynamic needs of users. The library should not oppose digitalization, but on the contrary - unite with it, the use of digital technologies should become a normal and necessary condition of its services. All these aspects of transformational changes should not only be taken into account in the activities of the library for children, but also actively studied within the framework of librarian science. At the moment, it is possible to note sufficient articulation in the dissertation works of Ukrainian scientists of the main aspects of informatization, which is considered the foundation of the development of digital technologies. However, the latter has not yet received significant attention in the work of librarians.
