It asks the question how this idea is transformed when used as a rationale for action in contexts where economy and efficiency are of minor significance and where no organizational survival is at stake. The EU and Swedish migration policies show, however, that persistent egoistic implications help construct a specific territory as an organization to be managed much like a business firm.  It is concluded that the meaning of effectiveness does not necessarily change when this concept is used in an alien context. In recent years, the political controversy has heated over the for-profit corporations that operate independent schools and allegedly make major profits off the public purse. A majority of independent schools in Sweden are operated by limited liability companies, but hundreds of schools are also operated by non-profit foundations and associations. The latter category are of interest in this article. With the help of a thorough legal historical analysis of the corporate law on associations in Sweden, and how the two forms of associations – economic associations and non-profit associations – are defined in the law, we discuss how well the law matches the purposes and needs of elementary schools in Sweden. A new solution for rapid feedback, GiMening, is undergoing development and implementation in Norway. This article contributes to the understanding of the implementation of quick-response tools by suggesting which key points of awareness must be considered to enhance associated possibilities and avoid pitfalls. The research questions under examination are: How do municipal political leadership, school leadership and youth perceive the need for extended digital citizen participation? What are their thoughts on the possibilities and pitfalls that GiMening may trigger during its implementation and use in different contexts? Research on digital engagement and political participation among Scandinavian youth is used to theorise about the concept of democratic innovation. The data material consists of semi-structured interviews with actors from five Norwegian municipalities. The paper is informed by three initiatives for labour market integration of immigrants led by the city district of an urban suburb in the city of Göteborg, in collaboration with actors from the public sector, private sector, and civil society. The paper contributes to research into institutional entrepreneurship and local governments. First, it shows the importance of undermining old, or traditional, practices in labour market integration as part of the process of developing new ones. It also reveals how new practices and organizational forms are added to existing ones, instead of replacing them. Thus, expanding the scope of the public sector in the local labour market integration policy field through elaborative rather than radical change. Second, it reveals the importance to diffuse the new practices, beyond the boundaries of the collaboration that facilitates their creation. Third, the paper illustrates how, rather than hindering, the territorial embeddedness of these collaborative coalitions in marginalized urban suburbs provides access to a wide repertoire of resources, practices, and ideas to facilitate change. This paper contributes with empirical-based knowledge on the effect of participatory user involvement and other user-oriented methods on public innovation outcomes in different contexts. By employing qualitative comparative analysis (QCA) based on a survey of innovation activities of Norwegian public administration agencies, this article identifies several configurations for local and national authorities that lead to successful service innovations. The main finding suggests a positive relationship between user input and positive effects on service outcomes. However, local and national government levels differ regarding the use of input factors and methods of user involvement. The aim of this paper is to explore the status of governance, and central policy ideas that have shaped reforms and institutional change at Danish universities since the millennium. On the one hand the article explores how powerful policy ideas have shaped the development of Danish higher education policy, and on the other hand, how such ideas are received in very different ways by the sector and the institutions. The article unravels the history of the reform of the Danish higher education system of the past two decades, as two parallel ideational streams in policy development. The first ideational stream revolves around the relation between state and institutions, and the second centres on the relation between the national and the global. Focusing on recent developments, the article demonstrates that the range of possible sector and university responses towards centrally initiated reforms and initiatives varies significantly. The Finnish Ministry of Education has been involved for some time in reforming the Finnish higher education system with the aim of increasing outputs in research innovations and laying the groundwork for academic capitalism. In other words, political guidance has sought to reform research as a qualitative change, rather than commit to increasing investment. Looking at the statistical indicators of Finnish research and development, particularly in the context of Finnish universities, shows how in practice Finland has introduced ideas of academic capitalism locally by moving away from basic funding into a more competition-driven funding system. Competitive logics are filtered down from the level of national higher education policy to university level through policy tools, such as performance-based funding. In Sweden, this is partly driven by political calls to secure the long-term provision of knowledge, innovation and competitiveness. At the system and institutional level, responses to this are reflected in governance structures and strategic documents. However, those strategic responses often fall short and attempts to organise for collaboration are often met with scepticism, and, in practice, micro-level changes are slow. This paper asks why that is the case by reflecting on the experiences gained from initiating and anchoring a course on societal collaboration at a Swedish HEI. We analyse the experiences from this bottom-up initiative by building on the notion of reflexivity. Our study contributes to research on managing and organising collaboration at HEIs by highlighting and illustrating the need to adopt a scientific approach – to use scientific knowledge – and engage (more) in reflexivity when organising to ensure societal collaboration. Efforts to produce collaboration cannot be expected to be solved by ‘someother’, but require strategy to be aligned with practice. We relied on paradox theory to reconceptualise the relationship between competition and cooperation. Our analysis focused on the ways in which university-based academics in the Nordic countries navigate the tensions and paradoxes associated with the interplay between competition and cooperation while shedding light on the nestedness among various levels of analysis.
