The research method used is qualitative method. The results of this study are Candirejo Village Management Manager is a Cooperative whose entrepreneurs are the original community of Candirejo Village, The impact of CBT concept implementation can be seen through economic aspects (job diversification, improvement of housing condition and new business development), social (social interaction, community participation, change of mindset), cultural adoption, and environment (improvement of public facilities). Pendekatan penelitian mengunakan kualitatif dengan jenis penelitian deskriptif. Data diperoleh dari observasi, wawancara dan dokumentasi. Penentuan informan menggunakan purposive sampling . Data dianalisis menggunakan model interaktif Miles & Huberman. Hasil penelitian menunjukkan Pemerintah Kabupaten Sidoarjo (PKS) memiliki komitmen pengembangan ekowisata dalam tiga dimensi. Dimensi pertama affective commimtment menunjukkan kemauan kuat PKS serta konsisten meyakini nilai-nilai alami isu lingkungan dengan membuat lahan konservasi dan pembinaan masyarakat tentang manfaat mangrove. Kedua, normative commitment PKS konsisten bertindak dalam bentuk menanam 200.000 bibit tanaman mangrove per tahun meskipun kurang maintenance di kawasan Tlocor yang diklaim sebagai destinasi wisata mangrove sehingga menjadi kumuh dan kotor berakibat sepi pengunjung. Ketiga, continuance commitment PKS menjaga keberlangsungan pengembangan ekowisata dengan selalu berkoordinasi antar institusi dalam mewujudkan ekowisata sekalipun belum mampu mendongkrak pengembangan ekowisata. Kesimpulan: PKS melalui instansi terkait berusaha menunjukkan komitmen dalam pengembangan ekowisata namun belum optimal karena keterbatasan sumber daya. In order to reduce corruption cases, there are several reforms to be implemented, for example decentralisation. Decentralisation is expected to solve the problem since the policy narrows the gap between government and citizens. However, decentralisation does not eventually reduce corruption cases. Indonesia, for example, based on Corruption Perception Index has relatively stagnant ranking of  combating corruption. Furthermore, there are few researches on the impact of decentralisation on corruption. Based on the explanation, this paper examines the drawbacks and benefits of the implementation of decentralisation on public sector corruption in Indonesia. Interestingly, this research finds that the implementation of decentralisation in Indonesia seems to have diverse impacts to eradicate corruption cases. For example , although Indonesia still has unsatisfied rank in combating corruption , the successfulness of KPK in arresting several local leaders indicates that decentralisation helps the enforcement institution in recognising the responsible actors on corruption acts. Namun tidak secara otomatis adanya jaminan bahwa pergaulan tersebut tanpa melahirkan konflik, bahkan sebaliknya naturalitas yang ada berkemungkinan berpotensi menciptakan ‘ruang sensitif’ dari berbagai keragaman; etnis, budaya, bahkan agama. Dalam konteks pergaulan lintas agama mahasiswa, -menempati posisi yang sensitif. Hal ini terletak pada ‘ketabuan’ mahasiswa dalam membicarakan ‘persoalan-persoalan’ perbedaan agama. Jika hal ini yang menjadi realitasnya maka bisa saja suatu saat nanti ‘ketabuan’ tersebut menjadi pusat kebuntuan (deadlock centre), sehingga menghambat dalam proses pergaualan (sosial intercourse). Hal ini tidak saja akan menyebabkan culture of silant, lebih dari itu juga dapat menyebabkan sosial conflict, sehingga berpengaruh terhadap harmonisasi sosial lintas agama dalam lingkup pergaulan pendidikan antar mahasiswa di IKIP Budi Utomo Malang. Aktifitas yang akan dilakukan adalah menganalisis hubungan sosial lintas keagamaan mahasiswa di IKIP Budi Utomo Malang, dengan tujuan menemukan pola hubungan sosial lintas agama mahasiswa, dan memberikan tawaran konsep sosial engineering pergaulan lintas agamalingkup mahasiswa, sehingga kearifan sosial (sosial wisdom) keberagamaan di tingkat mahasiswa menjadi lebih baik. Pendekatan yang digunakan adalah pendekatan penelitian kualitatif–fenomenologis, dengan menggunakan instrument indept interview, dokumentasi, dan observasi/partisipan. Model analisis yang akan digunakan yakni model analisisnya Miles dan Huberman: data collection, data display, data reduction dan congclusions: drawing/verifying. Dalam kajian ini peneliti menggunakan metode kualitatif deskriptif. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder. Pengumpulan data digunakan teknik wawancara, dokumentasi dan observasi. Dalam kajian ini peneliti menggunakan teknik analisis data dari Miles dan Huberman yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa implementasi kebijakan jaminan kesehatan nasional belum berjalan secara maksimal sehingga masih banyak masyarakat belum ikut serta sebagai peserta jaminan kesehatan nasional. Dalam mengimplementasikan kebijakan tersebut ada beberapa hal yang menjadi hambatan yaitu, Implementor belum memahami dengan baik apa yang menjadi standar operasional prosedur dalam pelayanan kepada masyarakat. Masalah lain yang timbul dari kebijakan ini adalah pelayanan sistem rujukan yang berjenjang. Hambatan lain yang di temui peneliti di lapangan adalah masih kurangya sumber daya manusia dan alat-alat penunjang, masih banyak masyarakat yang mengeluhkan tentang besaran iuran yang harus di bayar oleh masyarakat. The consequences of the emergence of local elites in the region then gave rise to obstacles in democracy, such as political dynasties as well as conflicts related to control of resources, while the rotational dimensions of power and the welfare of the community began to be marginalized. This can be seen from the strengthening of local strongmen and local bossism. This certainly makes the paradigm confusion associated with local elites and local conflicts that occur in the local post-democratic and regional autonomy regions. As it is known that when the regions have not implemented local autonomy and democracy, what happens is that local elites tend to derivate from national politics so that in the event of local conflict the resolution of the conflict can be more easily resolved. Therefore, it is necessary to return to reasoning to redefine the position of the local elite as a central representation as well as a representation of the local community. This research is qualitative using desk-research. The results show that with local democracy and regional autonomy the spread of political forces makes the formation of local elites that are formed today is centrifugal.
