This study uses force field analysis to analyze the various forces / factors that affect a change, determine the source of its strength, and develop strategies to strengthen the drivers and weaken the inhibitors. The results showed that there were a number of driving factors, namely: 1) superior commodities; 2) Rules / policies; 3) Budget allocation; 4) Human resources availability; 5) Leadership. The restraining factors are: 1) Lack of coordination and collaboration of stakeholders involved; 2) The quality of human resources of farmers is still low; 3) community participation is still low; 4) Availability of infrastructure; 5) Commitment of stakeholders involved. The quantitative approach is carried out using a sample of 80 respondents with multiple linear regression analysis techniques. The data collection technique is done by using a questionnaire. The results of the study indicate that first, the basic food package assistance program has a significant contribution to the survival of people's lives. Second, the cash transfer program has a significant contribution to the survival of the community. Third, the basic food package assistance program and direct cash assistance have a significant contribution to the survival of people's lives. Based on the results of research and findings in the field, the following suggestions are obtained: first, the community needs more ongoing assistance, such as employment opportunities and useful equipment assistance. to improve skills and expertise for business actors. Second, a re-evaluation of the aid distribution process is carried out so that it can be felt by the community, such as being more fair and wise in the process of collecting data on aid beneficiaries. Third, an evaluation is needed in the data collection process, where this process must prioritize deliberation from the RT to the village level, in order to obtain data that is in accordance with the value of propriety and the aspect of willingness. Based on this, the direct package assistance program and also direct cash assistance have a significant contribution to the survival of the community. Innovative leadership is a crucial dimension in the implementation of an innovation program to increase national food self-sufficiency. In its development innovative leadership capacity can be described through strategic planning, commitment and stability of a leader, these abilities will be described in the implementation of the ATABELA program in Bone District. From the results of the study, it was found that the strategic planning of the Regent as the head of the region was active in disseminating information about the ATABELA innovation program, involving local government stakeholders to realize the vision and mission of the Regent and Deputy Regent in the ATABELA innovation program. these were instructed to the Department of Agriculture, the existence of collaboration in the implementation of innovation ATABELA. In terms of leadership commitment, this research has not been supported by specific regulations in the form of local regulations on innovation, but the leadership commitment appears in the direct seed planting tool innovation program with the legitimacy of a strong Regent and legislative members, the majority of which are in the DPRD from the Golkar party whose chair is also the Regent. also, leadership commitment was found with the Regent's leadership character that was hard and a high willingness to innovate in increasing national food self-sufficiency with direct seed planting programs could be realized. This can threaten people in rural areas who have gaps in health accessibility and high levels of poverty compared to urban areas. So it is necessary to carry out village economic development, but still protect the health of rural communities from the Covid-19 disaster. This cannot be done by the government alone. Interdisciplinary and field cooperation is required by referring to the principles of collaborative governance. The research objective was to determine the ideal collaborative governance model in village development during the Covid-19 pandemic. This research uses qualitative methods with a descriptive approach. This method can be studied comprehensively and deeply. The research flow includes literacy studies, field studies, problem identification and problem formulation, data collection, data processing, data analysis, reports and publications. The results showed that community participation in disaster management was evident at the disaster management stage. Communities together carry out rescue, evacuation and provision of emergency posts or evacuation. The community also works together in providing all the needs of the affected residents. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Hasil penelitian menunjukkan bahwa pertama, tahapan penerapan e-government melalui M-Bonk Di Kabupaten Sidoarjo masih berada pada tingkat awal yaitu tingkat persiapan dan tingkat pematangan. Kedua, prosedur penerapan aplikasi M-Bonk di Kabupaten Sidoarjo yaitu mendownload aplikasi M-Bonk melalui playstore pada handphone android, membuka menu pelaporan, masyarakat menginput identitas pelapor, foto/video, dan nama lokasi kejadian, pada tahapan terakhir masyarakat hanya perlu untuk memilih tombol simpan sehingga data yang diinput akan tersimpan. Kemudian input data yang tersimpan akan ditindaklanjuti oleh petugas Dinas PU Bina Marga terkait. This type of combination research was used in this study which resulted in the conclusion that most of the leadership of the village head with stakeholders including traditional leaders, religious leaders, community leaders, women's groups, BPD and LPMD had been going well. Although the process of building good relations with former political opponents was still an obstacle, especially in the original village cluster. Second, the leadership of the village heads in the three village clusters was of various types where the first cluster seemed liberal, middle democratic and continued democratic-autocratic. Third, the direct relationship between the village head and subordinates as well as the community in the three village clusters has been well established in terms of providing information, coordination, openness and transparency, although community trust in openness and transparency is seen as good only in villages with advanced clusters. Innovation of 6-in-1 program is an innovation containing the 6 products of population services (birth, death, moving, arriving, marriage, divorce). This research applies the Innovation Governance Theory from the United Nation, namely Institution, Policy Actor and Community in subsequent management, then elaborated by using the Theory of Cook and Mathews, namely Risk Management and Technology. This research applies “qualitative descriptive method‟ .The technique in determining the informant is classified into 2 (two) sample takings, the purposive sampling and the snowball sampling. Data are collected through observation interview, and documentation. The triangulation technique is used for verification or checking. Output of this research reveals that the innovation management must be supported by various aspects, such as the supporting policy, level of employees‟ compliance, community serving attitude, synergy among the stakeholders, culture, and community participation.
