Kehadiran internet di masyarakat desa belum tentu menjadi sebuah kebutuhan, baik karena rendahnya kesadaran akan manfaatnya ataupun tidak terhubungnya internet dengan sistem nafkah yang ada di masyarakat pedesaan. Upaya mendekatkan ketersediaan internet dengan kebutuhan riil masyarakat dapat dilakukan dengan pendekatan psychological empowerment, yaitu TIK harus dikaitkan dengan faktor intrapersonal, interaksional dan faktor perilaku masyarakat (Aji, dkk.2010). Perilaku penggunaan internet dianalisis secara kuantitatif dengan menggunakan variabel Niat Menggunakan ( behavioral intention ) sebagai penentu langsung dari tindakan atau perilaku seseorang. Kontruk-kontruk dalam model the Unified Theory of Acceptance and Use of Technology (UTAUT): performance expectancy, effort expectancy, social influence s dan facilitating condition digunakan sebagai faktor-faktor yang mempengaruhi Niat Menggunakan. Penelitian ini dilakukan di Desa Pasar VI Kualanamu, desa yang telah mendapatkan fasilitas dan sarana TIK melalui Desa Informasi. Analisis dilakukan secara deskriptif dan Confirmatory Factor Analysis (CFA) serta analisis model struktural Structural Equation Model - Partial Least Square (SEM-PLS). Hasil pengujian SEM-PLS menunjukkan nilai R-Square 0,752. Kemudian dengan menggunakan metode boot-strapping dalam smartPLS, didapatkan bahwa faktor effort expectancy dan social influence s yang berpengaruh secara signifikan terhadap Niat Menggunakan internet. Abstract Provis ion of access of ICT (internet) for rural communities aimed not only for reducing the digital divide but also to encourage the meaningfull activit y and productivity. I nternet may be not needed by rural community, due to low awareness of the benefits and also there is not interelated with living systems of rural communities. Attempts to bring the internet become the real needs of rural/villager, the approach of psychological empowerment is needed. ICT must be attributed to factors intrapersonal, interactional and behavior al factors of society (Aji, dkk.2010). Internet usage behavior were analyzed quantitatively by using variable behavioral intention as a direct determinant of a person's actions or behavior. The contructs in the model of the Unified Theory of Acceptance and Use of Technology (UTAUT) such as performance expectancy, effort expectancy, social influences and facilitating condition w ere analyzed as factors that can affect i ntention to u se internet . Sebagai agen perubahan sosial, operasionalisasi radio komunitas berkaitan dengan strukturasi Anthony Giddens. Strukturasi memiliki tiga konsep utama yakni signifikansi, dominasi, dan legitimasi. Dalam penelitian ini, terdapat dua radio komunitas yang didirikan oleh warga desa di desa Gadingsari ( Kabupaten Bantul) dan desa Kaliagung ( Kabupaten Kulon Progo) lebih dari sepuluh tahun lalu. Paworo FM di Gadingsari dan Trisna Alami FM di Kaliagung dikenal sebagai radio komunitas yang menyebarluaskan informasi secara berkesinambungan . pendekatan kualitatif dengan paradigma konstruktivisme dipergunakan untuk menginterpretasikan dunia kehidupan, menekankan signifikansi realitas sosial, dan menemukan interaksi agen dan struktur. Lebih lanjut, teknik pengumpulan data dilakukan dengan wawancara, observasi, diskusi kelompok terfokus, dan dokumentasi. Etnografi komunikasi daplikasikan sebagai upaya untuk menyelidiki perilaku dan pola komunikasi warga desa . Implementasi semiotika sosial menghasilkan beberapa kajian wacana penting tentang informasi pembangunan di desa . Meskipun kedua radio tersebut tidak tergantung pada aspek komersial, para aktor media masih tetap berjuang untuk menembus batas kesenjangan informasi di desa mereka. Abstract This article describes about the existence of community radio as an information agent in rural area in Yogyakarta. As a social change agent , the operation of community radio linked with the concept of structuration ( Anthony Giddens). Structuration has three main concepts such as of significance, domination and legitimation. In this research, there are two community radios that has built by people in Gadingsari village (Bantul Regency) and Kaliagung village ( Kulon Progo Regency) more ten years ago .Paworo FM (Gadingsari village) and Trisna Alami FM ( Kaliagung village ) are known as the community radio which disemminate information continuosly. A qualitative approach and constructivism paradigm used to interpret the living world, emphasize the significance of social reality, and discover the interaction of agent and structure. Furthormore, the data collection techniques are : interview, observation, focus group discussion, and documentation. Ethnography of communication has been applied as an attempt to explore the behavior and communication pattern of villagers. The implementation of social semiotics carried out some important discourse of development information in those villages. Evaluasi penggabungan, peleburan, dan pengambilalihan dilakukan oleh masing-masing instansi terkait sesuai dengan kewenangan yang diberikan oleh Undang-Undang. Koordinasi tata cara/prosedur penggabungan, peleburan, dan pengambilalihan antara instansi terkait perlu dilakukan. Beberapa hal yang disarankan perlu dilakukan oleh Kemkominfo/BRTI terhadap penggabungan, peleburan, dan pengambilalihan penyelenggara telekomunikasi seluler diantaranya penilaian pre-merger dan pengawasan post-merger. Penilaian pre-merger melalui nilai perusahaan dan penilaian kelayakan (pre-merger) dalam hal strategic and business due diligence (kecuali isu hukum persaingan usaha); technological & integration issues; financial & commercial due diligence (kecuali isu hukum perusahaan); dan public interest. Sementara itu, pengawasan post-merger meliputi: laporan berkala tentang pencapaian komitmen, laporan berkala tentang kinerja, dan pengawasan terhadap kewajiban interkoneksi. Abstract Studies on merger, consolidation and acquisition of mobile telecommunications providers(operators) in Indonesia is to be carried out to further create a healthy climate, and build the national economy, which would not be detrimental to the players and consumers in the sector. The evaluation of merger, consolidation, and acquisitions were carried out by each of the relevant agencies in accordance with the authority granted by the Act. The coordination of the procedure / merger procedure, consolidation or acquisition between the relevant agencies is to be implemented. Based on this study Kemkominfo / BRTI is recommended to assess the pre-merger and supervision of post-merger through the company's value and feasibility assessment (pre-merger) in terms of strategic and business due diligence (except in the law concerning competitive issues); technological and integration issues; financial & commercial due diligence (except for the company's legal issues); and public interest. Model New ICT Ecosystem dirumuskan Profesor Martin Fransman membagi kosistem TIK menjadi 4 layer yaitu elemen jaringan (layer1), jaringan (layer2), platform, konten dan aplikasi (layer3) dan konsumen final (layer4). Studi ini bertujuan untuk mengetahui peluang dan tantangan bagi pelaku industri ekosistem TIK Indonesia serta rekomendasi strategi pemerintah untuk mendukung pertumbuhan industri TIK lokal dan ekonomi kreatif. Studi ini menggunakan pendekatan kualitatif, pengumpulan data melalui FGD dan dept interview dengan narasumber pakar TIK, MIKTI, Kementerian Kominfo, Kementerian Perindustrian dan Detiknas. Dari hasil studi, peluang terbesar Indonesia untuk bersaing dalam industri TIK berada dalam layer 3 yaitu industri konten dan aplikasi. Sedangkan melalui analisis SWOT disimpulkan bahwa untuk mendorong pertumbuhan industri lokal dan ekonomi kreatif diperlukan strategi antara lain kerjasama sektor pemerintah dan swasta untuk membangun inkubasi TIK dan technopark , kebijakan pemerintah memberikan insentif, proteksi maupun promosi kepada industri TIK domestik. Strategi yang dapat dilakukan Pemerintah untuk mengurangi ketergantungan komponen LN dari industri elektronika dan telekomunikasi dengan pelaksanaan rencana aksi peraturan TKDN industri TIK dan fasilitasi akses finansial/pembiayaan bagi industri. Strategi lainnya adalah peningkatan kualitas tenaga kerja TIK dengan fasilitasi sertifikasi kompetensi (SKKNI bidang kominfo). The purpose of the study was to understand the opportunities and challenges as well as strategic recommendations for the government to support the local ICT industr ies and creative economy growth. This study used a qualitative approach, data collection through focus group discussions and interviews with informants from ICT experts, MIKTI, MCIT, Ministry of Industri and DeTIKNas. The study results based on \"New ICT Ecosystem\" model, the biggest opportunity for Indonesia in ICT industries are content industry and application. Through SWOT method analysis concluded that to encourage local industries and the creative economy growth a couple strategies need to be taken, government and private cooperation to build ICT incubation and techno - park, policies by providing incentives, protection and promotion of the domestic ICT industries . Pada periode transisi, sinyal analog dan digital dipancarkan secara bersamaan yang dikenal dengan masa simulcast . Selain untuk tetap menjamin hak masyarakat mendapatkan informasi melalui media TV, tujuan masa transisi adalah agar masyarakat mulai melakukan peralihan ke siaran digital. Proses digitalisasi tidak hanya melibatkan teknologi, melainkan juga perubahan cara pandang terhadap berbagai aspek yang lahir dari teknologi digital tersebut. Keberhasilan migrasi analog digital ini perlu dibangun melalui kesadaran masyarakat untuk beralih tanpa paksaan sehingga faktor penerimaan masyarakat atas implementasi siaran digital perlu diperhatikan. Penelitian ini dilakukan untuk melihat faktor apa saja yang berpengaruh dan seberapa besar pengaruh pada penerimaan masyarakat terhadap siaran televisi digital di masa simulcast dengan konsep penerimaan teknologi baru oleh masyarakat dengan menggunakan teori penerimaan Unified Theory of Acceptance and Use of Technology (UTAUT) . Analisis dilakukan dengan analisis jalur untuk mengetahui tingkat signifikan variabel dan seberapa besar koefisien jalur memberikan pengaruh. Secara keseluruhan faktor-faktor yang memengaruhi penerimaan masyarakat dalam model penelitian ini memberikan besaran pengaruh variabel sebesar 53%, sedangkan sisanya 47% menyiratkan ada variabel-variabel lain yang berpengaruh dalam penerimaan masyarakat terhadap siaran TV digital free to air di masa simulcast. Abstract Indonesia has entered the era of digital television broadcasting and it is currently in a transition period. In the transition period, the analog and digital signals simultaneously emitted , this is known as simulcast period. The goal of transition period is to ensure the public's right to get information through TV media, and to giving time for the society to make the transition for digital broadcasting. The digitization process involves not only technology, but also involved the perspective of the various aspects of the adoption of the digital technology. The success of this digital analog migration needs to be built through public awareness , so that the factors of public acceptance for the implementation of digital broadcasting need to be considered. This study was conducted to see what factors influence on public acceptance of digital television broadcasting in the simulcast period using the concept theory of Unified Theory of Acceptance and Use of Technology (UTAUT). Analyses were performed with path analysis to determine the level of significant variables and how much influence gave the path coefficients. Dalam konteks teori ekonomi poliTIK, terkait dengan struktur KKG, maka Jacob Oetama menjadi the prime social agent yang tetap dipertahankan dalam struktur KKG dengan gaya kepemimpinannya yang manajemen kolektif sehubungan ketidaksiapan para agen lainnya menerima suksesi. Berkaitan fenomena spasialisasi maka perkembangan TIK memiliki aspek positif dan negatif bagi media. Fenomena spasialisasi ini di sisi lain bisa pula menjadi indikasi bahwa the prime social agent dalam struktur KKG dalam sedikit hal yang relatif bersifat force major ternyata bisa juga terpengaruh oleh struktur eksternal (perkembangan TIK). Kebijakan spasialisasi melalui konvergensi media sekalipun masih rugi namun tetap dipertahankan para the prime social agent di dunia termasuk di struktur KKG karena dinilai dapat menguatkan posisi marketing mereka dan di masa mendatang diyakini semakin membaik. Namun optimisme tersebut bisa terganggu juga dengan munculnya fenomena spasialisasi yang muncul dari anggota masyarakat sejalan dengan perkembangan teknologi gadget seperti melalui pemunculan berbagai sistem operasi yang ada kini (I OS, Android OS atau Microsoft OS). Abstract Based on the analysis of secondary data concluded that the related phenomenon of structuration, Oetama become the prime social agent in KKG structure. In the context of the theory of political economy, associated with the structure of KKG, then Jacob Oetama become the prime social agent will be retained in the structure KKG in the style of leadership of collective management in respect of the unpreparedness of the other agent receives succession. Hal ini merupakan ciri dari pemerintahan yang baik ( good governmen t). Sejak adanya Inpres No.3 tahun 2003 tentang kebijakan dan strategi pengembangan e-Government, Pemerintah dituntut harus mampu memanfaatkan kemajuan Teknologi Informasi dan Komunikasi (TIK) untuk meningkatkan efisiensi, efektifitas, transparansi dan akuntabilitas Pemerintah. Oleh karena itu Pemerintah harus melaksanakan proses transformasi menuju e-Government sebagai upaya untuk mengembangkan penyelenggaraan pemerintahan berbasis elektronik sehingga dapat mengoptimasikan pemanfaatan potensi TIK secara luas. Namun cukup disayangkan, pengembangan sistem e-Government dapat dikatakan belum optimal atau masih jauh dari yang diharapkan. Berbagai hasil survei menunjukkan bahwa Indonesia masih tertinggal dalam hal adopsi e-Government dibandingkan dengan negara maju. Berdasarkan e-Government survey yang dilaporkan oleh UNDESA (2014) bahwa di tingkat Asia tenggara, Indonesia berada pada peringkat 110 jauh di bawah Vietnam yang berada pada peringkat 65 apalagi jika dibandingkan dengan Malaysia (59) dan Singapura (10). Sejalan dengan hal tersebut, e-Government ranking dari Waseda (2015) menunjukkan bahwa Indonesia berada pada peringkat 29 dari 38 negara yang disurvey. Indonesia juga jauh berada di bawah Malaysia (25), Thailand (22) dan Singapura (1). Begitu juga survey di tingkat nasional, PeGI (Pemeringkatan e-Government di Indonesia) 2014 melaporkan hasil yang kurang memuaskan dimana dari total 22 propinsi yang dinilai lebih dari 50 % (13) propinsi termasuk dalam kategori kurang dan bahkan rata-rata seluruh propinsi juga mendapat penilaian kurang. Dengan demikian dapat dikatakan bahwa e-Government yang dikembangkan mengindikasikan hanya sekedar pemenuhan terhadap kebijakan tersebut karena layanan yang diberikan tanpa disertai kualitas. Namun jika ditilik kondisi pemanfaatan e-Government di tingkat nasional, memang sudah banyak daerah yang memiliki inisiatif mengembangkan sistem e-government. Oleh karena itu hal yang menjadi tantangan adalah bagaimana menilai keberhasilan atau efektivitas e-Government. Dalam penelitian ini penulis bertujuan ingin melakukan evaluasi kualitas layanan e-Government melalui website yang diakses oleh publik. Metode penelitian yang digunakan adalah survei untuk menilai kualitas layanan e-Government dengan pendekatan e-Govqual. E-Govqual merupakan kerangka dimensi yang mencakup berbagai faktor yang mempengaruhi penilaian kualitas layanan dari e-Government. Penilaian atau evaluasi kualitas layanan menggunakan analisa IPA (Importance Performance Analysis) untuk menlihat gap antara harapan dan kinerja layanan yang diberikan. Barrantes (2007) telah mendefinisikan keterbatasan akses dan penggunaan ICT sebagai digital poverty yang meliputi tidak hanya dimensi ekonomi, tetapi juga kemampuan literasi TIK. Empat kategori kemiskinan digital seperti leveling yaitu extremely digitally poor, digitally poor, connected dan digitally “wealthy” . Penelitian ini fokus pada masalah yang terjadi di Indonesia dengan memetakan dan menganalisis kondisi digital poverty . Hasil penelitian akan berguna untuk mempertajam kebijakan pro-poor di sektor ICT seperti salah satunya adalah kebijakan layanan telekomunikasi universal. Dengan menggunakan data yang dikumpulkan dari Survei Indikator ICT untuk Rumah Tangga dan Individu yang dilakukan dalam 3 tahun terakhir yaitu 2014, 2015 dan 2016, dan juga dilengkapi dengan data Potensi Desa (Podes) tahun 2014, maka penelitian ini menemukan bahwa terjadi peningkatan baik dari digitally “wealthy” dan extremely digitally poor . Pembangunan TIK telah mendorong pemanfaatan internet untuk aktivitas e-commerce dan interaksi layanan e-government dan e-business , namun disisi lain terdapat potensi digital exclusion untuk individu yang dalam kondisi kemiskinan digital yang ekstrim. Penelitian ini juga menemukan bahwa selain faktor ekonomi, faktor kondisi SDM rumah tangga dan kondisi supply ICT dan listrik juga ikut berpengaruh terhadap kemiskinan digital. Bahkan dari ketiga faktor tersebut, kondisi SDM adalah faktor yang paling berpengaruh. ABSTRACT ICT development policy should concern not only market development (pro-growth) but also pro-poor policy. Barrantes (2007) has defined the lack of ICT as digital poverty. That covered not only economic dimension, but also ICT illiteracy. The four category of digital poverty as leveling are extremely digitally poor, digitally poor, connected and digitally “wealthy”. This research focus on that issue in Indonesia by mapping and analysis the digital poverty. The reseacrh result will be usefull to shaping the pro-poor policy for ICT sector such as universal telecomunication service.
