The authors conclude that the reform of these areas goes on and its key factor at this stage is the decision of the legislator to form a public law company «Roskadastr» with its possible authorization with additional functions in the field of cadastral relations. The author marks the transition from a Western-centric worldview focused on integration with the West to the formulation of tasks of sovereign original development for the achievement of which the conceptual provisions of the civilizational approach and the thesis of Russia as a civilization state were introduced into the official narrative. The conceptual complexity of the civilizational approach using is stated due to the crisis phenomena historically inherent in the Russian national identity, characterized by S. Huntington as «torn» one as a result of centuries-old modernization based on westernization. The author in the research, along with the historical-contextual method, the method of content analysis, actively used the method of civilizational analysis (spatial-civilizational analysis). By using this method, the author introduced the term of geocivilization into scientific circulation, which is currently actively used by scientists, analysts and experts The paper concludes that the Russian civilization has a fundamental distinguishing feature – the system-forming factor of its formation and functioning is not a single religion (as with most civilizations), but a common historical fate formed as a result of long-term cohabitation of representatives of many ethnic groups and faiths. Consequently, representatives of the Russian civilization have a dual identity – they feel belonging to the culture of one of the numerous ethnic groups (national culture) and at the same time feel belonging to a large Russian culture. Conditions are being created at different levels to equalize the socio-economic situation of the regions that became part of Russia as a result of the referendums of autumn 2022. The mechanisms of state support for the non-profit sector that have emerged in recent years have laid the foundation for the systematic activities of public institutions. Research conducted over several years shows that spiritual and moral values ​​can be the basic principle uniting people. That is why special attention should be given not only to social projects of non-profit organizations, but also to their initiatives in the sphere of education and upbringing. Such programs implemented by civil society institutions in the Donbass can become an effective soft power that enhances more sympathy to the government both in the new four regions and in the rest country. The article analyzes measures taken by the state government bodies of the Russian Federation for seamless integration of the Novorossiya historical territories into the modern Russia. In addition, the author gives examples of successful implementation of projects and programs aimed at this by public institutions. Declarative sovereignty has adopted the formal characteristics of domestic statehood. In reality, the value-target settings of the authorities have come into conflict with them, demonstrating an exogenous type of Russian statehood incorporated into the North Atlantic civilization as its peripheral element. The rejection of Russian energy resources imposed by Brussels on the EU member states has made it necessary for Italy to revise the list of suppliers capable of replacing the volume of gas imported from Russia immediately. In an effort to curb the rise in electricity prices, which had a negative impact on the quality of life of its citizens, the Italian government had to abandon its long-term plans for a gradual transition to alternative energy sources and opt for a mechanical substitution of Russia with partners from Africa. Meanwhile the Italian authorities almost abandoned their traditional policy of monitoring human rights in those countries.
