With a measurement procedure based on the improved triaxial measurement setups using multiconductor transmission line theory for evaluation, it is possible to determine individual transfer impedances and admittances for each inner conductor of a shielded multiconductor cable over a broad frequency range. In this paper the transient effects in L-C-R circuits at switching-off events are investigated, with emphasis on the overvoltage transients developed across the terminals of the switching device, and transients across the power line leads of the output ports of the L-C-R filter. In addition, the gradual transition of the solid state device from \"on\" to \"off\", states and the consequent time dependent behavior of its dynamic impedance are investigated. It is shown that a gradual variation of the switch resistance results in a drastic reduction of the overvoltage amplitude. The analysis demonstrated that an oscillatory process may be developed during the switch-off event, primarily due to the series resonant circuit composed of the series filter inductor and the switch parasitic capacitance, however, under certain circuit conditions, the transient process may be a-periodic. The transitory nature of the current in the structure, and the return current is taken into account in the calculation of the field. This paper also presents an elegant expression for calculating the resultant electromagnetic field produced by the current transients in cables or transmission lines. By taking into consideration a line disposed arbitrarily in the Cartesian coordinate system, using the Maxwell equations and applying the magnetic potential vector, we come to the generalized expressions for the electric and magnetic fields as a function of current and position in the time domain. This expression is a generalization of the expression proposed by Christopoulos. The method has been shown to be very useful in applications where lines are disposed in arbitrary manners and especially in systems in which various lines are interconnected such as lightning protection systems (LPS) or a grounding system. The results obtained with such expressions are compared to other numerical methods. In this paper a mathematical model is developed which predicts optimum design. The model is compared to experimental results. The model uses a specific area of variational calculus called Lagrangian multipliers. In Lagrangian multipliers we minimize or maximize a function with constraints. We can maximize the Helmholtz resonance frequency with constraints on the magnetic field (magnetic flux density), the electric field, current and impedance. This model will tell us how to design Helmholtz coils to maximize the magnetic field, maximize the self resonance, minimize the electric field, and minimize the number of turns. At low frequencies, the shielding effectiveness for a single shield increases at the rate of 20 dB/decade and depends on the surface resistivity and enclosure size. At mid frequencies, the shielding effectiveness is frequency independent and depends on the surface resistivity. At high frequencies, the standing waves inside the enclosure become apparent and the shielding effectiveness depends on the absorption in the enclosure and the apertures in the walls. With metallized fabric presently available, the effectiveness of a single shield on a large facility can be in the range of 60 to 85 dB for frequencies above a few hundred kHz. This description includes the terms which allow the transmission line to reradiate energy. We show that these equations contain the classical transmission line resonance conditions. We also show that the equations are equivalent to a Fredholm integral equation of the first kind. We have developed a computer code that solves this integral equation. This paper describes an approach taken to achieve this high efficiency: the automation of time intensive measurements that are performed on a regular basis. Organizations that are responsible for spectrum management periodically require spectrum surveys to identify spectrum usage and compatibility issues. The Institute for Telecommunication Sciences (ITS) has developed an automated scheduler to reduce the need for highly trained personnel on-site and to collect/record data on a 24-hour basis.
