Salah satu tindakan yang diambil pemerintah adalah melakukan penggabungan Kementerian Riset dan Teknologi dengan Kementeri Pendidikan dan Kebudayaan, menjadi Badan Riset dan Inovasi Nasional (BRIN) untuk mengembangkan riset, inovasi dan teknologi dapat terstruktur. Metode penelitian yang digunakan dalam penulisan artikel ini adalah metode penelitian pustaka (literature review) dari berbagai sumber yang terkait objek penelitian. Penelitian ini adalah penelitian kualitatif deskriptif. Sehingga dapat diketahui adanya BRIN merupakan bagian dari strategi reformasi menuju good governance dengan sistem perubahan dan pengembangan organisasi. Bentuk perubahan organisasi diwujudkan dengan LIPI, BATAN, BPPT, LAPAN melebur ke dalam BRIN. Sehingga pelaksanaan penelitian dan anggaran akan berfokus pada 1 lembaga. Konesp perubahan dan pengembangan dalam BRIN akan membentuk kualitas riset di Inodonesia semakin baik. Fokus kegiatan BRIN pada penelitian, pengembangan, pengkajian, penerapan, invensi dan inovasi yang terintegrasi. This research is aresearch mix method combining quantitative and qualitative. Respondents in the study were 30 restaurant and UMKM business actors selling souvenirs and vehicle repair shops, as well as 10 new business actors who emerged using purposive sampling technique. The results showed that the restaurant and UMKM sellers of souvenirs and vehicle repair shops experienced a significant decrease in income after the existence of JTTS. Meanwhile, the exit toll at Terbanggi Besar has experienced quite rapid growth in new businesses. Based on the statistical test (1) Development JTTS significant effect on the reduction in income the restaurant business and SMEs sellers of souvenirs and vehicle repair shop on the street Central Crossing Sumatra from exit toll roadTerbanggi Besar to exit the toll Mount Sugih with valuet for 8435 is greater than > 2,048 with an influence of 71.8%. (2) Development JTTS significant effect on the growth of new businesses are emerging withtvaluethe for 8222 is greater than> 2.306 with the effect of 89.4%. Data diperoleh dari observasi dan litearatur dan dianalisis dengan pendekatan deskriptif kualitatif. Pasar sebagai fasilitas umum (badan publik) wajib menyediakan kemudahan sarana dan prasarana mengakses bagi publik dan penyandang disabilitas. UU tersebut memberi wewenang pada pemerintah membentuk lembaga inndependen (Komisi Nasional Difabel) agar mengevaluasi penyelenggara fasilitas publik menaati UU Difabel. Hanya saja, terbatasnya jumlah anggota Komnas Difabel maka kinerjanya perlu bermitra dengan Kepanduan di lembaga pendidikan. The type of research used is descriptive with qualitative approach. Data is generated from interviews, observations and documentation. The results of the study obtained that the policy formulation process of the Smart Village program of Lampung Province uses an institutional approach, namely the Office of Community Empowerment, Village and Transmigration of Lampung Province as a policy formulator in coordination with the Regional Development Planning Agency of Lampung Province as well as harmonization of regulations with the Law Bureau of the Secretariat of Lampung Province. The policy content of the Smart Village program in Lampung Province is in accordance with the problems in the village and the strategic issues of the village in Lampung Province as well as the goals to be achieved in the Smart Village concept. The policy form of The Smart Village program of Lampung Province is in accordance with the macro, micro and word-by-word forms in accordance with the guidelines for the preparation of regional legal products contained in Regulation of the Minister of Home Affairs No.80 of 2015 concerning the Establishment of Regional Legal Products. In the future, it is expected that in the smart village policy formulation of Lampung Province also prioritizes a bottom-up approach. In addition, in order to strengthen the implementation, the Master Plan and other technical policies are immediately established. Menurut data dari Badan Pusat Statistik (BPS) Jawa Tengah, Kabupaten Kebumen pada tahun 2019 berada pada angka kemiskinan 16,82% . Angka ini jauh lebih tinggi dari angka kemiskinan Jawa Tengah dan Nasional. Di sisi lain, Kabupaten Kebumen mempunyai potensi yang besar di bidang pariwisata karena keberadaan Geopark Karangsambung-Karangbolong (GKK). Geopark ini diwacanakan dapat mengurangi angka kemiskinan di Kabupaten Kebumen. Pengelolaannya dilakukan sesuai dengan konsep sustainable green tourism dengan prinsip collaborative governance. Berbagai wacana pengembangan geopark ini tertuang dalam media online berupa website yaitu geopark.kebumenkab.go.id. Penelitian ini menggunakan metode discourse network analysis (DNA) untuk menganalisis teks berita yang terdapat pada website geopark.kebumenkab.go.id yang dimulai dari bulan Februari 2019 hingga bulan Juli 2020. Lokasi penelitian yaitu Kota Surakarta khususnya di Dispendukcapil Kota Surakarta. Metode yang digunakan dalam penelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, studi kepustakaan, dan studi dokumentasi, sedangkan teknik penentuan informan menggunakan teknik purposive sampling. Teknik analisis data menggunakan model analisis interaktif Miles dan Huberman serta validitas data melalui triangulasi teknik dan triangulasi sumber. Hasil penelitian menunjukan implementasi program SINTEN dilakukan melalui tiga tahap yaitu tahap pengorganisasian, interpretasi, dan aplikasi atau penerapan dengan beberapa bentuk kegiatan. Kemudian tahapan tersebut dilihat dari aspek kepatuhan pelaksana terhadap petunjuk teknis atau aturan pelaksanaan pada Peraturan Menteri Dalam Negeri Nomor 14 Tahun 2015 bahwa dapat diketahui dalam tahap pengorganisasian yang dilakukan pelaksana belum sepenuhnya sesuai dan patuh pada aturan pelaksanaan, tetapi dalam tahap interpretasi dan tahap aplikasi atau penerapan pelaksana program telah sesuai dan patuh pada aturan pelaksanaan. Penelitian ini merupakan penelitian deskriptif kualitatif yang dilaksanakan di DPMPTSP Kabupaten Sukoharjo. Data diperoleh melalui wawancara dengan teknik purposive, dokumentasi dan observasi yang dianalisis menggunakan model analisis data Miles dan Huberman. Hasil penelitian menunjukkan bahwa implementasi Program SPION di DPMPTSP Kabupaten Sukoharjo sudah berjalan dengan baik. Faktor yang mendorong implementasi Program SPION di DPMPTSP Kabupaten Sukoharjo yaitu faktor sumber daya, disposisi, dan struktur birokrasi. Sedangkan faktor yang menghambat implementasi Program SPION di DPMPTSP Kabupaten Sukoharjo yaitu faktor komunikasi, seperti terbatasnya masyarakat yang diundang dalam kegiatan sosialisasi, terbatasnya anggaran untuk kegiatan sosialisasi, dan sekarang ini masyarakat sudah jarang yang memiliki dan mendengarkan radio. Utomo","doi":"10.20961/JMWP.V1I2.54605","DOIUrl":"https://doi.org/10.20961/JMWP.V1I2.54605","url":null,"abstract":"Penelitian ini bertujuan untuk mendeskripsikan tipologi inovasi aplikasi “telunjuk sakti” dalam pelayanan administrasi kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Wonogiri, yang dikaji dengan teori tipologi inovasi menurut Perry (2010). Jenis penelitian ini adalah deskriptif kualitatif, dengan teknik pengumpulan data menggunakan wawancara. Penentuan informan menggunakan teknik purposive sampling dan snowball sampling. Validitas data menggunakan triangulasi sumber. Teknik analisis data menggunakan model analisis interaktif Miles & Huberman. Hasil penelitian menunjukkan bahwa terdapat enam tipologi inovasi pada aplikasi “telunjuk sakti”. Dari keenam tipologi inovasi tersebut terdapat tiga tipologi inovasi yang memenuhi keseluruhan kriteria, yaitu inovasi produk, merupakan produk baru yang disebarkan melalui sosialisasi, serta disesuaikan dengan kebutuhan saat ini; inovasi pelayanan terjadi pembaharuan model pelayanan menggunakan handphone; dan inovasi sistemik menjalin kerjasama dalam hal pemanfaatan data kependudukan dan dalam hal pelayanan. Sedangkan tiga tipologi inovasi lainnya hanya memenuhi sebagian kriteria, yaitu inovasi proses terjadi pembaharuan prosedur pelayanan; tipologi konseptual terdapat pembaharuan mindset pegawai; dan inovasi kebijakan terdapat strategi untuk mendukung pembaharuan mindset pegawai.
