Knowing how the tourism strategy was implemented in the times of pandemic and what were the tips to be able to survive in this limited condition were two interesting things this article studied. Like many other tourist attractions, Bancakan Salak cultural tourism was also affected by the pandemic. Yet, as previous research has concluded, Galengdowo's local society had three essential traditional values reflected in Bancakan Salak cultural tourism that helped them to get through this situation. These three values were collectivism, gratitude, and almsgiving. These three values also created further key concepts in responding to the pandemic, the importance of resilience, and innovation. Using qualitative method (in-depth interview) combined with the observation participatory method, and also ABCD (asset-based community development), this article highlighted the crucial role of human basic needs resilience and socio-cultural resilience. Because in the era of globalization nowadays, connectivity had proven could be substituted by collectivism, gratitude, almsgiving, and other traditional values that hold tight the element of togetherness. This article also highlighted the role played by cultural assets and personal assets to build villages' capacity. The government of West Lombok Regency has drawn up a strategic plan to address the complexity of the problems that arise in halal tourism. This research used a qualitative method. Data were collected through documentation, observation, and interview techniques. The results showed the implementation of the strategy has been carried out in the form of activities and programs. The tourism destination has been characterized as halal and supported by regulatory clarity, the Islamic Culture Community in West Lombok Regency, which is also attached to the natural conditions that are very supportive and the support of the enthusiastic tourism awareness group (POKDARWIS). However, there are still obstacles, including the lack of a clear concept of halal tourism in West Lombok Regency, the lack of marketing or promotion of halal tourism, as well as inadequate and halal-certified facilities. So the recommendation that needs to be conveyed by the Government tourism office of West Nusa Tenggara is the need to translate the program into various activities in more detail and must involve stakeholders to help standardize and certify.","PeriodicalId":30680,"journal":{"name":"Journal of Indonesian Tourism and Development Studies","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2022-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"75761667","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Based on doctrinal legal research method with a statutory and conceptual approach, this article used the concept of sustainable tourism to explore the opportunities and challenges faced by Indonesia in developing tourism sector. This article argues that even though Indonesia has the 2009 Tourism Law that specifically regulates tourism governance based on a multisectoral approach, this law does not clearly adopt the concept of sustainable tourism, resulting in different perceptions between actors at various levels of tourism administration. The sustainable tourism agenda in particular still depends on the initiatives of each actor, is fragmented and heavily influenced by various factors of power relations, financial capacity, and human resources. This article suggests the need for strengthening legal and institutional frameworks to achieve the 2030 Agenda for Sustainable Development Goals that place communities as the subject of tourism development.","PeriodicalId":30680,"journal":{"name":"Journal of Indonesian Tourism and Development Studies","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2022-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"85239296","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The firm conception of knowledge about the village plays a role in seeing the people as a lagging community. The presence of actors who parade the village community in Malang City brings a new concept, Kampung Cempluk tourism village, to support the community to move from the marginal condition. This study analyzes how communication patterns occur during the mobilization actors conduct social organizing when promoting the Kampung Cempluk tourism concept in Malang City. The method used is descriptive qualitative by applying interviews and technical data analysis to find in-depth findings. The research findings show that the communication process carried out by the mobilization actor can infiltrate the values of the social wisdom of the Cempluk community. This communication process occurs in various activities such as tahlilan (communal feast for event ) , prayer, or PKK (Family Welfare Program) meetings. Furthermore, this study shows that the process of transforming knowledge about Kampung Cempluk is directly conveyed through social routines. This social routine encourages the community to collectively agree on the Kampung Cempluk Festival (CVF), where social organizing is carried out in the movement process. The study results show that villagers who are known as disadvantaged groups can pattern complementary communication into symmetrical communication. Submission of concepts by village movers triggers a collective spirit among them and direct action in maximizing the implementation of CVF, and then increases social relations with other stakeholders such as university students, lecturers, and sponsorship.","PeriodicalId":30680,"journal":{"name":"Journal of Indonesian Tourism and Development Studies","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2022-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"84317487","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
