El interés por verificar este tema, surge \u0000de la aceptación generalizada en considerar que, durante este periodo, no existen reflexiones teóricas al \u0000respecto, y por el contrario, el urbanismo y la arquitectura hechos en Colombia obedecen a la adopción de \u0000“patrones formales accidentalmente caídos en estas latitudes, carentes de nexos con la incipiente identidad \u0000cultural”; lo que niega cualquier posibilidad de reflexión local y demerita los valores de estas arquitecturas. Arquitetonicamente, apresenta diversidade \u0000estilística com predomínio de elementos inspirados no estilo eclético, além da coexistência de elementos \u0000típicos do período colonial e neoclássico. \u0000No final do século XIX e início do século XX, a sede de Santa Leopoldina funcionava como entreposto \u0000comercial que lhe permitia o monopólio na distribuição sobre os produtos que circulavam no rio, fato que \u0000conferiu grande prosperidade econômica e cultural à sede. \u0000Porém, a construção da estrada que ligava o sítio à Vitória em 1927, retirou da sede o monopólio sobre a \u0000distribuição dos produtos, o que marca o início da decadência do tráfego fluvial e da cidade. \u0000Com tais mudanças, o sítio passou a sofrer interferências, na perspectiva de atender à uma nova realidade. \u0000Assim, este trabalho pretende apresentar como a modificação da dinâmica econômica do sítio interferiu na \u0000transformação de sua paisagem urbana, nos usos e nas características dos imóveis tombados.\u0000 The Historic Site of Santa Leopoldina, built on the banks of the river Santa Maria da Vitoria, is situated \u0000in parallel to the river, occupying a relatively flat area. Architecturally, it presents stylistic diversity \u0000with a predominance of elements inspired by the eclectic style, along side the existence of typical elements \u0000of the colonial and neo-classical periods. \u0000In the late nineteenth century and early twentieth century, the site of Santa Leopoldina functioned as a \u0000trading post that allowed a monopoly in the distribution of products transiting through the river, \u0000which contributed greatly to the economic and cultural prosperityof Santa Leopoldia. \u0000However, the construction of the road linking the site to Vitoria in 1927, removed the monopoly of goods \u0000distribution from Santa Leopoldina, which marks the beginning of the decline of the river trade and the \u0000city itself. \u0000With these changes, the town began to suffer difficulties in meeting the new realities. La legislación y la aplicación práctica generalizada en Europa, a \u0000pesar de algunas reconocidas intenciones, no terminan por acometerlo de esta manera y a veces se pierde \u0000en la maraña de planes sectoriales y en la subdivisión administrativa del territorio. Una mirada al panorama \u0000francés nos permite comprender esta situación y algunos apuntes de su evolución reciente. En particular se \u0000abordaran las políticas francesas de Sectores a Salvaguardar, y las Zonas de Protección del Patrimonio y su \u0000relación con otros instrumentos de planeamiento.\u0000 Regarding the conservation of urban heritage, many international charts or even some examples of town \u0000planning since the 1970s has been insisting on the importance of its approach within the proposed whole \u0000city. Despite some recognized intentions, legislation and specially practise in Europe eventually don’t tackle it \u0000in this way and sometimes gets lost in between sectorial plans and the administrative subdivision of territory. \u0000A quick look at French panorama serves us to understand this situation and the present evolution. Para isso, elencou-se a observação dos espaços e a entrevista com os usuários como \u0000forma de compreender sua ocupação/apropriação. O levantamento dos espaços de praças e parques foi \u0000realizado através de pesquisas junto a órgãos de planejamento municipal. Esse levantamento permitiu \u0000perceber que alguns dos espaços elencados como praças pela secretaria são apenas elementos \u0000componentes do sistema viário, sendo estes descartados desta pesquisa. Assim, observaram-se duas \u0000praças e um parque e percebeu-se que a apropriação destes espaços ficou comprometida em alguns \u0000momentos por estes não possuírem mobiliário adequado ou mesmo vegetação adequada ao clima local.\u0000 This article is part of a research thesis which is being developed in the graduate in Architecture and \u0000Urbanism PósARQ UFSC program and aims to identify existing public spaces in the city of \u0000BalnearioCamboriu, as well as identify those attributes that have spaces or not guaranteeing their \u0000ownership. To do so, has listed the observation and interview spaces with users in order to understand their \u0000occupation/ownership. The survey of areas of squares and parks was conducted through surveys of Tourism \u0000Department. This survey allowed to realize that some of the squares as listed by the secretariat spaces are \u0000component parts of the road system, which are discarded in this study.
