The encoder accepts video in either the 1080 line (30 Hz) interlaced format or the 720 line (60 Hz) progressive format, and produces an MPEG-2 MP@HL compliant bitstream. The encoder processing includes large-area motion estimation, adaptive telecine processing, and an advanced rate control mechanism. We describe the HD-SAT system by presenting briefly the overall system. The propagation conditions in the 20 GHz range are particularly detailed as well as the technical answer: the graceful degradation concept. We deal with the variable bit rate-TCM 8PSK modem. The features of this modem, mainly the variable bit rate possibilities between 85 and 70 Mb/s, are described. The single-CCD color camcorder reconstructs red, green, and blue color channels from a color filter array followed by a CCD. During this reconstruction process, color cross-talk among channels (interchannel distortion) and periodically space-varying blur (intrachannel distortion) occur. The proposed restoration system reduces interchannel distortion, and then, restores each color channel by removing the corresponding intrachannel distortion. Experimental results show that the proposed system provides the improved images in both objective and subjecture senses.
