Çalışmada Atebetü’l- Hakayık’ın Semerkant nüshasından hareketle, Reşit Rahmeti Arat’ın okuyuşunda ve tarafımca yapılan okumada ortaya çıkan farklı yazım özellikleri tespit edilecektir. Bu farklılıklar ünlüler ve ünsüzler olarak iki farklı grupta değerlendirilecektir. Bu çalışma için öncelikle, Reşit Rahmeti Arat’ın “Atebetü’l- Hakayık” yayınından Semerkant nüshasına ait olan kısımlar çıkarılmış ve Semerkant nüshasına özgü bir metin oluşturulmuştur. Bunun için gerek Arat’ın verdiği metinden, gerekse dipnotlardan faydalanılmıştır. İkinci okuma ise Arat’tan tamamen bağımsız olarak, tarafımca, yalnızca nüsha dikkate alınarak yapılmıştır. \u0000Verilen örneklerden ilki Reşit Rahmeti Arat’ın “Atebetü’l- Hakayık” yayınından alınmıştır. İkinci kısımdaki örnek ise kelimenin yazımının “uygun olduğu düşünülen” biçimidir. Sanatçı yaşamı boyunca birçok fotoğraf çekmiş olmasına rağmen fotoğrafları ancak 2007 yılında ortaya çıkmıştır. Vivian Maier yaşamını dadılık yaparak kazanmış bu esnada da sokak fotoğrafçılığı ile ilgilenmiştir. Sonradan keşfedilen bu fotoğraf sanatçısının çalışmaları dönemine son derece net bir ışık tutmaktadır. Hem toplumu hem de bireyi anlık fotoğraflarla derin bir biçimde anlatan bu fotoğraflar aynı zamanda güçlü birer toplumsal belgesel fotoğrafçılık ürünleridir. Bu çalışma için fotoğrafçının çekmiş olduğu birçok fotoğraf arasından çocuk konusunu ön plana çıkaran fotoğraflar seçilmiş ve bunlar örneklem olarak kabul edilmiştir. Makalede Vivian Maier’in toplumsal sorunları fotoğraflarla ne şekilde aktardığı ve belgelediği ele alınmakta, çocuklar üzerinden Amerikan halkı arasındaki eşitsizlik, ayrım, yozlaşma ve iktidar/toplum ilişkileri gözler önüne serilmektedir. Bu amaçla dünyanın karanlık yönünü görme eğilimindeki bir dadının, kendi yaşadığı dönemi değerlendirerek çekmiş olduğu çocuk fotoğrafları üzerinden göstergebilimsel bir analiz yapılmıştır. Civilization’s perpetual struggle for freedom, independence, justice, and self-determination has many times grown into a direct or indirect confrontation between the opposing sides. However, World War I and World War II were one of the major transformative events in the history of the twentieth century, which resulted in the deaths of millions of humans and numerous destructive consequences. Furthermore, the wars and their results have fundamentally changed the World Order in post-war Europe and the US. The article aims at providing a better understanding of the phenomenon of war, conflict, and intervention. It also seeks to examine their place in contemporary international relations of today. In particular, the article has aimed to analyze a historical overview of the social, political, and cultural conflicts and studies, how it has been transformed in a modern era of the twenty-first century. The paper is concluded by highlighting the major principles of the UN on war and intervention since the organization is “Based on the principle of the sovereign equality of all its members”. The norms of the Helsinki Final Act and Just War Theory are also highlighted in the context. This study has been prepared as a result of examining articles and books written by many authors who have influential opinions in the field of wars, conflicts, and interventions. {"title":"Luxury Perception of Low and Middle Income Generation Z and Their Luxury Consumption Motivations","authors":"S. Aksu","doi":"10.46291/ijospervol7iss4pp939-959","DOIUrl":"https://doi.org/10.46291/ijospervol7iss4pp939-959","url":null,"abstract":"Purpose: This study examined Generation Z with low and moderate income levels in terms of their perception of luxury, knowledge of luxurious products and motivation of consuming luxurious products.\u0000Design/methodology/approach: The research was conducted in two stages: in-depth interviews and structured observations. Structured observations were carried out on 37 teenage participants at the ages of 17-21 (25 female and 12 male consumers). The data were collected between July and August 2020 in Turkey.\u0000Findings: According to the results of the study, this generation’s perception of luxury is divided into three categories based on concept, service and product. Females perceive luxury as flamboyance, wealth and ability to get whatever is desired, while males consider the same concept as comfort, brand quality and products that are hard to get. The participants’ knowledge of luxurious brands generally covers inaccessible brands such as Rolex, Ferrari and Christian Dior and new luxurious brands Nike, Puma and Polo. Among the participants, 54.1% planned to buy luxurious products in the future. The main factors that drive them to buy luxurious products in the future were as follows: quality of product, comfort of product, durability of product, beauty of product, elegance of product, conspicuous consumption, self fulfilment, feeling good, power of desire, having social status and improvement in economic situation. The products they consider as luxurious and plan to buy included luxurious cars, houses, clothes, jewelry and travels.\u0000Research limitations/implications: The limitation of the study is that it was a convenient sample. Therefore, the findings cannot be generalized.\u0000Practical implications: Luxury product/service providers can market new luxury products/services that are more affordable to low and middle-income Generation Z.\u0000Originality/value: Studies conducted in regard to the concept of luxury consumption and consumer perceptions have been mostly performed with participants with high income levels. This study tries to fill the gap in the literature by investigating the low and middle-income Generation Z. Public expenditure in developing countries like Ethiopia plays an important role in the process of economic development. The general objective of the study was to make a Comparative analysis of government tax revenue and expenditure budget of the federal government of Ethiopia. To conduct the study both primary and secondary data were used. Primary data were collected from the ministry of finance and economic cooperation and the tax authority using questionnaire and interviews. The collected data were analyzed using SPSS 21 version. The findings show that the tax authority has limitations in using technologies to modernize the tax administration, poor the tax collection capacity. The Tax to GDP ratio of the country is low as compared to the sub-Saharan countries. There are different factors for the poor tax collection performance; weak enforcement and low tax audit coverage, and lack of strong cooperation with stakeholders. The government has weaknesses in the management public resources. The problem had grown thanks to the policies of Russia in the region. The Russians first had carried out expansionist policies. After the industrial revolution, oil in the Caucasus had gained importance in the region. Therefore, the Russian Armenians immigrated to these regions. Strategic plans have been developed to increase the Christian population in the region and to make the region a region without Turks. Armenia and Azerbaijan had gained independence after the Soviet Union collapsed after the Cold War. After the Soviet Union, Russia had given the region the right to self-determination, and the population in the Nagorno-Karabakh region began to be Armenian. Azerbaijani Turks were immigrated from this region. Negotiating groups have been included for the solution of the problem in this region and a ceasefire has been signed between the two countries. Violations had occurred over the years after the ceasefire signed between the two countries. Russia had not wanted the presence of international actors in this region. For this reason, Russia continues to be on the Armenian side. Today, Russia has a voice in the region with a balanced policy. This problem examines within the scope of project logistics. Project logistics are defined as the realization of the transportation of non-standard bulky and heavy materials, which cannot be transported by the standard container, in specific time period and without any damage.\u0000According to objectives of 2023, Turkey Government has committed to improve logistics infrastructure, regulations and operations in parallel with global business supply chain. Project logistics are high value-added operations in logistic sector, due to one-time logistics operation with its unique tools and methods. Turkey’ geographic advantages could be used to foster project logistics, but they are affected from external environmental factors and facing many problems as other countries. In this study, the challenges facing companies during their project logistics operations will be analyzed. In-depth interviews will be conducted with company’ executives whom are operating on project logistics in Turkey. According to field study, the main problems of project logistics operations are subtitled as physical infrastructure, legal regulations, education and economic problems. Focusing on strategies, enabling environment, competitiveness, and challenges of the economic integration of small and medium enterprises. The study was employed cross-sectional mixed approach method. The data were collected from sample of 148 SMEs selected based on proportional stratified sampling after a pilot test was conducted. Interviews with 15 leaders, 8 focus group discussions with SMEs council were conducted. The result indicates that SMEs contribution to create new job to citizens and change the living standard for others are insignificant. Lack of access to finance, work promising, market linkage, and quality and quantity input, problem of Peace and security among Region and outside, dependency mentality and rent seeking behavior of SMEs operators are challenges of SMEs. in addition, the commitment, attitude, and capacity of the leaders to support SMEs is weak. Thus, policies and strategies should review and adjust considering the current political situation and capacity building to operators and agency leaders are very critical. Finally, establishing special financial institutions and market supporting unit might help SME’s competitiveness. The study finds that 185 bills were passed among which 78% of the total bills were enacted without proper scrutiny in the eighth parliament. This study has illustrated that 166 of the total bills were passed escaping the committee stage. It is also found that the eighth parliament made no fruitful effort of establishing parliamentary norms, culture and legislative compromise. The conflict of opinion between the treasury and opposition bench made it impossible to turn the ground into an effective institution to bridge their gap and to settle policy differences on crucial national issues by debate, discussion and negotiations. The research shows that the constant walkout and boycott of the parliamentary opposition helped the ruling bench to exert discretion. It is located that the opposition boycotted 223 out of the 373 working days. That means 60% working days of the 8th parliament were totally boycotted by the parliament.
