García","doi":"10.34096/runa.v41i1.7993","DOIUrl":"https://doi.org/10.34096/runa.v41i1.7993","url":null,"abstract":"La presencia de migrantes andinos en la región rioplatense de Argentina ha sido una constante desde fines del siglo XIX y ha contribuido a la construcción de una dinámica sociopolítica y económica singular. En este trabajo son presentados los desafíos que enfrentan dos asociaciones civiles de La Plata (provincia de Buenos Aires) en la disputa por el espacio urbano y su derecho a la ciudad. Las fronteras simbólicas que configuran ‘un nosotros andino’ de migrantes –y no migrantes– en disputa, diálogo y/o desencuentro con agentes del municipio, y en especial con sus recientes políticas públicas, otorgan un carácter político al espacio público. En este trabajo centramos la atención sobre la producción social de memorias y olvidos como factor clave en la delimitación e identificación del colectivo afroargentino y, por lo tanto, como arena central de disputas y lucha política. En particular, reflexionaremos sobre el accionar de los líderes afrodescendientes y africanos en la construcción de versiones del pasado autorizadas y legitimadas para circular y transmitirse dentro y fuera del colectivo, así como también a las disputas y acuerdos respecto de otros relatos con los que compiten por el carácter de verdad, fundamentalmente la narrativa nacional hegemónica y la construcción académica antropológica. This happens in a society that is still considered white and european and in which immigrants from Latin American countries are seen as lower racial groups. In this context, the present article propose to analyze school experiences of children and y Bolivian young people who assist rural schools in the Buenos Aires suburbs, in order to try to elucidate under what conditions they are. El abordaje de esta complejidad trasciende la cuestion disciplinar, y vuelve imprescindible examinar las “dimensiones humanas” de la produccion, circulacion y uso de la informacion climatica. Basados en la experiencia de un proyecto interdisciplinario e intersectorial sobre servicios climaticos y el relevamiento de la literatura antropologica y especializada en el tema, nos proponemos identificar aquellas contribuciones que puede hacer la antropologia a la comprension de estos procesos. Al mismo tiempo, identificamos como el monitoreo y la reflexion conjunta y sistematica sobre las practicas de produccion de conocimiento son clave para el fortalecimiento de una ciencia mas amplia y participativa. EnglishAt the present time, social awareness about climate issues has resulted in a greater demand to the scientific and operational sectors for “climate services,” that is, the timely meteorological and climate information in sufficient quantity and quality to assist decision making process of a wide array of climate sensitive sectors. Addressing this complexity transcends disciplinary issues, making it essential to examine the \"human dimensions\" of the production, circulation and use of climate information. Based on an interdisciplinary and intersectoral project on climate services and the survey of anthropological and specialized literature on the subject, our aim is to identify the main contributions of anthropology to the understanding of these processes. Based on an ethnographic research, I suggest that knowledge of physiology has the potential to become a rhetoric of women’s empowerment by generating confidence in their ability to give birth and security in the natural and spontaneous processes of their bodies. The knowledge of physiology also redefines the ways of listening, attending and accompanying the vital processes of their children’s childhood. Desde ese momento la creacion de espacios de participacion estudiantil en escuelas secundarias aumento considerablemente. Sin embargo, en el nivel primario existe aun cierta vacancia en lo que refiere a la presencia de organos de participacion. Es posible argumentar que dicha situacion se asienta en las concepciones naturalizadas que definen a los/as ninos/as como sujetos sin autonomia de pensamiento y sin capacidad de participacion en la cotidianeidad escolar. A partir de la reconstruccion y el analisis de un Consejo de Grado en una escuela primaria publica de la Ciudad Autonoma de Buenos Aires durante 2016-2017, mediante un enfoque historico etnografico se documentan y analizan los proceso apropiacion y el sentido que los/as ninos/as y docentes expresan en torno la participacion en este espacio. portuguesQuando o estado de direito foi restaurado apos a ultima ditadura na Argentina (1976-1983), tornou-se de primordial importância consolidar e fortalecer a democracia nas instituicoes educacionais. A partir desse momento, a criacao de espacos para a participacao dos alunos nas escolas secundarias aumentou consideravelmente. No entanto, no nivel primario ainda ha uma certa vacância quanto a presenca de orgaos de participacao. Pode-se argumentar que essa situacao e baseada nas concepcoes naturalizadas que definem as criancas como sujeitos sem autonomia de pensamento e sem capacidade de participar do cotidiano escolar. A partir da reconstrucao e analise de um Conselho de Grau em uma escola publica de ensino fundamental na Cidade Autonoma de Buenos Aires durante o periodo de 2016-2017, atraves de uma abordagem etnografica historica, os processos de apropriacao e significado expressos por criancas e professores sao documentados e analisados em torno da participacao neste espaco. EnglishWhen the rule of law was restored after the last dictatorship in Argentina (1976-1983), it became of main importance to consolidate and strengthen democracy in educational institutions. From that moment, the creation of spaces for student participation in secondary schools increased considerably. However, at the primary level there is still a certain vacancy related with participation spaces. It is possible to argue that this situation is based on the naturalized conceptions that define children as subjects without autonomy of thought and unable to participate in school daily life. It presents the legal and administrative frameworks at stake on “governing” a small population flow in regional terms but strongly themed as a social problem. The paper aims to visualize the current migration policies as a set of devices, on the one hand universalizing and homogenizing in their emphasis on documentation access; and on the other hand, restrictive and exclusive in the territorialized character of actions such as visa imposition and border militarization. From this, it seeks to understand the conflict between various actors in the field over the definition of whether or not there are integration policies with a rights-based approach for migrant population.
