Malaysia is one of the countries that has been identified as a destination or base for this cybercrime syndicate. In Malaysia, 1,535 love scams were reported in 2019, with a total loss of RM79.11 million, while 1582 cases were reported in 2020, with a total loss of RM58.33 million. The common target of a scammer who is easily duped consists of highly educated, still-single professional women with a high income. This increasing number of cases demonstrates that the community must remain vigilant and pay close attention to these cases. Therefore, this paper aimed at finding the factors, impacts and solutions for this issue from an Islamic perspective. Library research is used to discuss the issue from the three dimensions. It is found that the increasing use of social media is one of the main contributing factors to the existence of love scams. The victims of the love scam will thereafter suffer a significant financial loss. The main solution to this problem is to get closer to Allah SWT and family members, as this can help Muslims avoid becoming victims of love scams.","PeriodicalId":301324,"journal":{"name":"International Journal of Law, Government and Communication","volume":"6 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129238693","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Islamic tolerance towards diverse religious, ethnic, and cultural communities, such as in Malaysia, is manifested through the provision of charity (sadaqah) and alms (zakat) to the eligible recipients known as asnaf. The asnaf category includes two groups; the first consists of non-Muslims who are inclined towards Islam but have not yet embraced the religion, and the second group comprises non-Muslims who have recently converted to Islam. Hence, this study examines the issues and challenges faced by the Zakat Unit of the Islamic Religious and Malay Customs Council of Perlis (MAIPs) in administering zakat for non-Muslims. The objectives of this study include assessing the need for non-Muslim outreach through the distribution of zakat funds allocated for this purpose. Additionally, the research will identify the method of implementing zakat for non-Muslims as recipients of zakat according to their specific needs and current challenges. The study also analyzes the implementation of zakat distribution for non-Muslims carried out by MAIPs. To explore further, this study adopts an inductive qualitative approach, wherein the researcher derives meanings or understanding from data collected through semi-structured interview transcriptions. The findings of the study reveal several issues and challenges, such as the perception of the Muslim community towards non-Muslims, insufficient funds, lack of expertise in the field of outreach, and political and mass media influences that shape the challenges of providing zakat to non-Muslims. The implementation of zakat for non-Muslims by MAIPs is expected to enhance zakat collection and create opportunities for outreach to non-Muslims who are interested in Islam.","PeriodicalId":301324,"journal":{"name":"International Journal of Law, Government and Communication","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132543820","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

State Syariah courts in adjudicating syariah criminal cases in Malaysia will impose punishment on offenders based on the rate and form of punishment that has been stated in the Jurisdiction of Syariah Courts Jurisdiction (Amendment 1965) Act or Act 355. The punishments imposed are fines, flogging and imprisonment. However, there is no practice of rehabilitative punishment given to offenders due to the ambiguity in the existing legal provisions. The provisions of the law only detail the rehabilitation or alternative punishment given to young offenders according to the age level of the young offender stated in the respective state statutes. As a measure to overcome the ambiguity, the government has now enacted the Compulsory Attendance Order Guidelines (PKW) as one of the alternatives to rehabilitative punishment. The implementation of this sentence will give space to offenders to serve their sentence outside of prison through the PKW that will be implemented. This study uses a qualitative methodology that uses semi-structured interview methods and refers to scientific writings, journals and books related to the discussion. The results of the study are focused to collect a finding on the implementation of Compulsory Attendance Order (PKW) as one form of rehabilitative punishment in sharia crimes that is in line with the concept of rehabilitative punishment in sharia criminal legislation in Malaysia.","PeriodicalId":301324,"journal":{"name":"International Journal of Law, Government and Communication","volume":"75 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124126249","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, European powers began to come to the archipelago with concrete reasons to control the trading area which is rich in raw materials. Not to be missed is the region of the Borneo archipelago, which is rich in raw materials such as gold, bird's nest, spices, bauxite, and others. Competition began to occur between great powers such as the British, Spain and the Netherlands. As such, the power of the Bruneian government has experienced ups and downs due to various factors such as internal problems of the Bruneian government, the threat of local power and the threat of pirates active in the Borneo archipelago. Brunei had to think of steps to find a way to find a proxy capable of helping it to defend its territorial sovereignty. The objective of this study is to first evaluate the factors that make the relationship between the two parties happen and the second is to evaluate the factors of the one-sided relationship between James Brooke and Brunei, and the impact of the injustice on Brunei. The methodology used in this study is to use a historical methodology that uses the Kuntowijoyo model, which is through 4 stages of process, namely heuristics, criticism, analysis, and historical writing. The findings of this study found that the factor in the relationship between James Brooke and Brunei was Brunei's desire to seek help from outside parties, unfulfilled responsibilities, the threat of the Brooke Family from other areas in Sarawak and taking advantage of Brunei's distress. The impact was the change of Ames Brooke's status as governor to the Rajah of Sarawak, the economy was managed by James Brooke, but his responsibilities were neglected, initially the status of a lease but changed to dominance and the last was that Brunei lost sovereignty over some of its territories.","PeriodicalId":301324,"journal":{"name":"International Journal of Law, Government and Communication","volume":"12 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127869800","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

E-commerce did not require the sale and purchase transaction to be done face-to-face, in fact, by having an Internet connection, the contractual parties are then able to transact. The increase in the online sale and purchase transactions are in line with the increase in the numbers of internet users day-by-day. The objective of this research is to refine further and discuss the concept of e-commerce from the perspective of online contract and online sale and purchase transaction. This research is done using a qualitative measure through literature review and descriptive method whereby the highlights of previous studies involving e-commerce and e-contract are thoroughly discussed. The research outcome portrays a vast evolution of e-commerce from when it was first introduced causing e-contract to be widely used. Thus, it can be said that a contract made online or e-contract is valid under the law of Malaysia so long as it doesn’t contravene with the existing laws.","PeriodicalId":301324,"journal":{"name":"International Journal of Law, Government and Communication","volume":"21 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121700248","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This is because a General Election (GE) was held to elect representatives to form a stronger and more stable government after the country experienced political turmoil with the appointment of three Prime Ministers to the extent that foreign investors were confused by Malaysia's political position. After the GE was held, Malaysian politics was still at a standstill because no single political party coalition won the GE with a simple majority of 112 parliamentary seats, therefore, the purpose of writing this article is to analyze the results, which is the first time in Malaysian political history that there is no political party won the GE just like the previous 14 GEs. Based on data analysis of the 2022 GE results, observations in the field and analysis of secondary sources such as journal articles and conference papers, the findings show that Pakatan Harapan (PH) won 82 seats, Perikatan Nasional (PN) won 74 seats, Barisan Nasional (BN) 30 seats , Gabungan Parti Sarawak (GPS) 23 seats, Gabungan Rakyat Sabah (GRS) 6 seats, Parti Warisan Sabah (WARISAN) 3 seats, Parti Bangsa Malaysia (PBM) 1 seat, Social Democratic Prosperity Party (KDM) 1 seat and Independent 2 seats. The results of this general election show that no single party managed to get a simple majority of 112 seats to dominate Parliament and the Federal Government. This result is due to BN's failure to win a simple majority due to the large shift of Malay votes to PN. This large shift in votes is a factor in the awareness of Malay voters to choose clean political parties and leaders who can be expected to fight for the rights of Malays and Muslims. As a result of the wisdom of His Majesty the Yang Dipertuan Agong's orders and advice, a Unity Government was formed from 148 members of Parliament which is a 2/3 majority of the 222 members of the Malaysian Parliament consisting of PH, BN, GPS, GRS, WARISAN, KDM, PBM and 2 Independent Members of Parliament. PN (74 members of Parliament) did not join the Unity Government and acted as the opposition. With that as well, Dato' Seri Anwar Ibrahim from PH has been appointed as the 10th Prime Minister. Therefore, political parties in this country do not have the best option as long as they need Malay-Muslim votes to control as many Parliament seats as possible and be able to form a strong and stable Government.","PeriodicalId":301324,"journal":{"name":"International Journal of Law, Government and Communication","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123943609","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A theme park provides amusement and creates a leisure time for the public to spend time with family, friends and other relatives. Therefore, it is critical to determine the public's expectations and perceptions of theme park recreation. The purpose of this study is to determine the level of public participation in a theme park recreational activity. The theme parks selected are Sunway Lagoon Water Park, iCity Water World, and Wet World Water Park. All of the selected theme parks are located in the state of Selangor. The objective of the study is to investigate the influence factor of public perception on theme park attendance based on social demographics. Due to the Covid-19 situation, the survey was conducted through an online form using a Google form. A total of 437 people from the selected theme parks were surveyed. The study found that most theme park visitors are students and are between 18 and 30 years old. The result shows that public participation in theme park recreational activities is significant. It was found that people who do their leisure activities in amusement parks have higher expectations. On the other hand, the influence factor of public perception of participation in theme park leisure activities was significant. The iCity Water World has the highest influence. The influence factor of public perception of participation is statistically significant in theme parks. Nevertheless, the management should cooperate and communicate with the government and private organizations to improve the country's economy due to the Covid-19 situation.","PeriodicalId":301324,"journal":{"name":"International Journal of Law, Government and Communication","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129331545","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The methods and manhaj dakwah applied by a Muslim must be in line with the tastes of the Mad'u group and in accordance with the current development of globalization. Contemporary preaching approach should be highlighted to establish good relations in forming an inter-ethnic understanding, in line with the plural society in Malaysia. Therefore, this study was carried out to look at the role of digital media in uniting the multi-racial community to accept the views and thoughts of other communities in a particular matter. In addition, this study also looked at the factors that constrain contemporary media in shaping national cohesion in Malaysia. This study uses the method of document analysis which is to look at past studies related to the role of digital media and contemporary preaching in shaping the national cohesion of society in Malaysia. The findings found that there are four roles of digital media in contemporary preaching which is to reach a greater number of listeners, two-pronged among the community, share and exchange opinions with individuals from various backgrounds and contemporary preaching is easily accepted by new brothers. In terms of digital media constraints in contemporary preaching, the researchers found four main constraints in shaping national cohesion, namely the absence of devices in accessing mass media, lack of knowledge in the use of technology, overly free video content and incorrect and inaccurate religious facts. Therefore, the preacher should prepare himself before venturing into the dakwah so that the dakwah effort is achieved successfully.","PeriodicalId":301324,"journal":{"name":"International Journal of Law, Government and Communication","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116042057","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Generally, the GeOPES research panel will analyze the findings of studies conducted before, during and after the 16th Sabah PRN. Undeniably, the 16th Sabah PRN has shown interesting political and electoral dynamics in Sabah to study and explore; especially from the aspect of political development, central-state relations, media and political communication, as well as primordial sentiment. In addition, electoral issues are also interesting and have been highlighted by political parties or candidates in the Sabah PRN this time such as development issues, Sabah rights issues, subsistence/poverty issues, local issues as well as national issues as capital to win the support of voters. In the context of media and elections, for example, the medium used to deliver campaign materials, express issues to voters and promote manifesto is usually through mass media (electronics and print), cyber media, talks and posters. Generally, the objective of this panel session was to analyze the political dynamics that color the Sabah PRN 2020, as well as to see the influence or sentiment on the election issues. The research methodology carried out by GeOPES is to combine qualitative and quantitative methods. The data observed and analyzed through a combination of the two (2) methods scientifically can help us to understand the nature and form of Sabah's political dynamics in a more comprehensive Malaysian political environment. This festival began to be celebrated on a large scale in 2009 as an extension of the Matunggong Customary Law Convention (2009), organised by the Matunggong Subdistrict Native Court which stipulates that the festival be held every year or every few years. The convention attended by practitioners of Rungus Customary Law from all over Kudat District, Matunggong Sub-District, Kota Marudu District and Pitas District which are districts with large Rungus population who aware that in the past, Magahau was usually celebrated by several villages or at least one village or several families. This made the delegates to decide that Magahau is a festival that is considered significance by the Momogun Rungus ethnic group. As a main festival, Magahau is also considered as a festival that highlights political and administrative elements that are not appreciated by various parties.
