MSS are usually designed with sufficient redundancies. However, the recovery mechanisms can fail such that an uncovered fault can propagate through the system, and lead to an entire system failure. This phenomenon is known as imperfect coverage (IPC). In this paper, we propose a combinatorial methodology based on multi-state multi-valued decision diagrams (MMDD) and conditional probability for the reliability and sensitivity/importance analysis of MSS subject to IPC. The proposed method is accordingly named QQBBN (Qualitative-Quantitative Bayesian Belief Networks). The inclusion of qualitative scales is especially useful when quantitative data for estimation of probabilities are lacking and experts are reluctant to express their opinions quantitatively. In reliability and risk analysis such situation occurs when for example human and organizational root causes of systems are modeled explicitly. Such causes are often not quantifiable due to limitations in the state of the art and lack of proper quantitative metrics. The Weapons Systems Acquisition Reform Act of 2009 [1] and updated policy have strengthened Pentagon oversight and accountability for schedule and cost control. Revitalized Systems Engineering processes are in place to reduce risk. A Sustainment Key Performance Parameter provides for early design influence to meet operational needs and reduce ownership costs. According to network function, this paper advances transmission time reliability as a common parameter to describe network congestion. It is defined to be the probability that networks will transmit material, energy or information timely when used under specified operating conditions. To evaluate this parameter, this paper presents four models, including structure model, routing model, service mechanism model and application model. Structure model is built to describe network topology; routing model and service mechanism model are used to express network operation mechanism; and application model is set up to generate network traffic. This paper also provides simulation flow and reliability evaluation method. Finally, the backbone of CERNET (china education and research network) is studied as a case, and the result shows that this modeling & simulation method is quite effectively. The contributions of this paper are: (1)A common network parameter, transmission time reliability, is advanced to describe network congestion, and it was only used for transportation systems before. (2)A modeling and simulation technology is expressed to evaluate the network transmission time reliability. The approach allows the modeling of various functional dependencies between the components of a hybrid car drive system and the integration of lifetime models. The Monte Carlo simulation approach allows the analysis and optimization of very detailed system characteristics.
