The analytical information provided by the complex is aimed at improving the quality of transport services through a more accurate quantitative assessment of passenger flows and their distribution within the city. A passenger detector based on a high-resolution night vision camera and a machine vision system has been developed to solve the problems of counting people in the stopping point area. Software has been implemented that allows analyzing the collected information from detectors and providing the presentation of the analysis results in the form of reports for users who make decisions on optimizing the city›s transport infrastructure. The presented circumstances are produce the sufficient problems for the information request implementation and the long-duration processes during the data analysis. One of the problems of this paper is the hybrid granulation data model development for the heterogeneous kinds of data. Also, the NoSQL request generation to the granulated data are considered. As a result, the new hybrid technique was developed for the uniformed read/write request and data analysis for the heterogeneous data content. What the current international practice shows is the usage of such technology in the system of interdepartmental information and technical interaction of customs authorities makes it possible to speed up customs operations during customs control. Thus, the purpose of the study was to develop possible ways to implement the “single window” mechanism within the electronic information exchange of the Russian Federation’s customs authorities. During the scientific development of the problem, the research data of the analytical group of the World Customs Organization were used as well as the regulatory framework constituting the law of the Eurasian Economic Union and accessible publications of the Ministry of Economic Development of the Russian Federation. During the analysis of the above sources, the main enlarged groups of directions related to the implementation of the technology under study in a number of countries of the world were identified. The result of the study is to determine the most optimal vector for the development of information customs technologies within the framework of interdepartmental cooperation. The article proposes the results of system analysis and the selected original meaningful interpretation of the formalization and design (engineering) scenarios for planning the operation and modernization management based on the theory of monitoring and managing the structural dynamics of complex technical systems. Results. A systematic analysis of the current state of affairs in the use and modernization of complex technical systems has been carried out. The necessity of automating the processes of planning their management and modernization, as well as the conceptualization of plans using the fundamental principles of the theory of artificial intelligence, is determined. The requirements and starting points for formalizing and designing scenarios for planning proactive management based on the key principles of business process models are formed. Conclusions. And despite the constant increase in the length of roads, monitoring of their quality is still carried out by the efforts of employees of road maintenance organizations. Such an approach, as well as the high cost of evaluation work, lead to untimely resolution of the identified problems. Moreover, the intensity of traffic on the roads, as well as the speed of vehicles and their total mass, are steadily increasing. That is why solutions to automate this process are being actively researched and implemented in practice.
