The purpose of this work is to increase the efficiency and accessibility of this process through an information system that will allow you to submit applications online, and employees of the directorate or dean’s office to track this process in a timely manner. This article provides an algorithm for the distribution of material assistance, presents design solutions and software implementation. The requirements for digital models of the digression process and the problems arising from this are formulated. A mathematical model of pasture digression, which is characteristic of both reindeer herding and cattle breeding in the southern desert regions, has been proposed and studied. A method for constructing a digital model of this process is described. The «background» time intervals of the current period when tangible earthquakes were not observed are highlighted. Seismogravitational fluctuations in temperature and pressure were recorded. It was found that before the studied earthquakes harmonics with a period of 92-96 hours appear in the spectrum of temperature fluctuations at the isobaric level of 300 hPa. Such harmonics are absent in the corresponding background temperature series. The fact of the appearance of new harmonics can be used as a sign of an imminent earthquake in the Baikal region. If the general theory of user interfaces focuses on color-graphic and psycho-emotional aspects, then for technical systems, the correspondence of the operator’s activity comes to the fore, and in some cases, the organization of this activity by purposefully displaying individual windows and their parts. In order to take into account, the specifics of the operator›s activity, many attempts are being made to create new approaches to creating interfaces, but not all of them solve the problem. The design of such systems can be performed on the basis of an operator equation that links the object model, the object›s action model, and the purpose of the object. It is advisable to search for the synthesis of the operator equation using the approaches of structural-functional synthesis. The purpose of the study is to propose a fairly general and, at the same time, practically oriented method for synthesizing an operator equation, which reduces the “curse of dimensionality” and transforms the creative intuitive process into a process ready for automation, that is, turns it into a routine. Methods. System analysis, morphological analysis, algebraic theory of morphisms. Results. The iSOFT method has been developed, which includes the following steps: 1) representing the target properties of the system as an algebra carrier, setting the appropriate signature, formalizing the performance criteria; 2) creation of an algebra for representing system elements and properties of elements, as well as an algebra for representing emergent properties; 3) search for exact or approximate substantial regularities for the synthesized system, compilation of the corresponding system of equations and inequalities; 4) the decision of the compiled system regarding the target properties, while the structure of the system is obtained automatically. The convergence and termination of the method are proved. Practical significance. Starovoitov», the central link of which is the Sirius software and information complex, systems included in the complex of automated state information systems to support management decisions in the field of science and technology [1].
