The mini- max quality criterion (the price of the game), mathematical models of the movement of the same type of players are set. The main problem that arises in the practical consideration of a nonlinear differential game is the solution of a boundary value problem. It is proved that: 1) a differential game can be represented as an envelope of a family of singular curves (“instantaneous solutions”) constructed from each of its points, 2) the control of the players can be found on this family. The method of constructing instant solutions is justified. The principle of information dualism in the differential game “pursuit-evasion” is proved. A distinctive feature of the developed method is that the peculiarities of the individual’s perception of the main factors that determine the comfort level at each of the given urban space points are taken into account when evaluating the indicators of the comfort of the urban environment. This approach makes it possible to increase the correspondence of the obtained estimates to the goals and objectives of urban environment development and the significance of their use in managing the development of territories. The use of open data within the proposed method ensures the promptness of calculating urban space quality indicators. The implementation of the developed method is based on open source software. To develop a strategy for the creation of multifunctional equipment, it is necessary to monitor the accuracy characteristics of sensors and measurement methods in the hydrosphere. Based on the results of the studies, it is possible to conclude those preferences that will ensure the greatest effectiveness of measurements in the aquatic environment for the development of the Arctic shelf. A semantic indicator for a general assessment of the state of the system at different points in time is given. The semantic indicator is applied to assess the optimal control by Kalman filter. The obtained estimates of optimal control make it possible to take into account the resources consumed by the processes in the past periods. The obtained optimal control can be used with other control methods through control and observation matrices. The article presents the following areas of research carried out by the authors: — organization of high-speed super-long single-span trunk communication lines without intermediate allocation of digital channels and paths laid in areas with limited access by the maintenance personnel in areas with no infrastructure (underwater obstacles, mountainous terrain, desert and swampy areas). The authors of the article highlighted the main factors influencing the design features of high-speed ultra-long single-span communication lines; — application of photonic switching (PS) technology in high-speed backbone communication networks to ensure operational logical reconfiguration of channel structures and digital paths. Within the framework of this direction of research, the authors have proposed methods for calculating the probabilities of the occurrence of internal blockages in various structures of PS based on the use of the method of mathematical induction in order to synthesize PS structures of a given capacity; — development of effective technologies for remote monitoring of the health of transport infrastructure facilities using passive optical transmission lines.
