The objective of this research is to analyze Rural Entrepreneurship in the New Rurality as an economic strategy to face the New Normal in the municipality of Nombre de Dios in the state of Durango, Mexico. For the research, a qualitative approach, a descriptive, non-experimental design and a cross-sectional scope were used. In relation to the previous approaches, knowing the actions of rural entrepreneurs in the New Rurality in the face of the New Normality caused by the COVID-19 pandemic is relevant for the state of Durango, Mexico, because it contextualizes the environment of rural entrepreneurship in the face of adverse circumstances that have prevented or truncated its development. Several countries, including Mexico, were inserted into an extractivist model, to obtain the highest possible income, through which their industrialization and development were financed; on the other hand, these resources have also been used to pay for growing public spending. The objective of this research work is to determine the impact of oil extractivism on the economic growth of Mexico. For which an econometric model was developed, by ordinary least squares, analyzing the period of time 1990-2020. The Portela Human Capital Index (PHCI) and performance measurement were determined considering the labor competence standards CONOCER EC0422. The construct was validated through the Cronbach's alpha coefficient and the correlation of the performance indicators with those of human capital was sought; hypothesis tests were performed with non-parametric statistics searching for the behavior sample of men vs women. Results show demographic and performance characteristics; statistically they do not show significant differences between genders, although they show that men obtained the manager position at a younger age than women, even if having less experience. The proportion of women who must have a bachelor's degree to be considered for the position, compared to men, is higher. The analysis was framed in a model proposed by Gohain, Thambiah and Hong (2018) which measures six dimensions of service quality: the object, the process, the infrastructure, the interaction, the environment and social responsibility. A survey was applied as an instrument to collect the responses of active providers in the western region of Mexico. The results were estimated by using STATA 14 to evaluate the relationship between the proposed factors. The results highlight that the quality of the supply chain is influenced by the quality criteria of the product, the process and the interaction.
