Recently, although the economy in our country has almost been kept the leading rising speed around the globe, the service industry has not enjoyed the rising speed as expected and its status in National Economy has not been remarkably enhanced. Apart from the reasons from the economic system, concept, policy and statistic standard in our country, the emergence of this phenomenon must be also related with other economic factors. Based on the statistic data and the method of grey relational analysis, this paper has got the result that for the development of service industry, the most impact factor is the level of urbanization, and then the level of industrialization and the size of urban population, and last but not least, the least influential one is the consumption of urban residents and GDP per capita. Aimed at the severe problems in tokens and computations of grey number, first, the concepts, such as standard interval grey number, the transformation rule from general grey number to the standard interval grey number, and the operation principle of the standard interval grey number are introduced. Second, comprehensive attribute values of each alternative are computed by the operation principle of the standard interval grey number. Finally, for ranking interval grey number, ranking method based on minimax regret approach is proposed. As a result, for this grey decision-making, an algorithm is presented. We try to use logistic regression model combined with grey clustering statistic to forecast the policyholder's purchase decision of investment-inked Insurance. Because policyholder of investment-linked insurance bears the investment risk, their risk attitude should have a great impact on their purchase decision of investment-linked insurance. We take general risk attitude and financial risk attitude into account at the same time. Grey clustering statistic offers an alternative to the traditional methods of classification for risk attitude. The accuracy ratio of our model is 79.11%. The grey relational degree analysis indicates the correlative degree exactly between two factors. To improve the shortage of the original thresholding method of maximal entropy, some new methods are proposed in this paper. First, parameterize maximal entropy segmentation principle, and evaluate the segmentation effect based on Gray-level Contrast and grey relational degree analysis to select parameters. Secondly, introduce the exponential form of entropy and weight it, which reflects gray distribution and select the parameters of weight based on Gray-level Contrast and grey relational degree analysis. Finally, give a deformation of maximum entropy based on high frequency grayscale, fully consider the effects on segmentation of high frequency grayscale. For example some models do not meet the property of normality, and can not reflect the relation of positive-negative between sequences and so on. In order to solve those problems, a new model for grey incidence based on the changing rate of slope is proposed. This model calculates the ratio of absolute value of incremental between a raw datum and its next one in one sequence. Then we can apply the ratio to calculate the degree of grey incidence between sequences. The new model is satisfied with not only the property of normality, but also the property of order preservation. At the same time, the result also can reflect the relation of positive-negative. Benefit index is considered as output, and cost index is considered as input, the benefit euclidean space and the cost euclidean space are defined according to different indexes. Each sub-euclidean space is considered as a grey target, which can be used for evaluating the efficiency by the “bull's-eye distance”. Contribution Degree Theory is applied for calculating the contribution degree of various influencing factors to identify the key factors.
