In this paper, we consider the IT infrastructure incident as discrete event, the problems studied here are on-line decision strategies problem. The choices have to be made to minimize the total cost of the IT service. We build the discrete on-line model, and obtain their optimal strategies and competitive ratios. Using grey incidence method of the grey system theory, relative deviation degree based on the optimum alternative group and the worst alternative group, a new method is proposed. It establishes an integrated optimization model dealing the weights of index based on that the deviation of group members is minimum and the deviation between two groups is maximum. By using the model, the attribute weights can be gotten. Then, based on subjective preferences of decision-maker group, synthetically deviations of each alternative to the optimum alternative group and the worst alternative group are calculated to determine the ranking order of alternatives. Firstly, the assessed region is carved up into series of two dimensional square grids in equal Stride length mesh based on grid partition method. Secondly, making use of the information diffusion method, the probabilities of fire and explosion in park are calculated based on the statistic data of Dalian city. At the same times, the severity degrees of the results of accidents are analyzed based on the model of Boiling Liquid Expanding Vapor Explosion (BLEVE), and then the injury ranges of the death, the severe injured and the mild injury have been transformed into the probability of individual death. Thirdly, the individual safety risk values in center of the grids are calculated according to the superposition principle of risks, and the social safety risks are assessed founded on the Complementary Cumulative Distribution Function (CCDF). Finally we build GM(1,N/<sup>τ,r</sup>) on reverse logistics network of scrap steel for forecasting flux of scrap steel at collected point which can be transformed to a optimized problem of the average comparative error about <sup>τ</sup> and <sup>r</sup>, results indicate that the precision of GM(1,N/<sup>τ,r</sup>) is superior to GM(1,N). Grey System successfully utilizes accumulated generation data instead of original data to build forecasting model, which makes raw data stochastic weak, or reduces noise influence to a certain extent. However, only one factor has been considered in the conventional model. In most cases, prediction problems usually consist of more than one factor. Therefore, a grey relational analysis with Support Vector Machine (GASVM) is proposed in this study to deal with series problems with multi-factor. In this study, an admixture is presented based on Grey System and Support Vector Machines. Pretreatment modules which grey relational analysis attribution reduction algorithm course endow different weights to each influencing factor. In addition, the new influencing factors were regarded as input factors. Finally, the predicted performance is checked.
