The methods of state estimation, bad data detection and identification were applied in grey system modeling to get some more reasonable results compared with the conventional estimation methods of the nuclear explosion yield. The proposed methods can be used as data preparation techniques to detect bad data. The modeling accuracy of grey systems is greatly improved by such methods. Based on the grey theory and the processing of plenty nuclear explosion test data available from home and abroad, the result indicated that the new optimal estimation method using the grey theory and bad data detection and identification to estimate the nuclear explosion yield is feasible. This model selects twenty-eight sub-factors from eight fields including public education, culture, sports and media, social security, public health, public safety, scientific technology, environment protection and public infrastructure. Then, we find that rate of registering unemployment, percentage of expense for public education in budgetary revenue, hospital beds owned per 10000 persons, collections in public library owned per 100 persons and percentage of expense for environment protection in budgetary revenue are the key factors influencing public service. Original grey GM(1,1) model is usually used in simulation and prediction of equidistant monitoring data sequence, but the actual situation is the monitoring data which obtained appear unequal interval phenomenon. So, unequal interval grey GM(1,1) model is established after analyzing the establishing principal of original equal interval GM(1,1) model, and the method for calculating the grey parameter is discussed. At last, the improved model is applied for analyzing the B3 monitoring data of a slope of the YU-QIAN highway. Our results show that option value of R&D investment in the labor-managed firm is proportional to the raise of labor's productivity, and inversely proportional to the maximal investment of successful R&D.
