It can upload all elements through upload function into teaching resource data system, after system's combination, it arranges related material together, and it returns to original equation. Throughout this process, the system also creates relative meta-data files by all users', upload and also automatically create a manifest file of teaching material. After uploading these files, the system will produce meta-data, manifest files and an integral SCO teaching material, and then they all can pass testing of ADL SCORM Conformance Test Suite. On the other hand, users can use search function to find out the result following their requested to review the SCO and Asset, and downloading their needs to create another new teaching material. Therefore, users do not need to understand SCORM and meta-data with XML language as well. Once this information has been obtained, the interface recommends the site documents that are the most tailored to the student's interests. Our proposal consists in mixing the main ideas inherent to user profiling, semantic Web, metadata, and ontologies. It has a modern information and communication technology (ICT) infrastructure that is maintained through a variety of ICT-based university committees. Notwithstanding this, the use of eLearning on campus is limited, and few mechanisms exist to promote or support its implementation. This is largely a result of the residential nature of the campus, traditionalism, and the volatile nature of current higher educational (HE) policies within South Africa. However, a core group of enthusiasts have spearheaded a number of initiatives over the past five years with limited institutional support. The system offers a two level open interface: tutor level and learner level. In tutor level, the tutor manages the learner model and makes decisions concerning the appropriate activity and dialogue strategy for the learner according to his learner model, which is based on the diagnostic results. In learner level, the learner participates in the construction of his learner model through dialogue activities, which promote reflective learning. The dialogue generator module, which is activated by the diagnostic results, plans the appropriate sequence of dialogue-parts using the dialogue-parts' library and constructs personalized tutorial dialogue. These patterns provide a way for a representation of key aspects of CSCL (computer-supported collaborative learning) that is easy to understand by software developers. To formalize these CLPs we have focused our attention on IMS learning design (IMS-LD). IMS-LD provides a means of expressing many different pedagogical approaches (including collaborative learning), however we have found some limitations in reflecting learning experiences that are group-based. Although this specification supports multiple roles in a learning activity, it is not possible to specify how they are going to interact. This paper points out this deficiency and proposes an extension of IMS-LD. The significant virtual neighborhoods are revealed by fitting parametric Markov field models (p*) to the response relations of the communities. The underlying theoretical mechanisms are then deduced by matching the revealed virtual neighborhoods with the predictions of network emergence theories. We demonstrate that the underlying mechanisms are related to specific design features of the communities.
