The objective of research is to test and analyzing the factors establishing the intensification of collection and extensification of PAD source, to test and analyzing the effect of intensification of collection and extensification of PAD source on local finance self-support, and recommending a strategy to the government of West Seram District and Aru Island District in pursuance of the local finance self-support. Population this research is civil servants on the government office at West Seram District and Aru Island District who runs the function as assigned to manage and to produce PAD amounts 744 civil servants in the scope of the government office at West Seram District and Aru Island District. This research use factor analysis and multiple regression analysis. It can be seen from the results of fisheries production is increasing. Fish production in2009 increased by 1,828 tons or 9.5 percent from the previous year, with the potential of fish resources around 592,008.7 tons of new and utilized approximately 2.71 percent.This condition is caused by a lack of such infrastructure is supported by a fishing vessel, which is still dominated by boats and outboard motors around 99 percent. This mayreflect that most fishermen in West Seram still relatively fishermen.In an effort to increase the income of fishermen, fishery busineses rurehe (pole And Line) in the District of West rurehe (pole And Line) in the District of West Seram District of West Seram belong in household scale industries (home industry) and the efforts of hereditary existed long ago. Based on the results of research in the field, until nowrurehe industrial fisheries (pole and line) has yet to show the maximum results it can be seen from the amount of production obtained are still below the average in the amount of 482.8 tons / year. The results showed the variables Age does not have an influence on the increase fishermen's income, variable production has a very strong influence on the increase in the income of fishermen. Calculation method of Human Development Index (HDI) used in this research is New Method Year 2010. To improve the analysis result to determinant and performance of human development hence used qualitative descriptive analysis tool supported by table, graph / picture, area map, 4 quadrant matrix , ratios and percentages. During the period 2010-2015, achievements of human development performance in West Seram District showed an increasing trend year by year, with an average Human Development Index of 61.53% per year. This condition is supported / influenced by the economic performance of West Seram District, in the same period experienced an average growth of 6.03% per year. Nevertheless, the human development performance of West Seram District has not been satisfactory since it is still below the average of Maluku Province HDI. Local governments in Kairatu and Kairatu Barat sub-districts are still faced with a number of issues, namely 1) limited teachers and inadequate educational facilities. 2) limited health personnel and health infrastructure. Based on the results of HDI calculations at the village level in Kairatu and Kairatu Barat subdistricts, the first and second ranks are achieved by Kamal Village and Kairatu Village while Nuruwe and Lohiatala villages are ranked lowest. This condition is influenced by more advanced economic, health and education development in Kamal and Kairatu villages than other villages. The research employs the Cointegration and Engle Granger-Error Correction Model (ECM) approach by applying the Ordinary Least Square (OLS) method. The ECM is performed to anticipate the possibility of errors and disparity between the theoretical model and the statistical model as well as to identify long-term balance and validity of the model employed in the research. The research results indicate that within a long-term period, there is balance between changes in the rupiah exchange rate and macro-economic variables, i.e. interest rate and inflation within the observed period. On the other hand, within a short-term period changes in the rupiah exchange rate are affected significantly by interest rate, inflation and the ECT variable. Within such a period, PDB, and M2 variables do not significantly affect the volatility of rupiah exchange rate.
