This research is an empirical research, with data collection techniques used are documentation techniques. The analysis used is multiple regression analysis with the least squares equation and hypothesis testing using t-statistics to test the coefficient of partial regression and F-statistics to influence the effect together with a confidence level of 5%. The benefits of this writing are as study material and as a suggestion for the development of tourism in Ambon City, Maluku Province. Based on the results of the study, it is known that there are 10 famous and popular beach tourism areas on the island of Ambon, including beaches: Natsepa, Natsepa 2, Sopapei, Lawena, Tihulesi, Pasir Putih, Namalatu, Santai beach, Lubang Buaya, and Hunimua. Community accessibility to tourist sites above is quite high, and can be accessed from several departments, such as via Jembatan Merah Putih, Pasoo, Soya. liang - Morela, Alang-Wakasihu or via Hunut or Ambon City terminal to various areas on Ambon Island. When referring to this definition, the population becomes the ultimate goal of development, while the development effort is a means (principal means) for that purpose. Human development achievements in Maluku Province are low compared to Indonesia's human development index. In general, research aims to optimize the achievement of human development performance by looking for determinants / determinants that affect the performance of human development in the district / city of Maluku Province. Specifically this study aims to 1) analyze partially the effect of government expenditure (economic expenditure) on human development performance 2) partially analyze the effect of government health-education expenditure, 3) analyze partially the effect of labor productivity level on human development performance and 4 ) partial analysis of the influence of demographic factors represented by the number of population on the performance of human development in the district / city of Maluku Province 2009-2014. The analytical method used is qualitative descriptive and quantitative analysis. The quantitative analysis tool used is the Data Panel regression model for secondary data of districts / cities in Maluku Province for the period 2009-2014. There are several approaches to estimating the panel data regression model, so it is necessary to conduct a series of statistical tests to obtain the most efficient and best regression parameters (BLUE, Best Linear Unbiased Regression). The analysis used is the Internal Factor Evaluation (IFE) matrix, the External Factor Evaluation (EFE) matrix, the Internal-External matrix (IE), and the matrix Strength-Weakness-Opportunity-Threat (SWOT). The results of the analysis show that most cooperatives in Buru Selatan Regency have internal performance which is relatively inefficient but the external environment is quite conducive. The recommended development strategies are Weakness to Opportunities (W-O) strategy, namely how to fix weaknesses to optimize opportunities. The second, to develop the priority scale of human development planning. This paper applies quantitative analysis method that is principal component regression (PCR) and clustering analysis (CA). Data is sourced from the Regional Development Planning Agency (Bappeda) of West Seram Regency of year 2016. Application of principal component regression and clustering analysis method, aims to improve the aggregation method of human development composite index developed by UNDP. Composite index compositions resulting from principal component regression and IPM-UNDP largely result in different ranking information but in some villages have the same rank. Based on K-means clustering analysis, there were 3 main clusters, namely high, medium and low cluster. This study aims to map the tourism potential on Ambon Island. The data used in this study are secondary data from Time Series data from 2013 to 2015 obtained from the Maluku Provincial Tourism Office and the Central Bureau of Statistics of Maluku Province and primary data processed. The Internal Factor Evalution Matrix (IFE) is used to analyze the factors in the form of strengths and weaknesses possessed. Internal factor data is sought to analyze matters relating to several functional tourism objects. The preparation of IFAS and EFAS tables is carried out by giving a weight of 0.20 or 20% (Strong and high), 0.15 or 15% (Above average), 0.10 or 10% (Average), 0.05 or 5% (below average). And 0.00 or 0% (unaffected) with a rating scale starting from 1 (poor) to 4 (Outstanding) based on the influence of these factors Namalatu Beach Attractions, Hunimua Beach, Natsepa Beach and World Peace Gongs are then multiplied and added to get total scores from IFAS and EFAS tables. This study is a type of survey study by distributing questionnaires to financial managers and finance staff to financial managers and financial staff to State-Owned Enterprises and Regional-Owned Enterprises in Ambon City. Questionnaires were distributed to 80 respondent questionnaires.
