This model, A New Synthesis, based on today’s research experience\u0000 should replace the present concept of the “collection budget.” Sources are proliferating\u0000 and traditional scholarly resources are no longer at the core. Research itself has\u0000 changed. Previously, finding information was primary, but now information is plentiful\u0000 and today’s challenges are to understand, analyze, and extract insight from these vast\u0000 resources. To address this challenge, newly designed libraries are appearing that are\u0000 radically different, reconceptualizing learning spaces, technological infrastructure,\u0000 and research labs for scholars and students. Yet, the concept of the collection budget\u0000 is little changed. We must embrace a paradigm that allows us to envision holistically\u0000 the development and investment necessary to support current research. To enable expanded\u0000 capacity for supporting today’s Grand Challenge research and to ensure the critical\u0000 relevancy of academic libraries in this endeavor, we must employ a new synthesis.\u0000 Sources can no longer be viewed independently from the tools needed to analyze them.\u0000 Critical elements include: redeploying funds to an array of open platforms; shifting the\u0000 focus from access to knowledge creation; and investing in spaces, technology, and people\u0000 that will help researchers solve problems in new ways. We are at a moment when building\u0000 these services and placing them at the heart of libraries requires fundamental\u0000 organizational and financial change. This will allow for more meaningful justifications of budgetary decisions compared\u0000 to cost and use metrics alone. Given the necessity for meticulous review of continuing\u0000 resources, our project addresses a request for enhanced transparency from the university\u0000 faculty and library oversight bodies and serves as a useful tool for accountability and\u0000 justification of impactful decisions for stakeholders internally and externally. We will\u0000 discuss the extant literature and the need for this type of tool, the development\u0000 process including the output planning and data input format, the initial reception of\u0000 the project, and future goals and planning for our initial usage. The main libraries at Temple\u0000 University and the University of Central Florida (UCF) each have approximately 1.3\u0000 million print items on-site. Both libraries are storing 90% of their collections in\u0000 automated retrieval systems with 10% remaining available for browsing in open stacks. In\u0000 Part 1, “Choosing What Shows,” Karen Kohn, Temple’s Collection Analysis Librarian,\u0000 describes the decisions and processes used for the 10% left physically visible. This\u0000 second part explores UCF’s efforts to improve discoverability of the items in storage.\u0000 The visual aspects of a book (height, multi-volume, etc.) that often provide useful\u0000 clues regarding the content disappear when the patron can only view a list of search\u0000 results on a computer screen. How can the loss of these visual clues be mitigated?\u0000 Online browsing guides have been created at UCF to help researchers explore the\u0000 hierarchical subject structure of call numbers. The original selling point of the discovery\u0000 layer was that journal articles could be retrieved as well as monographs. But as\u0000 libraries have acquired many other formats, particularly non-print, the discovery layer\u0000 has struggled to provide results that include these “atypical” resources. Metadata is\u0000 crucial to the discovery layer because it is what is used for the search. The higher the\u0000 quality of metadata, the better the retrieval results will be. NISO has provided a list\u0000 of elements to be considered best practices when creating metadata for the discovery\u0000 layer. Not everything a library has available can be found through the discovery layer.\u0000 This is a particular problem for those items who have their metadata stored only in an\u0000 institutional repository. These repositories are often not loaded into the discovery\u0000 layer. Solving discovery layer retrieval problems will take all parties working together\u0000 on solutions. Athena Hoeppner outlines the new reports and metrics and explains how to\u0000 interpret book usage data and how to use the data effectively in decision making\u0000 process. Sonja Lendi focuses on journal usage data and the differences between Release 4\u0000 and Release 5 of the COUNTER Code of Practice. She also explains Distributed Usage\u0000 Logging (DUL). This protocol enables publishers to capture traditional usage activity\u0000 related to their content that happens on sites other than their own so they can provide\u0000 reports of “total usage” regardless of where that usage happens. However, by itself quantitative information does not provide a full\u0000 picture. To anticipate the evolving needs of our audience we also need to hear from the\u0000 individual users themselves. In this article, I will review the findings from several\u0000 recent examples survey-based research into the question of how students use reference\u0000 materials in and outside of their libraries. What are students actually saying about\u0000 their needs and preferences when it comes to reference? While some uses cases for\u0000 reference are moving out of the library into the open web not all have. What we hear\u0000 students say is that they continue to have an unmet need for long-form, contextual\u0000 guidance. They say they have trouble locating this content, but that the library is the\u0000 first place they look for it. That is a question asked by publishing scholar Kathleen\u0000 Fitzpatrick. She proposes a role for “inbetween” work. Indeed, there is a history of\u0000 “grey literature” in many fields and of the short book. And academic publishers are\u0000 experimenting with the form. In this context, an explanation of the rationale for and\u0000 origins of the Charleston Briefings illustrates the possibilities for experimenting with\u0000 inbetween publishing featuring subjects of interest to librarians and professionals in\u0000 allied fields. There follows an account of the genesis, planning, and composition of a\u0000 forthcoming Briefing on the scholarly workflow. While the length of the Briefings may\u0000 appear to be its defining element, how it manages its scholarly and educational tasks is\u0000 the key to meeting its goals and the needs of readers.
