The result of these changes is that the traditional, three-pillar way\u0000of presenting the shape of this system does not reflect its essence any more. On the basis\u0000of the typologies of multi-pillar pension systems proposed in the literature, the study\u0000propose a new concept for presenting the shape of the general pension system in Poland.\u0000It consists of four levels of pension security, distinguished by the criterion of the initiating\u0000subject. The research is based on the qualitative data collected using Paper & Pen Personal Interview (PAPI) with caseworkers which were conducted while testing the strategy for activating the unemployed 50+, developed on the basis of best German practises, as part of the project titled IMPULS 50+. Activation strategies of the elderly unemployed for Public Employment Services. As the obtained results show, caseworkers confirm that individualised approach through the use of an in-depth individual capacity assessment and proactive, innovative, non-standard measures allows for effective and sustainable integration of the elderly unemployed with the labour market. Tarkastelu perustuu filosofiseen analyysiin, joka ammentaa erityisesti Dave Elder-Vassin kirjasta The Reality of Social Construction (2012). Tulokseksi saadaan, että kulttuurirajat viittaavat ensisijaisesti yhteisöllisiin normeihin, joita erilaiset normipiireiksi kutsutut sosiaaliset ryhmät kannattavat ja toteuttavat. Kulttuurirajat ovat siten keinotekoisia, mutta todellisia siinä mielessä, että erilaiset kulttuurinormit voivat olla ristiriidassa keskenään ja eri normipiirit voivat olla keskenään erimielisiä. Rajojen metaforan todetaan sopivan kulttuurintutkimuksen välineeksi sikäli kuin se auttaa selittämään, mistä kulttuurien väliset konfliktit johtuvat ja miten kulttuurikonfliktit liittyvät erilaisten sosiaalisten ryhmien kannattamien ja toteuttamien normien rikkomiseen. The rationale can be sought in many external and, primarily, internal factors. The nation’s present living standard and level of awareness call for better coordination of institutional efforts, empowerment of regional governments, and social policies that are more closely attuned to local preferences. The question that remains open is to what extent this decentralisation should be a top-down process, and to what extent it should occur bottom-up, driven by independent initiatives undertaken by regional governments (with relevant regulations following in their wake). Either process entails devolving the decision making power to regions, enabling them to control social transfers, redistribute and allocate funds to social services, and adjust relevant policies to the region’s needs and potential. The research relies on an analysis of available\u0000literature, documents and reports of pension institutions as well as the legal acts which\u0000govern the pension scheme and the financial market. After completing the International Security Assistance Force (ISAF) mission in 2014, the government of President Ashraf Ghani faced major security challenges. There were therefore fears that the issue of women’s rights could be marginalised. These speculations have not been confirmed because the Afghan authorities show determination to reform this area.
