The author investigates the processes of creation and implementation of the Act of 4 February 2011 on care for children under the age of three2 (the so-called “nursery act”) at the local level in two selected cities in Poland—Padłowo and Onuwice.3 She tries to answer the following research questions: how does the socio-political background influence on implementation in the selected cities?; what factors from national and local levels affect the implementation at the local level?; what is the role played by different actors in creating and implementing new regulations?; how the analysed act was evaluated by local actors?; which factors affects implementation success, and which failure from hybrid theory perspective? The research was conducted in the frame of the public policy. Based on the Regulation (EU) 2017/850 of the European Parliament and of the Council of 17 May 2017, they were exempted from the requirement to have a visa when crossing the external borders of the European Union. This regulation came into force on June 11, 2017 and applies to short-term stays of up to 90 days over a period of 180 days. According to some representatives of employers’ organizations, this resolution is unfavourable to Polish enterprises. It may lead to Ukrainian citizens choosing to look for a job in other European Union countries in which they can get higher compensation for their work than in Poland. The purpose of this article is to determine whether the visa waiver for Ukrainian citizens has influenced their decision of working in Poland within the 6 months of introducing the new regulations, i.e. from June to December 2017. Among the studies on the welfare state, the classification-centered ones have a special place. The studies on the classification of the welfare state have improved in the period of institutionalization. The first studies on this subject mainly focused on the level of social spending, the scope of social security systems, and the provision of welfare services. In spite of the precursor works, the generally accepted approach to the classification of welfare states is based on the work carried out by Esping-Andersen in 1990. EspingAndersen updated his views in 1999 with a new study. This study aims to expose the studies on the classification of welfare states. Accordingly, first of all, precursor studies have been explained, and then the modeling of Esping-Andersen has been laid out. Jedynak","doi":"10.31971/16401808.45.2.2019.2","DOIUrl":"https://doi.org/10.31971/16401808.45.2.2019.2","url":null,"abstract":"The research problem undertaken in this study concerns, in particular, assessment of the effectiveness of solutions based on behavioural economics that will be implemented in Employee Capital Plans (ECP; in Polish: pracownicze plany kapitałowe—PPK) in the scope of achieving widespread popularity of voluntary pension savings and stimulating the desired amount of voluntary retirement savings. The research goals are realized on the basis of a meta-analysis of research conducted in the countries where behavioural incentives in stimulating voluntary retirement savings have already been applied. The conclusion is that applying behavioural solutions, such as automatic enrolment, could potentially contribute to increasing the universality of additional savings for retirement. The effectiveness of the ECP in stimulating additional savings in the desired amount, however, is limited. It was also indicated that the potential of behavioural economics in ECP has not been fully utilized.
